About this file

This document is a Scope Change Memorandum for a Department of Veterans Affairs construction project (564-24-901) to repair facility condition assessment (FCA) deficiencies in Buildings 33 and 34. The proposed new scope includes addressing multiple FCA deficiencies such as ADA accessibility, lightning protection, HVAC redundancy, and interior finishes that were not included in the original project scope and budget. The magnitude of construction for this project is between $25,000 and $100,000.

The related federal contract opportunity is a solicitation (36C25624R0130) for architect/engineering services to support this construction project. It is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Interested firms must submit SF330 qualifications packages by November 1, 2024. The selection criteria focus on professional qualifications, specialized experience, capacity, cost control, past performance, geographic location, and commitment to small business subcontractors.

From: Cody Sims, Healthcare Engineer, Veterans Health Care System of the Ozarks (564-00)

Subj: NRM Construction Project, 564-24-901 Repair FCA Deficiencies, Bldgs 33 and 34 Scope Change Request

To:

THRU:

Cody Sims, Healthcare Engineer, Veterans Health Care System of the Ozarks (564-00)

1. The currently approved scope of work for this project (including any applicable approved scope changes to date):

“This project installs insulation, replaces gutters, repairs concrete stairs, and upgrades interior finishes.”

a. The proposed new scope is: “This project addresses multiple FCA deficiencies in building 33 and 34 that include insulation, roof snow guards, exterior concrete, handrails and guardrails, interior finishes, lightning protection, ADA accessibility, and an electrical transfer switch. Additionally, N+1 redundant HVAC is added to the pharmacy drug cache, a partition wall separating pharmacy from general storage, and LED lighting.”

2. This change of scope is required because multiple items were identified as both

FCA and non-FCA deficiencies that were not included in the original scope and budget of the project, as follows:

a. Bldg 33, FCA Deficiency 398320 “Shower and toilet do not comply with ADA.

Provide an accessible shower and restroom.” was not included in the original project scope or budget.

b. Bldg 34, FCA Deficiency 205238 “No ATS in Building. Provide dedicated ATS for life safety power.” was not included in the original project scope or budget.

c. Bldg 34, FCA Deficiency 205241 “There is no lightning protection at this building.

Provide a Lightning Protection System.” was not included in the original project scope or budget.

d. Bldg 34, the pharmacy drug cache requires temperature and humidity to be maintained or else the drugs being stored can be compromised. Currently this space is only served by a single HVAC unit. An additional HVAC system need to be added for N+1 redundancy.

NRM Construction Project, 564-24-901 Repair FCA Deficiencies, Bldgs 33 and 34 Scope Change

e. Bldg 34, the pharmacy drug cache is currently separated from general warehouse space by a vertical wire mesh barrier with tarp material. This needs to be replaced with an insulated partition in order to provide better temperature maintenance and enhanced security for the pharmacy drug cache.

f. Bldg 34, the existing high bay warehouse light fixtures are an older, less efficient type. Replacing these fixtures with high efficiency LEDs would save energy costs and be much less costly if done concurrent with other work in this project since this space will need to be cleared out for other work making the fixtures readily accessible.

3. Please contact Victor McNair, Contract Specialist, at Victor.McNair@va.gov or (601) 955-3428, if you have any further questions.
