About this file
This is a Single Source Justification for a Simplified Acquisition Procedure (SAP) award by the Department of Veterans Affairs, VISN 16, Gulf Coast Veterans Healthcare of Biloxi. The document justifies awarding a firm fixed-price contract for Community Nursing Home Services to Congress Street Partners (Kensington Healthcare) without competitive bidding. The contract will serve eligible veteran patients currently residing near Mobile, Alabama, with a performance period of three months from February 1, 2026, through April 30, 2026. The estimated contract amount is $129,626.49, which exceeds the micro-purchase threshold but does not exceed the Simplified Acquisition Threshold (SAT). Funding will be processed through the 1358 funding mechanism.
The justification cites unique circumstances limiting availability to a single source: five veterans are currently receiving nursing home care at Congress Street Partners and are satisfied with the services provided. The contracting officer asserts that Congress Street Partners is the only reasonably available source to maintain continuity of care while a permanent Veterans Care Agreement is being executed to replace this interim contract. Limited market research was conducted due to the sole-source nature and temporary duration of the requirement. Contracting Officer Thomas Kovarovic certified the justification as accurate on December 29, 2025, with an effective date of December 30, 2025, under Acquisition Plan Action ID 36C256-26-AP-0812.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP up to SAT
Revision: 02 Page 1 of 1 Effective Date: 12/30/2025 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C256-26-AP-0812
1. Contracting Activity: Department of Veterans Affairs, VISN 16, Gulf Coast
Veterans Healthcare of Biloxi. The 1358 funding and payment process will be utilized.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Provide Community Nursing Home Services to eligible veteran patients of the Gulf Coast Veterans Healthcare System of Biloxi that currently reside near Mobile, AL. This will be a firm fixed priced contract with a period of performance of three months from 1 February 2026 through 30 April 2026 to allow enough time for a Veterans Care Agreement to be put in place to take the place of a long-term contract.
Estimated Amount: $129,626.49
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This contract is being awarded to allow adequate time for a Veterans Care Agreement to be put into place before 1 May 2026. Currently five veterans are receiving nursing home care at Congress Street Partners (Kensington Healthcare) and are satisfied with the services they receive. Congress Street Partners (Kensington Healthcare) is the only source reasonably available to provide the services while the Veterans care Agreement is being executed.
4. Description of market research conducted and results or statement why it was not conducted: Limited Market research was conducted as this will be a sole source award to the current contractor (Congress Street Partners) to allow adequate time for a Veterans care Agreement to be put into place.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
