About this file

This amendment to solicitation 36C25624Q0528 provides responses to bidder questions and extends the response deadline. The Department of Veterans Affairs Gulf Coast Veterans Healthcare System is seeking instrument transport courier services. Bidders must have previous experience as an instrument courier to understand risks associated with transporting hazardous medical devices. While hazardous material certification may be required to transport biohazards across state lines, the specific regulatory requirements will depend on the bidder's operations. All responses to the solicitation are now due by 12PM Central time on March 18, 2024 via email to the address provided.

As to the question listed:

Regarding Hazmat requirement on page 7/ Letter R: Is it a requirement for this solicitation to have a DOT Hazmat endorsement? This would require a CDL Hazmat endorsement and a TSA background check. I have an outdated TWIC card from TSA and a current CDL. We are unaware of what state and federal regulations would govern the transport of biohazard materials over state lines. We feel it would be the potential contractor’s responsibility to understand the requirements that would need to be followed.

Does the OSHA Blood Pathogens Certification and the CDC Packing and Shipping Dangerous Goods certification meet the Hazmat requirements? Same as above.

Is it mandatory to have specifically had an "Instrument" courier service contract in the past as stated on page 29, Section 2? Unless this requirement is not precluded by contact law or is not good practice and could become a negative for the station, I believe we would like to keep this requirement. Having had a previous successful instrument courier service contract is beneficial in preventing damage, understanding the extremely precise goods being transported, risks of contamination mishandling containers with potentially dangerous items. Again, we do not want to request something outside of what is permissible, but we feel the best candidates will have had success in this field as hazardous instruments and the associated risks are different than a laundry courier service for example.

If we do subcontract (1099) part of the work, is Workman’s comp insurance still required from the Prime contractor? The Prime would still have General Liability coverage. I do not know the specifics of insurance as it applies to contract work? We would have to defer this question to a contract insurance expert??
