About this file

This is a Statement of Work (SOW) for a 70 Ton Air-Cooled Chiller system procurement for the Eugene J. Towbin Memorial Veterans Hospital in North Little Rock, Arkansas. The detailed technical specifications require a factory-engineered chiller with a minimum 70-ton refrigeration capacity, air-cooled scroll compressor design, programmable control system, and specific technical requirements including 460V power, R-454b refrigerant, microprocessor controls compatible with building automation systems, and BACnet communication protocol. The system must be delivered within 42 weeks of order placement, off-loaded by facility crane, and installed on an existing 6-inch concrete pad with left-side pipe and power connections.

The SOW includes comprehensive requirements for vendor compliance, including confidentiality provisions, records management guidelines, information system protections, and strict limitations on data handling. The procurement is for the Central Arkansas Veterans Healthcare System (CAVHS), with delivery specified to 2200 Fort Roots Drive, Building 1. Additional contract terms mandate compliance with the Buy American Act, require full manufacturer documentation, and specify that all contract-related data and records are owned by the U.S. Government. The vendor must adhere to specific delivery schedules, avoid government holidays, and follow detailed protocols for information protection and record management.
