RFI #
Question
Answer
1)
For Volume I – Factor 1 and 2 – the RFP states it is limited to 25 pages. Are the various subfactors limited in page counts?
There are no subfactor page limitations. Volume 1 should be limited to 25 pages. Excluding titles and exhibits.
2)
Is there a margin limitation?
No.
3)
In Subfactor 2a – Key Prime Contractor Staff – is there a limitation to the resume’s number of pages?
No. Contractors should make their best efforts to stay within the stated page limitations identified with the associated Volume.
4)
In Subfactor 2a – Key Prime Contractor Staff can the VA clarify that the key personnel to be listed are only the Site Superintendent, Project Manager, Quality Control Manager and Site Safety?
Additional personnel subject to the contractors interpretation of who is needed on the project. What is stated in the solicitation is the minimum/standard.
5)
In Factor 3— Past Performance – can the VA clarify how many projects are needed to be provided? i.e. Minimum 2 no more than 5?
No. Contractors should make their best efforts to stay within the stated page limitations.
6)
In Factor 3— Past Performance – does the provided projects need to be within the $2M-$5M range as this project?
IAW VAAR 836.204 the estimated magnitude of construction is between $2M-$5M.
7)
In Subfactor 3a. Previous Recent/Relevant construction experience with VA Construction Contracts completed at VA Medical Centers – can the VA clarify that submitted past performance projects must be “ONLY” VA medical roofing projects? Will the VA accept roofing projects performed at other DoD military or federal non-medical facilities?
The intent of this subfactor is completed VA projects that are recent/relevant.
8)
Will the VA consider increasing the page count for Factor 3— Past Performance. It is currently limited to 10 pages. If 5 projects are submitted x 2 pages –plus the Exhibit A Part II limited to one page takes the count to 11. We feel that 15 pages will suffice for Volume 2, which will allow project scopes completed to be adequately discussed.
No. Exhibit A is not counted towards page limitations.
9)
Is the Performance Relevancy Survey (Exhibit A) expected to be used to support write-ups for submitted projects? Is this document limited in the number of pages?
Exhibit A can either support submitted past performance projects or other projects as the contractor feels are recent/relevant that may not be VA specific IAW with subfactor 3b.

See page 11 of the RFP. Title pages/exhibits do not count towards page limitations.

10)
In Subfactor 3b – Demonstrated Past Performance Information (Any Federal, State, or Local Construction Projects) – will the VA clarify that prior PPQs completed within the last year, or CPARs can be used in lieu of Exhibit B?
See page 14 of the RFP. PPQs and CPARS are acceptable submissions for this subfactor and are considered to be two separate types of past performance methods.

***Note*** use data independently obtained from other Government or commercial sources, including, but not limited to, Government databases. Please see page 15 of the RFP.

