About this file
This document includes an amendment to a federal solicitation for medical waste collection and disposal services at Gulf Coast Veterans Health Care System facilities. The amendment provides responses to initial contractor questions about the solicitation. Services are required at five locations, including the Biloxi and Pensacola VA Medical Centers. The response deadline is March 15, 2024. Questions covered the potential to station a waste collection trailer at Biloxi, the incumbent contractor's identity and past contract details, budget estimates, scheduled site visits, and collection frequency at Pensacola. The amendment clarifies that the service schedule and performance work statement details must be followed, and that adjustments to collection frequency are not guaranteed.

Contractor Question Government Response n/a Would it be possible to station a trailer at the dock area and service the main Biloxi VAMC once weekly versus 5 times weekly? The trailer would be exchanged once weekly. Please advise.
At this time the availability of the dock area (to accommodate a contractor trailer that would be parked there long term) is not known. Given this information, the services execution and exchange schedule (as outlined in the PWS and solicitation) should be followed.
n/a Repeat Question: Several contractors inquired about the current contract number and the incumbent contractor who is performing services under this contract. Some contractors also requested the following information:
Value of the current contract, the obligation number, and specific dollar break downs for specific performance periods.
Performance Work Statement (PWS), Item 1, states “These services are currently being performed under an active contractual agreement that is expiring. A new contractual agreement is needed to ensure the continuity of these services.” The contract number referenced in the PWS is 36C25619C0021. Additional information about this contract can be found on the Federal Procurement Data System (FPDS) website.
https://www.fpds.gov/fpdsng_cms/index .php/en The information that is posted to the FPDS website is public information. The (contractual) actions that have occurred while this contract has been active can be found by querying 36C25619C0021 in FPDS and then by searching the resulting windows that result from the query which may involve opening multiple tabs. The government cannot provide the following: copies of or specific information that is contained within official contractual documents (to include obligation documents) because such information is private/confidential.
https://www.fpds.gov/fpdsng_cms/index.php/en https://www.fpds.gov/fpdsng_cms/index.php/en n/a What is the budget for the 5 year commitment?
An Independent Government Estimate (IGE) was prepared for this acquisition.
Cost estimation data prepared by the government is confidential and cannot be disclosed to contractors.
n/a Is there a site visit scheduled? Will there be a final site visit?
Site visits have been scheduled for the Biloxi and Pensacola locations which predominantly encompass the “services reach” of this procurement and which account for the majority of waste that will be collected. Please refer to the following addendums and other information which were attached to or included in the solicitation: Final Site Visit Addendum Biloxi MS, Final Site Visit Addendum Pensacola FL, and provision 52.237-1 SITE VISIT (APR 1984). It is noted that for all locations the spreadsheet entitled “PWS Addendum Services Locations” provides a detailed, thorough break down of the buildings and rooms where services will be executed and where waste will be collected. “PWS Addendum Services Locations” was included as an attachment to the solicitation.
PWS PWS Location? The Performance Work Statement (PWS) is contained within the document entitled “S02 FINAL Combined Synopsis 36C25624Q0502 Medical Waste Collection and Disposal Services” and begins on page 20. The spreadsheet entitled “PWS Addendum Services Locations” is an addendum which augments the PWS (which was included as attachment to this solicitation).
n/a Can the Pensacola location be serviced every two weeks?
The Performance Work Statement, Section 4 states the following:
2). Pensacola VA Clinic RMW Schedule: Once a week, Thursday At a later time (following contract award) adjustments to the service schedule for Pensacola could be implemented but are not guaranteed.
For the purposes of this acquisition please follow and otherwise anticipate a weekly schedule for Pensacola as stated in this section.
