QUESTIONS AND ANSWERS

1. Request for a site visit Sorry the requesting service does not have the availability or personnel to have a site visit. All of the tanks have been listed, please provide quote to thew best of your ability based on the solicitation.

2. Will vendors be able to conduct a site visit prior to bid close in order to observe the tank locations/accessibility?

Sorry site visit is not available

3. If a site visit isn’t possible, please confirm that all of the tanks are easily accessible for the required work, e.g., can we drive our trucks to, or very close to, all of the tanks?

Yes, all tanks are easily accessible for servicing.

4. P. 7. B.2 Scope of Work.

If defects are discovered in caps, gaskets, and/or other tank components that must be repaired before completing the annual service, will the contractor or the VA be responsible for these repairs?

If defects are discovered in existing diesel tank components, then the contractor is to notify the COR immediately to address the issue. Repair efforts will either be completed in-house by VA personnel or a request for proposal to be completed by the contractor, which would be handled by a modification to the contract.

5. If the VA requests the contractor to make/coordinate repairs of that nature, will the work be handled by a modification to the contract? Or will such repairs be quoted, and a purchase order issued, to be paid via government purchase card?

These will be handled by modification there will not be any Repair efforts will either be completed in-house by VA personnel or a request for proposal to be completed by the contractor, which would be handled either by a modification to the contract or by government purchase card

6. When was the last time the tanks were serviced, and who provided the services?

The last service date/field sample report was conducted in May of 2024 and was performed by the VA’s current fuel decontamination service contractor. *Contractor company name withheld unless VA contracting office determines it is appropriate to release to other bidding contractors.

7. Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number).

The current contract is 36C25620P0001

8. Please provide the name of the incumbent contractor, the annual award amount, and when the contract is ending.

The incumbent is VetCon, the contract ends 09/30/2024 and the award amount for base and 4 options periods was $79,015.20. Annual amounts cannot be provided.

9. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract? If not, please explain how the work will be different under this solicitation.

11. P. 27, (c) (2), 3rd bullet. Could you please explain what is meant by “have them sign off on it”?

If you are using subcontractors, the work they will be performing needs to be listed as well as what services your company will be performing, and the statement needs to be signed by both parties.