11)
In Subfactor 3a Previous Recent/Relevant construction experience with VA Construction Contracts completed at VA Medical Centers – can the offeror use key subcontractor past performance if Exhibit C is provided by the subcontractor?
That is not the intent of this subfactor. That information is consistent with subfactor 3b.
12)
In Subfactor 3b – Demonstrated Past Performance Information (Any Federal, State, or Local Construction Projects) – are CPARs or previously completed PPQs exempt from the 10-page count limitation?
PPQs are an exhibit. Exhibits are not counted towards page limitations. CPARS that an offeror submits is counted towards the page limitation.
13)
Please provide full size drawings. The drawings in the solicitation only print to 11X17 and the scale as shown on the drawings at this size is incorrect.
No. SAM.gov file imitations restrict our ability.
14)
Demo Plan note #4-page AD102 states to salvage existing lightning protection for re-installation. Is this correct or does the lightning protection require complete replacement using new components per the scope of work?
See lightning protection drawings for clarification. It is intended to reuse the building down conductors, unless testing shows any of them to be defective. It is in the contractors and the VA’s interest to replace everything else with new.
15)
Section 072200 paragraph 2.1 A. states existing roof has (0) insulation is this correct? If this is not correct what is the existing roof insulation thickness?
Samples that were taken indicated either zero or less than one inch of insulation.
16)
Section 072200 paragraph 2.1, B. 2. Says any location of R-value: RSI-17 (R-10), minimum. Which would require a minimum of 1.75”,However 2.1,B. 2.states insulation thickness to be 1”. What is the correct requirement for new roof insulation R- Value and thickness?
An insulation analysis was performed but not included in the design narrative. See attached email. Summarizing: The minimum insulation thickness is one inch. This will result in an overall R7 value. The existing building and historic building exemptions apply. It is not practical to apply more insulation to this roof.
17)
Section 07220 Paragraph 2.5. C. 1. Lists the requirement for a substrate board. A substrate board is not needed to provide the roof system performance requirements listed in Section 075423 paragraph 2.2. Will a substrate board as listed be required anyway?
The substrate board is not required.
18)
Section 075423 paragraph 2.5. C. requires a water-based bonding adhesive. Can a Manufacture approved alternate adhesive be used as long as it meets the VOC requirements?
Contractor, please submit data sheet for proposed alternate and a construction submittal. Reference this question to it.
19)
Will the finished lightning protection system require third party certification?
Certification by the qualified Lightning Protection Installer will be OK.As such, a third-party certification is not required.
20)
The Solicitation States the project is not tax exempt. Being this is a Federally funded project is this project tax exempt?
No, this project is not tax exempt.
21)
Details on plan pages AE- 201,202,203 and P-501,502 & 503, show a Firestone roof system. Is Firestone the required roof system manufacture for this project?

22)
Can the Site Super dual hat and act as the Safety and QC as long as they possess all of the required qualifications?
Yes
23)
Can you provide the total/ estimated linear footage of the railing to be installed around the roof edge?
Contractor needs to obtain from drawings for pricing purposes.
24)
Will the Government consider extending the period of performance? We feel that the

11- month period of performance does not allow sufficient construction time considering product lead times of 6-8 months and the amount of equipment on the roofs.

Construction POP will be 365 calendar days with 90-day pre-construction submittal period.

