About this file
This document contains questions and answers regarding a federal contract opportunity for ground ambulance services in Shreveport, Louisiana issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16. The answers clarify that transports can originate from anywhere in the catchment area, not just the 501 E Stoner VA location; a vendor would only be disqualified from originating transports in Caddo Parish if not licensed there; and the Medtronic Lifepak 15s monitor is an acceptable alternative to the ZOLL Series monitors specified in Attachment D.1. Amendment 0001 to the solicitation changed the guaranteed minimum award amount to $1,000 to allow a vendor to qualify if only able to fulfill requirements in a low-volume area.

Text version
Q1. Emergent transports- are these transports only from the 501 E Stoner VA?
A2. Transports could originate anywhere within the catchment area.
Q2. Section 4.4.1. of the PWS states “Ambulances shall meet all applicable federal, state, and local regulations and specifications, including but not limited to licensing, registration, and safety standards.”
While we do meet all federal, and state specifications, licensing, and registration requirements. We are NOT licensed in the City of Shreveport. Our question is as this is a Federal Contract, in this scenario, would this fact alone disqualify us?
A2. It would disqualify you from originating a transport in Caddo Parish specifically, but not anywhere else in the catchment area.
Q3. This question is in reference to Attachment D.1 regarding the ZOLL Series monitors. Is the Medtronic Lifepak 15s acceptable.
A3. The Medtronic Lifpak 15s monitor is acceptable.
