QUESTIONS AND ANSWERS

1. Item # 19 mentions 5G fiber optic Internet. This conflicts with all other mentions of desired services. All other requirements are business fiber optic Internet service. “5G” industry nomenclature means “wireless” and business fiber optic internet services denotes terrestrial wired connectivity, which matches the NAICS code 571111.Please clarify which one you want or if both are acceptable means of delivery.

2. B2.1.b. is requesting 5GB service and all of the pricing tables in B.3 are asking for pricing for 1GB service. Please clarify which one you prefer. If you really need 5GB, then you might want to just ask for 10GB. There may or may not be any difference in price.

Historically we have used 5G, however if you would like to provide quotes on both we will look into the difference

3. Normal industry installation intervals for the service are 45 days and an installation date of 10-27-2025, after quotes are received on 10-17-2025. It seems that with an immediate award on 10-17-2025, an install date of 10 days is very aggressive and request that the government change this to 45 days from award.

Complete Installation date within 30 days after award. Please notify CO/COR if time extension is needed

4. There is no mention of IP blocks needed. Generally speaking, a /30 IP block is provided as a Not Separately Priced (NSP) item and larger blocks may be an additional charge. We request that the IP block be provided in the requirements. This is a critical data point.

VA OIT advises that internal traffic will be routed through virtual IPs/NAT, so additional public addresses are only required if we must expose specific public-facing services (e.g., website registrations or direct access to servers/devices). Offeror shall coordinate with VA to review what, if anything, is connected to the Public Wi-Fi (e.g., environmental monitors, police radios, or other non-IT systems) and identify any that require unique public addressing. If no such needs are identified, no additional public IPs are required. Provide optional pricing for additional public IP blocks should VA request them after the Wi-Fi audit.

5. There is no mention of the fiber Interface and SFP needed. This is also a critical piece of information. Generally speaking, it improves success of the solution if the carrier knows the Customer Provided Equipment (CPE) that will be connected.

The VA-owned router identified by VA OIT is the Customer-Provided Equipment (CPE) and is the final VA connection point; the carrier’s fiber handoff will plug directly into this router. The provider must deliver a like-for-like optical interface that matches the existing VA handoff - i.e., same fiber type (single-mode or multi-mode), same connector (e.g., LC, SC, ST, MTRJ), and the same transceiver form factor/speed (SFP/SFP+, 1G/10G, etc.). Do not change the VA router optics or connector type; if conversion is needed, perform it on the carrier side so the VA interface remains unchanged. Prior to procurement, coordinate a brief verification with VA OIT to confirm the router model/port, existing optic part number, and required duplex patch cord to ensure exact compatibility.

6. How many IP’s will be required for the VA LAN?

This solicitation is for internet service, not managed LAN. The minimum assumed for quoting is a /30 for the WAN handoff. Any additional public IPs, if required by VA OIT, will be identified during implementation.

7. I would like to request an extension, allowing time to incorporate your RFI responses into our solution and pricing.

The Solicitation will be extended since the questions from the RFQ are being posted on 10/16/2025. The solicitation will be extended an additional week closing at 12pm CT on 10/24/2025.

8. We notice this contract is marked as a 100% SDVOSB set-aside. Does this mean that the VA is not entertaining other small businesses like ANC 8(a)s?

Currently the solicitation is offered only to SDVOSB, if no one can provide the service at a fair and reasonable price; it will then be re-issued to small and or unrestricted meaning all socio-economic status businesses. I will forward the questions to the requesting service to answer. I do not write what they require. I simply use the information provided to me since I am not the subject matter expert.

9. However, the CLIN table states "Business Fiber Optic High Speed Internet Service: a. Provide Business Internet Service Plan via fiber optic network. b. Internet service shall provide at a minimum 1000 Mbps of download and 1000 Mbps of upload speed and be able to support multiple wi-fi enabled devices simultaneously" Can government please confirm if a 5000Mbps or 1000Mbps internet circuit is required.

It needs to be 5000Mbps. When they originally started this 5 years ago it started at 1000 and was not enough, so it was increased to 5000, they just forgot to change the line-item verbiage. I am in the process of getting all questions answered and issuing an amendment. This question is one of them. There was an amendment issued on 10/08/2025 that corrected the line-item issue . it is 5000GB.