25)
Please provide laydown area?
A laydown area will be identified at the pre-construction conference.
26)
Please confirm that the discrepancies found in the "Special Condition” survey will not be included in initial price proposal and those remedies will be subject to change orders?
The awarded contractor shall be required to conduct an initial assessment of the existing conditions and that assessment shall be used as submittal 1 per the SOW. Pricing for this assessment cannot be included in the initial price proposals received.
27)
Please confirm that the temporary fence required for the entire facility site.
Temporary fencing will be required for designated areas/laydown areas/construction areas. Temporary fencing will not be required for the entire facility site.
28)
Where will the designated parking area be for workers accessing the construction site?
VA will provide before the start of construction
29)
Please confirm if unarmed security guards will be required to be on site after normal working hours or will they be required 24/7 while the project is ongoing.
No, that isn’t required. VA Police are on site 24/7
30)
Will the Government consider adding an economic price adjustment (EPA) clause to the solicitation given the unprecedented inflationary environment we are in. FAR 16.3203-2 already allows adding an economic price adjustment clause.
No.
31)
Will the Government provide comprehensive written badging requirements for the project if badging is required?
VA will provide at pre-construction kickoff
32)
Will the Government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
Yes. Provide COR and WPE with username and initial password.
33)
Has the work area been checked for hazardous materials? If so, please provide a statement of conditions.
By visual inspection and asbestos lab testing none were found. See ICRA.
34)
Describe any and all tasks that may be required for this project as it relates to infection control?
The requirements for infection control are in the ICRA and Safety Specification. Individual tasks belong to the contractors Work Plan and Safety Plan. There some required and suggested tasks (but not limited to) in these documents.
35)
What is the level of infectious disease control rating for this project?
See ICRA attached to the Safety Specification, and the Safety Specification itself.
36)
What is the Governments’ policy if hazardous materials are encountered during construction?
The ICRA states no hazardous materials. If the OSHA “Competent Person” finds hazardous materials this will be considered an unforeseen condition. Take immediate corrective actions and notify the COR. See 01-35-26 page 3, paragraph 1.2 B.
37)
Are any roof sections installed over metal decking? If so, how does the Government wish to handle deteriorated decking when discovered?
One of the penthouses has metal decking. If it is discovered that this cannot be reused then replace it.
38)
Will any of the existing equipment not in use require removal?
At the time of bid documents, WPE was notified that some equipment would be permanently removed from the roof and that equipment was marked as such on the drawings. If some of that equipment is still in place or additional equipment is slated for removal coordinate through the COR. Removed equipment will require patching (repair) of the roof slab (for example piping and/or conduit penetrations).
39)
Will any equipment that is temporarily moved require commissioning? If yes, will the recommissioning be completed by Government?
Ensure that equipment moved is fully operational and as it was before removal. It is intended for this to be done by the Mechanical Sub with acceptance of the COR.
40)
Will any equipment that is temporarily moved require commissioning? If yes, will the recommissioning be completed by Government?
Ensure that equipment moved is fully operational and as it was before removal. It is intended for this to be done by the Mechanical Sub with acceptance of the COR.
41)
Area 13 notes 65% - no photos. Is the contractor expected to complete the design? Will we receive additional design documents?
No additional design is anticipated, however if there are findings (a clogged drain, cracked slab, for example) then this should be reported to the COR and becomes part of the scope of work.
42)
Area 29 notes 65% - inspect when not flooded. Is the contractor expected to complete the design? Will we receive additional design document
No additional design is anticipated, however if there are findings (a clogged drain, cracked slab, for example) then this should be reported to the COR and becomes part of the scope of work.
43)
Are both areas 13 and 29 part of the Special Condition package, therefore omitted in Base Bid?
Both areas need to be included in the base bid and Special Condition package.
44)
The project calls for core drilling and roof drain replacement. What is below the areas to be cored? Please provide ICRA requirements for those areas.
The ICRA is attached to the safety specification. There are both hard and soft ceiling areas under the roof slab. Notice that the core drilling does not fully penetrate the slab, but infiltration of dust will have to be protected from.
45)
Are there any areas requiring interior drain piping work inside the building below roof deck?
Yes. The new drains will need to be connected to the existing interior drain piping. If the piping is found damaged or becomes damaged notify the COR.
46)
General notes indicate GC to unclog existing roof drains? Please confirm the magnitude of this work (ie will drains be replaced, surface clogs, etc) As areas below existing roof drains could present issue with access to the roof deck from the floor below, will the Government consider the use of retrofit drains reusing the existing bowls?
No. Replace whole drain per the design drawings. Complete new clog resistant drains are required.
47)
Satellite and directional antennas will need to be recalibrated after they are moved. Who will perform the recalibration? If it is the contractor, please provide a list and contact information for all service providers and which antenna/dish they own so we can obtain pricing.
VA will provide an RF antenna contractor to recalibrate. Contractor shall return antennas to original location as close as possible.
48)
Even low VOC mastic and sealers will get sucked into air intakes and pumped throughout the facility by the AHUs. Please provide the locations of any outside air intakes that will need added protective measures.
These intakes are shown on the mechanical drawings, and it is all of them. The contractor shall coordinate their work plan to keep VOC’s, dust, smells, vapors etc. with the VA COR. Extending intakes to an area free of contaminants is acceptable, filtering and misting spray may be acceptable at specific locations for dust and solid material. The contractor may also consider shutdown and blocking of air intakes for after-hours work. For some locations it may be necessary for the contractor to lease temporary HVAC systems and bring air in through an alternative penetration. See G002 Note 13.
49)
How should we avoid VOC’s being drawn in labs? There is at least one OA lab intake in operation on the existing roof.
See answers and suggestions from question 48.
50)
Please confirm that the electrician will reuse the existing electrical system (feeds, circuits, etc) and roof-mounted pads.
Existing electric systems shall be reused. Individual electrical elements such as lugs, conductors, conduit, etc., may require replacing and that is in the scope of work. All walking pads are to be replaced per the drawings.
51)
Which areas are serviced by the roof mounted mechanical equipment? Are there any special requirements necessary in order to disconnect the equipment in order to perform roofing operations beneath them?
All shutdowns of service need to be coordinated through the COR.
52)
Does the lightning protection system meet current certification requirements? Will the system be required to meet current standards or is the intent to replace in kind?
