Scope of Work
Project No. 502-21-104 Replace Roof of Bldg. 7 Alexandria VA Health Care System, Pineville, LA
Scope:
The primary scope of the project is to replace approximately 68,000 square feet of the existing roof of building 7 with a new Thermoplastic Polyolefin (TPO) Membrane type. The drainage system (in the areas indicated on the contract drawings) and all flashing and counter flashing will also be replaced.
Replace roof drains where indicated on drawings. Add new roof drains and associated plumbing where indicated. Ground roof drains to the LPS system. Existing roof drains will be required to be core drilled to a depth shown on the design drawing and to a depth that does not fully penetrate the roof slab. New drains are to be installed on top of remnants of existing drains using hydraulic cement for filling volumes larger than ¼ in, and sealing smaller gaps with epoxy.
The contractor shall provide temporary HVAC, where required, during roof replacement. All outages of HVAC service shall be coordinated with COR for minimum disruptions to the facility operations. Schedule switch over of HVAC utilities for outside normal hours of operation (Monday-Friday, 8AM-4:30PM, excluding Federal Holidays).
Existing lightning protection shall be completely demolished and replaced with new, except down conductors which are retained, per the lightning protection drawings. Some lightning protection must be temporarily removed for roof replacement. Replace and repair lightning protection after each phase of roofing is complete. Broken connectors, painted conductors, bad connections, and missing grounds shall be replaced with new. Notify COR prior to disabling any portion of the lightning protection and when it is put back in service. The lightning protection work shall be performed by a subcontractor certified under UL96A and NFPA 780.
Several areas of the building do not have any fall protection or railings. Some areas of the building have fall protection railings that are either severely corroded, are weakly fastened to the parapet walls, or both. The contractor shall replace old railings and add new ones where railings do not exist. All railings shall comply with CFR 1910.29 i.e. railings shall be 42 inches in height, withstand 200 pounds side load, etc. See design drawings of railings for further information.
Objective:
1. To ensure all requirements of contract drawings and specifications are met and completed by the completion date provided in contract documents.
2. To ensure that all construction activities are performed in such a manner as to ensure safe and correct operation and in compliance with applicable local, state and federal regulations and contract drawings and specifications.
Tasks:
Furnish all labor, tools, materials, equipment, and supervision necessary for the work to replace the existing Alexandria VAHCS Building 7 Roof as detailed in the Drawings and Specifications for this project.
The work for this project includes, but is not limited to the following improvements:
Contractor shall completely prepare site for operations, including demolition and removal of existing roof, HVAC equipment, ductwork, pipe and other associated equipment, and furnish labor and materials and perform work to provide new roof and associated components (drains, lightning protection, etc.).
Special Condition:
Prior to mobilization and commencement of any construction, the contractor shall conduct a mandatory thorough survey and investigation of all the work sites for the Replace Bldg. 7 Roof Project. This survey and investigation shall include verifying all utilities and equipment impacted by the roof replacement project, which includes but is not limited to HVAC units, ductwork, and pipelines. Verify all tie-in connection points, the depth, size and material and any structures that may conflict with the proposed construction. The contractor shall be responsible for choosing the process He/She deems necessary to employ that will provide the most accurate data of the existing conditions at these sites. Once this information is obtained, the contractor shall prepare a report listing all discrepancies, conflicts and remedies to all conflicts. This report shall be submitted as Submittal #1. The Resident Engineer/COR will review for technical feasibility. Once approved, the Contracting Officer will request a formal proposal for the corrective work. Approval of this cost proposal will be required prior to the commencement of any corrective construction.
Phasing:
A multi-phase construction plan is proposed. A total of 29 independent roof surfaces requiring replacement will be phased in groups that best suit the contractor’s resources, the facilities operations, and schedule. The preferred arrangement should consider a top-down approach, locations of common laydown areas, and need to operate temporary HVAC equipment during construction.
The 29 independent roof surfaces are divided in the phase A, B, C, and D each representing a sector or wing of the building. A top-down approach is recommended, however, it is up to the contractors means and methods to determine which section within a phase to perform first. Flexibility should be allowed for the contractor to adapt to unforeseen conditions.
All conditions requiring further repair, that are discovered during demolition, shall be reported to the COR within 24 hours in a documented report with photos. e.g.
Concrete cracks or gaps larger than ¼ in. broken plumbing vents, broken or open circuit internal down conductors, and other conditions falling under the description of unforeseen conditions.
