About this file

This document is an Amendment (0001) to a Request for Quote (RFQ) for Chartered Flight Services issued by the Department of Veterans Affairs Network Contracting Office 16. The amendment provides clarification and answers to vendor questions, with key details including a 90-minute response time requirement for transporting transplant surgeons from Houston, TX, and confirmation that CAMTS accreditation is preferred but not mandatory. The solicitation is open to all qualified vendors who can meet the specified requirements, with the previous incumbent being American Jet International Corporation (Award number: 36C25619D0074).

The amendment emphasizes critical performance metrics such as 24/7 availability, ensuring pilots do not time out during return flights, and maintaining the 90-minute wheels-up timeframe. The RFQ does not have specific preferences for aircraft types or dedicated versus charter partnerships. The solicitation is set aside for certain vendors, and being a small veterans-owned business does not provide additional scoring points. The document concludes with a comprehensive Q&A section addressing potential vendors' inquiries about the contract's scope, requirements, and expectations.

Questions:

1. Are there specific priorities for this contract, such as cost-effectiveness, response time, or flexibility in scheduling? Yes, as stated in the PWS, the contractor is required to respond and be airborne with the Transplant Surgeon from Houston, TX, within ninety

(90) minutes of notification to facilitate the retrieval of the relevant organ. Travel may be necessary outside of standard business hours, including provisions for 24-hour emergency call-out services at no additional cost. The contractor shall designate at least one (1) emergency point of contact for contract support. If the contractor believes they are unable to have wheels up within the 90-minute timeframe they are responsible for providing a contingency plan. Additionally, contractor must ensure the pilots will not time out on the return flight.

2. Are there any performance metrics or service levels that are particularly important to MEDVAMC? Yes, ensuring that the contractor has all wheels up within the 90-minute timeframe, available 24/7, and ensuring the pilots do not time out on the return flight.

3. Does MEDVAMC have a preference for dedicated aircraft versus charter partnerships for backup capacity? No

4. Are there any specific aircraft types or configurations that are preferred for organ transport missions? No

5. Have there been any challenges with the current provider that you would like to see addressed in the new contract? For example, issues with response times, aircraft availability, or communication? No issues

6. Are there any other factors or requirements that we should consider as we develop our proposal? No

7. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. American Jet International Corporation - Award number:

36C25619D0074

8. Is this solicitation limited to actual operators or can an air charter broker bid on it? All qualified vendors that meet the requirement under this solicitation can provide a quote to be evaluated by the Government.

9. I am reaching out inquiring why CAMTS accreditation is being requested with air medical transportation services are not being requested? That accreditation is specific to the air ambulance industry as it pertains to quality patient care and safety standards surrounding air ambulance operations. Preferred, not required.

10. I wanted to know if we are a small veterans owned business, does that give us points toward our bid submission? No, see set-aside established on page one (1)
