About this file

This document contains questions and answers related to Solicitation 36C25624Q1486 for the delivery and installation of a medical vacuum system to replace an existing system. The key details are:

The government has a full-height loading dock but does not have storage space for delivered equipment, so any items must be transported the same day. There is a cargo elevator and narrow pathway to access the mechanical room where the system will be installed. The solicitation requires a minimum triplex 10 HP medical vacuum system with 154 SCFM NFPA capacity and 77 SCFM in reserve. The government indicates they will not accept a duplex system, as they require a minimum of three pumps for redundancy. The contractor inquired about providing a 15 HP duplex claw system that exceeds the total SCFM, but the government rejected this as it does not meet the minimum pump requirement.

Questions and answers 20 through 23

The following questions are in addition to Questions and Answers 1 through 19 currently located in solicitation 36C25624Q1486, at Section B.4, STATEMENT OF WORK.

20. Is the loading dock full dock height?

Government’s response: Yes, our receiving warehouse has a normal full height dock.

21. When the system is delivered, is there storage space in receiving for the equipment or will it have to be disassembled and transported the same day?

Government’s response: Our warehouse does not store vendor shipments, therefore equipment would need to be disassembled and transported upon arrival.

22. Are there any stairs in the path from receiving to the mechanical room or can we use the service elevator and roll directly into the mechanical space.

Government’s response: At the building where the equipment is to be installed, there is a dock and a cargo elevator to get to the mechanical space. The mechanical space has a narrow pathway, so equipment will need to broken down to fit through this space.

23. Solicitation says: “Minimum specifications for the temporary, back-up system are as follows: Backup system will be a minimum of a triplex system w/10 horsepower (Government will accept oil lubricated rotary vane medical vacuum system, or a triplex claw pump), 77 SCFM each pump, 154 SCFM NFPA capacity with 77 SCFM in reserve, 460 volts, three phase power at 60 Hertz.”

a. We can provide a Duplex 15 HP Claw system that exceeds the total system SCFM required in the solicitation. Would this be acceptable?

Government’s response: This hospital operates a Quadplex system currently and always operated off at least two pumps. The minimum number of pumps we are willing to go to for a backup system is three. Two pumps offers no level of redundancy.