Some roof top equipment will need to be moved and/or supplemented with temporary units during demolition and construction. Any of the existing roof top equipment that is broken or damaged during phases shall be reported to the COR, with a documented report including photos, an explanation of what happened and why, within 24 hours of occurrence. This shall be for the purpose of updating plans, schedules, and material orders.
The building will remain in full operation during construction, to the maximum extent practical.
Delivery:
All personnel in the contractor’s services shall have certified or proper training on the tasks they perform.
The Project Engineer or COR shall be informed by the contractor of the following situations/events in writing:
· The anticipated start date of any contract work.
· As soon as it is known that the work will take longer than expected.
· As soon as it is known that a possible change order will have to happen.
· To provide a written plan for corrective action for any work that cannot be completely within contract specified time.
· Inform COR if contractor needs to stay outside of normal operating hours.
· Contractor Payment Application shall be provided at the beginning of each month for the previous month work that has been completed.
All work shall be completed in accordance with contract drawings and specifications.
All required contract works completed shall be approved and accepted by Project Engineer or COR prior to accepting and approving contractor application for payment.
Security and General Requirements:
All on-site work should be completed between the hours of 8am and 4:30pm CST, Monday through Friday excluding federal holidays unless otherwise listed in the tasks section or other working hours are approved by the COR.
Contractor shall obtain an access badge from the VA Police Department while performing work on-site for their self, their employees and all subcontractors under their authority.
Security and privacy requirements vary depending on the equipment to be serviced and the service being performed. Contractor personnel may be required to complete any or all of the following but not limited to:
· Online training.
· Read, sign, and comply with ‘Contractor Rules of Behavior’.
· Submit to finger printing and background investigation.
· Provide network security information as requested for any equipment used in the VA facilities.
· The extent of these requirements shall be determined by Project Engineer or COR using current facility Information Technology and Privacy rules in cooperation with experts in those departments.
Parking shall be limited to established concrete or improved rock parking lots, Project Engineer or COR will advise which parking lots to use. Contractors and personnel are not allowed on the grass area unless specifically authorized by the Project Engineer. U.S. District Court Violation Notices shall be issued for parking violations.
The contractor and all employees shall comply with all applicable Alexandria VA Health Care System fire, safety, and traffic regulations.
The contractor is to field verify existing conditions.
All work is to be performed within all ASME, OSHA, EPA, VA, and Federal, State and local codes and regulations.
Proper Lock-out/Tag-out procedures shall be used when appropriate.
No roadway, drainage ditch, pedestrian walkway, or any other service, utility, or access to any of the above is to be blocked or rendered unusable for any length of time during this project unless previously approved by the Project Engineer.
All work, materials, storage of materials and equipment, repair procedures and unforeseen problems or circumstances are to be coordinated with the Project Engineer.
Work on this project shall not begin until authorized by the Contracting Officer.
The title Project Engineer or COR shall refer to the Contracting Officer’s Representative.
Work to be conducted on a Fully Operational VA Hospital Campus, in and around Mental Health and Long Term Care facilities. Tools and equipment shall be kept under close watch to prevent patient injury.
Place of Performance:
· Work shall be performed, with issuance of Notice to Proceed, at the Alexandria VA Health Care System, Pineville, LA, or in the immediate vicinity as required by this Scope of Work.
· Equipment or Government property may be removed from the facilities with prior permission from Project Engineer or COR and the Department Director.
Period of Performance:
The construction portion of this project will consist of two separate periods, each of which must be preceded by a NTP issued by contracting.
1. Pre-construction period – 90 Days – Contractor to provide the following deliverables before the end of this period:
a. Submittal log of all submittals to be approved during the course of the project.
b. Site survey of pre-existing conditions as described in paragraph titled “special conditions”.
c. All submittals which are to be approved by the AE and VA COR.
2. Construction period – All contractually required work and tests must be successfully completed within 240 calendar days of issuance of Notice to Proceed for construction.
a. Night and weekend work won’t be necessary for this project since the superintendent will provide a 3-4 week look ahead for construction and the COR will keep building 7 VA personnel informed so they can schedule procedures around any construction activities that could impact normal hospital operations.
ISO Requirements:
· The C&A requirements do not apply, therefore a Security Accreditation Package is not required.
COVID protocol
Everyone must have a mask upon entry to the facility and the mask must always be worn while inside buildings. Social distancing and all other CDC guidelines are practiced at the Alexandria VA.
Smoking, vaping, and tobacco dipping aren’t allowed at this facility.
