This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.

The Network Contracting Office (NCO) 16 is seeking preferably Service-Disabled Veteran Owned Small Businesses capable of providing BACKFLOW REPAIR as per the draft Scope of Work below

The NAICS code is 238220, Plumbing, Heating & Air Conditioning Contractors, and the Size Standard is $16.5 million. Responses must be received by no later than 12:00 p.m. Central Time, Wednesday, February 18, 2026. Responses shall be emailed to angela.kennedy2@va.gov Response shall contain Capabilities Statements to include Unique Entity Identification (UEI) number, and any qualifying certifications that may be required. Facsimile or Telephonic responses will not be accepted.

SCOPE OF WORK

Furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with the repair and testing the listed backflow prevention devices located at the VA Gulf Coast Veterans Health Care System, Biloxi, Mississippi.

The work required is listed as follows:

1. Contractor shall perform the necessary repairs to the listed backflow preventers to make them fully operational. This onetime service contract makes repairs to 14 backflow devices that were identified to have repairs necessary based on the annual testing and certification that was performed at the Biloxi VA Medical Center in October of 2025. Once the backflow devices are repaired, perform acceptance testing.

2. The following backflow preventors require repairs and / or parts replacement based on the annual inspection and certification recently performed.

Contractor shall be certified to work on and make repairs and test backflow prevention devices and have experience in the repair and maintenance of backflow preventers. A minimum of 5 years’ experience in the repair and testing and certification of backflow preventer devices is required to be eligible to perform this work. If required, the contractor will need to be able to furnish contact information for past work experience verification.

3. Coordinate all work in the repair and servicing of the listed backflow preventer devices with the Biloxi, VAMC Plumbing Shop Supervisor prior to the start of work.
