About this file

This is an amendment to solicitation #36C25625Q0468 for Backflow Preventer Repairs and Testing Services at the Gulf Coast Veterans Health Care System in Biloxi, MS. The amendment provides responses to contractor questions and confirms the end of the question acceptance period.

Key details from the Q&A include: Mississippi State licensing/certification is required to perform the work, though contractors licensed in other states may bid if they obtain MS certification before work begins. This is a new requirement with no incumbent contractor. A superintendent must be onsite and can fulfill multiple roles including safety and QA/QC. The project is tax exempt and requires coordination of temporary water outages for Buildings 21 and 29. Yes. Mississippi State Licensing / Certification is required to perform backflow preventer work.

2. 36C25625Q0468 If local licensing/certification is required, will contractors licensed in other states be allowed to bid work predicated on securing required license/certification following an award?

Yes. A superintendent will be required to be onsite for this project.

5. 36C25625Q0468 If a superintendent is required, can one superintendent fulfill the supervision, safety, and QAQC roles?

See Item 16, government response.

The following statement is to be removed: “All work shall be completed within 15 calendar days after “Notice to Proceed” is received by the Contractor.” It is the government’s expectation that the contractor begins work within 15 days following contract award. The period of performance dates in the Price Cost Schedule shall be disregarded and be changed to Award Date to Project Completion. Duration of this project is not specifically known because this is a new requirement with no acquisition history available that would give insight on period of performance duration. It is expected the contractor complete work as expeditiously as possible once work commences.
