About this file
This file is an Amendment to Solicitation/Modification of Contract (Standard Form 30) for solicitation 36C25626Q0370, issued by the Department of Veterans Affairs Veterans Healthcare System of the Ozarks Network Contracting Office in Fayetteville, Arkansas. The amendment documents the official questions and answers provided in response to a Request for Information (RFI) regarding a window re-caulking repair service project at a VA facility.
The scope of work is limited to re-caulking of the curtain wall system in Courtyard 1 only, with the primary issue being displaced exterior caps that have caused water intrusion into adjacent restrooms (G101A and G101B). Key clarifications provided include: no payment or performance bonds are required; the VA does not have as-built drawings or manufacturer specifications for the existing curtain wall system; contractors should use manufacturers' recommended sealant products; work is limited to re-caulking with minimal cap removal unless damage requires replacement; no asbestos or lead abatement is anticipated; no roof waterproofing work is required unless existing damage is discovered; the TPO roofing membrane exists beneath the courtyard pavers; work must comply with quiet hours from 2:00-3:00 p.m. and 10:00 p.m.-5:00 a.m. due to hospital operations; contractors must submit an anticipated work schedule prior to notice to proceed; and the adjacent courtyard on the east side of Building 170 is excluded from the scope. The VA confirmed the water leak source has been identified and attributed to displaced caps, with photographic documentation provided showing the affected restroom ceilings and above-ceiling leak conditions.

Questions and answers provided to RFI's about project.
1. This is a services contract, are payment and performance bonds required for this project?
No, they will not be required.
2. Will the VA provide as-built drawings of the courtyard 1 curtain wall elevation where re-caulking is required?
Currently, we do not have access to that information
3. To ensure the curtain wall is functioning properly and shedding water as intended, the contractor may need to remove the exterior caps/cover plates to clean and inspect the pressure bars, glazing pockets, and weep paths. Removing these caps often causes twisting/warping and may require replacement caps. Please confirm the level of repair the VA expects the contractor to perform:
· Re-caulking only, with minimal removal of caps; or Re-caulking only, with the option of temporary removal of caps
· Removal of caps for cleaning/inspection, with replacement caps as needed, or
· Complete frame replacement (if necessary).
4. Will the VA provide the manufacturer name, model/system type, and any available details of the existing curtain wall system? This information will help offerors price accurately and identify compatible caps/accessories.
Currently, we do not have access to that information / Is not required.
5. Will the VA confirm if the offeror's scope is limited to the curtain wall work only at courtyard 1?
Yes, only Courtyard 1
6. Will the VA confirm if any work on the waterproofing/roof membrane beneath the courtyard 1 is required as part of this project?
No work is required unless damaged
7. Will the VA confirm what roofing/waterproofing system is installed beneath the courtyard 1 pavers?
TPO roofing membrane
8. Please provide the roof-to-wall (courtyard slab / curtain wall) flashing detail and/or shop drawing detail that the contractor is required to follow to seal this junction and direct water away from the ground floor.
Currently, we do not have access to that information / Is not required.
9. Will the VA provide the specific minimum requirements for the glazing/curtain wall sealant to be used?
It would be associated with the specific windows currently installed, but we do not have access to that information as the windows were installed a long time ago. Use the manufacturers’ recommended products.
10. During the site visit, it was mentioned that the roof area from which the contractor would need to support a swing stage was replaced around 2014. Will the VA provide as-built drawings and/or roof cut sections for that area (showing structure and membrane build-up)? This information will help offerors determine the feasibility and means/methods for supporting a swing stage.
At this time we do not have access to that information
11. Does the roof currently have an active warranty? If so, please provide information on the current manufacturer's roof and the company holding the warranty.
There’s no active warranty
12. This is a services contract, will the contractor be required to provide a full-time on-site Superintendent, CQM, and SSHO for this project?
No
13. Please confirm any restricted work hours, noise limitations, or requirements for night or weekend work affecting activities inside the hospital.
All units will have to be quiet 2p.m. - 3 p.m. & 10 p.m. – 5 a.m. The windows are connected to the main hallway and not to any of the patients’ rooms, however coordination with nurses would be warranted due to occupying the courtyard.
14. What is the period of performance (PoP) established for this project?
Contractor shall present an anticipated work schedule prior to notice to proceed is given.
15. Has an asbestos and lead survey been conducted for material that may be disturbed by this work (e.g., sealants/caulking, gaskets, etc.)? If so, will the VA provide copies of the survey results?
No. Result were taken from a section of the floor and surrounding sections results were assumed homogenous. Contact with the black tar barrier is not expected. See Figure 1. below
16. Should the offeror include a cost allowance in their bid for potential asbestos or lead abatement? If so, will the government provide estimated quantities to support accurate pricing?
There should be no asbestos or lead encountered during this project
17. During the site visit, it was mentioned that similar water intrusion issues may be occurring in an adjacent courtyard on the east side of Bldg.170. Will the VA confirm whether this additional courtyard is included in the solicitation scope, and whether offerors are required to provide two separate prices?
The additional courtyard will not be included in the solicitation
18. Will the VA provide photos of rooms G101A and G101B, men’s and women’s restrooms, where water leaks were observed? These areas were not accessible during the walkthrough. Please include:
a. One wide-angle photo inside each restroom showing the affected ceiling area (to identify the location), and See Figure 2.
b. Close-up photo(s) of the staining/leak evidence, and See Figure 3.
c. If available, above-ceiling photo(s) showing the leak condition.
See Figures 4. & 5.
19. Will the VA provide the as-built drawings for Courtyard 1, the first floor, and the ground-floor area below, including Rooms G101A and G101B?
At this time we do not have access to that information
20. Has the VA identified the source of the water leak? During the site visit, it was mentioned that no leaks were found coming through the curtain wall into the interior hallway. If the weep holes are still open and water is draining to the exterior courtyard as intended, then the curtain wall system itself may be functioning properly, and the source of the leak may be located elsewhere.
Yes, we’ve located the leaks. The caps have moved out of place over the years
