About this file

This document is an Amendment (0001) to a Request for Quote (RFQ) for Cooling Tower 2 repair services at the Fayetteville VA Medical Center. The solicitation (36C25625Q0897) is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a NAICS code of 811310 and a small business size standard of $12.5 million. The project involves comprehensive repairs to Marley cooling tower number 2, including replacing fill material, hot water basins, nozzles, and related components, with a period of performance of 120 calendar days.

Key details include a site visit held on May 16, 2025, at 1:00 PM CST, with quotes due by June 03, 2025, at 5:00 PM CST. The solicitation requires contractors to possess a Class A HVAC Contractor License and an Arkansas Electrical Contractor License, with proficiency in Alerton building management system programming. The contractor must provide all materials, labor, and equipment to complete the cooling tower repairs, ensure minimal disruption to medical center operations, and offer a one-year warranty on workmanship and equipment. The estimated contract value is not explicitly stated, but the work involves comprehensive cooling tower system rehabilitation.

Attachment A – Question and Answers

The Network Contracting Office (NCO) 16 received questions in response to Request for Quote 36C25625Q0897.

Please see below for the Contractor’s questions and NCO 16’s respective answers accordingly.

Question Number Question Answer

Q1 Are we going to have an area big enough for a dumpster, materials and trailer?

Yes, you may place a dumpster (see site plan image below) (note- Connex shipping containers are gone)

Q2 Can the materials be shipped to the job site?

Yes, we can have an open staging area set up next to the outside of chiller 3 and 4 and generators at Bldg. 29. (see site plan image below) (note- Connex shipping containers are gone)

Q3

General Requirements, point 4 states Period of Performance (POP) one hundred twenty (120) calendar days.

How flexible will this period be considering it will depend of the lead time of the parts needed to develop this project? Parts lead time is normally known once the material order is placed.

POP starts with CO’s notice to proceed.

Contractor shall notify the service line and state reasons in a Notice of Delay (NOD) for reasons beyond the vendors control (such as excessive lead time of materials). If agreed upon, the contract will then be modified as needed for a new POP.

Q4

General Requirements, point 7 states The medical center must continue to operate during the contract POP, including but not limited to, the mechanical and electrical systems.

Could you confirm the cooling tower #2 has installed all block valves to be completely isolated form the system.

Have you confirmed these valves are not leaking?

Yes, we have actuated and butterfly valves to isolate Tower 2. No, we have not confirmed these valves are not leaking.

Q5

General Requirements, point 11 is related to Emergency Service request.

The nature of this contract is a repair project; so why the VA is requesting an emergency service?

This is a follow up to General Requirement, point 10 regarding the warranty service. This is pertaining to the criticality of response time for restoration of service to maintain, temperature, pressure and humidity within the healthcare facility to maintain accreditation and compliance during the warranty period.

Q6

The scope of work states on page 19 point1, letter e, page 20-point 2 letter d and point 3 letter c, related to the protective paint or galvanized coating.

Those need to match the original manufacture’s specification. Please provide additional details of this requirement since we think it is very difficult to match the original specs.

Paints or coatings should match the original manufacturers’ specifications as best as possible. The manufacturer of the tower should be able to provide these specifications to assist.

Q7

We are expecting to use a Sky Track loader to move all parts and materials to the roof. Please confirm whether a lifting plan is requested. Please confirm we can leave the Sky Track onsite during the execution phase of this project.

Vendor is expected to comply with applicable OSHA compliance requirements. Lift plans are considered best practice for safety and efficiency of jobsite operations.

Q8 Qualifications of contractor, page 18, point 1. What is the reason behind the electrical contractor license requirement?

Electrical Contractor licenses are required to ensure public safety and adherence to industry standards.

Q9

Who is your existing Controls Service Contractor for the Arlenton Management System? Please provide their POC information. Also, please provide SOW of the Arlenton Management System.

Our BAS controls contract is under Sentinel Services, Greg Diaville, (479) 935-5236. They hire, Northwest Controls to do any controls work on the Alerton controls.

Q10

Are there any water chemical requirements once the repair project is finished? Could you provide your current water treatment service company with contact information, please?

Spoke to our contractor Chem Aqua, If the hot deck is made out of galvanized steel, different chemicals will have to be placed in system and a mod on that contract will have to be issued. Did not find in this SOW where it states this contract is in charge of any chemical requirements. We have a contract with Chem Aqua to do our chemical services.

Zac Painter (479) 283-9175
