DESCRIPTION
1. Title: Sources Sought Notice for 1 Biopoint PI License for 1 CBOC Facility.
2. Purpose: The Network Contracting Office (NCO) 16 located at 5075 Westheimer Road, Galleria Financial Center, Suite 750, Houston, Texas, hereby issues the following Sources Sought to Request Information (RFI) with the intent of determining the contractor interest, capabilities, qualifications of potential businesses, nonmanufacturer rule compliance, Buy American Act compliance, Trade Agreement compliance and estimated industry pricing information for market research and estimated budgetary purpose for a 1 Biopoint PI License for 1 CBOC Facility.
Contractor shall provide all shipping, installation (if required), equipment, personnel, labor and testing for the 1 Biopoint PI License for 1 CBOC Facility. This Sources Sought is published for market research purposes. This Sources Sought will be used to determine if a set-aside for any small business program is appropriate. Government anticipates competitive, firm fixed price contract. Please review this announcement, respond to questions below and review all attachments in their entirety.
Government request that interested offerors complete all questions below, provide required documentation, descriptive literature and authorization letter as described below. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement.
3. Objective: To find qualified and certified contractors with the capability to provide the following:
1 Biopoint PI License for 1 CBOC Facility.
The salient characteristics and specifications include, but not limited are:
a) The Contractor is responsible for managing the following in accordance with manufacturer's specifications:
(1) APPLICATION ENVIRONMENT: To include but not limited to Application version upgrades including new features and enhanced functionality
(2) System management utilities
(3) Uploading software updates
(4) Telephone support
(5) Upgrade of installation documentation
b) OPERATIONAL UPTIME REQUIREMENTS: With the exclusion of internal network, server, or computer outages the BioPoint Software system shall be operable and available for use 95% of the normal operating hours of the equipment as detailed in paragraph c., HOURS OF COVERAGE. Downtime will be computed from notification of problem during normal work hours. Scheduled maintenance will be excluded from downtime. (Normal work hours for this contract are defined as follows: 0700 - 1900 CST, Monday through Friday, excluding Federal Recognized Holidays). Operational Uptime will be computed during a month-long period. Repeated failure to meet this requirement can subject the contractor to DEFAULT action. Downtime due to failure of VA to meet its responsibilities in system maintenance will not be counted.
c) Hours of Coverage:
(1) Normal hours of coverage for this contract will be 0700 to 1900 CST, Monday through Friday excluding Federal Recognized Holidays.
(a) Federal Recognized Holidays are: New Years' Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, Christmas Day, and Holidays designated by Presidential Executive Order.
d) UNSCHEDULED MAINTENANCE (Emergency Repair Service):
(1) Response Time: Contractor's FSE must respond with a phone call to the designee within four (4) hours after receipt of telephoned notification. This unscheduled maintenance may include both telephone support and software support. This includes applications support, making modifications of the system configuration, downloading patient image files, running remote diagnostics of the system hardware and network, and providing applications support with simultaneous telephone conversations.
(2) Parts: Not Applicable
e) REPORTING REQUIRED SERVICES BEYOND THE CONTRACT SCOPE: The Contractor shall immediately, but no later than 48 (forty-eight) consecutive hours after discovery, notify the CO and designee (ln writing) of the existence or the development of any defects in, or repairs required, to the scheduled equipment which the Contractor considers he/she is not responsible for under the terms of the contract. The Contractor shall furnish the CO and designee with a written estimate of the cost to make necessary repairs.
f) Software Support: The Contractor shall provide the VA with software upgrades and updates as released by the manufacturer. Updates shall include all modifications, corrections, and enhancements to software applications that the manufacturer makes available to its customers. Updates shall include mandatory updates (mandated by the manufacturer or to comply with changes in federal or state laws and regulations
The station is safeguarding the delivery of medications and treatments by improving the patient identification system through barcoding at the point of care.

5. Responses Requested: The MEDVAMC requires all the following information and questions answered in this RFI/SS: Questions and information that is not provided shall be considered nonresponsive to the Request for Information and contractor shall not be considered as part of the market research.
a. Contractors shall provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and SAM Unique Entity Identification Number.
b. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications.
c. Is your company considered small under the NAICS code 541519
d. Do you (offer) manufacture the product yourself or a distributor of the items being researched above?
e. Are you an authorized distributor/reseller? Provide evidence from original equipment manufacturer (OEM).
f. Do you (offer) supply a product manufactured by another domestic small business, if it is a nonmanufacturer?
g. Do you (offer) supply the product of any sized manufacturer if SBA has granted a waiver to the nonmanufacturer rule?
h. Is your (offer) Buy American Certificate completed in SAM? Please provide evidence with response.
i. Is your (offer) Trade Agreement Certificate completed in SAM? Please provide evidence with response.
j. Information for the product being requested, is it manufactured outside the US-Domestic non-available?
k. Information for the product being requested, is it a foreign manufactured end product under the trade agreement?
l. What is your schedule of delivery after receipt of order for the product?
m. For the product required, Is your company available under any;
Government Wide Agency Contract (GWAC) General Services Administration Schedules (GSA) Indefinite Delivery Indefinite Quantity (IDIQ) Blanket Purchase Agreement (BPA)
If so, please list the contract number for product.
n. Provide descriptive literature demonstrating ability to meet all of the requirement/salient characteristics listed for the product being offered. Please provide list of contracts for commercial, federal, state, and local governments. Listed contracts shall provide communication on the government requirement illustrating the capability for comparison to the product meeting the specific requirements per the draft Statement of Work.
o. Contractors shall provide an estimated industry pricing product for market research and budgetary purpose.
6. Opportunity: NCO 16, is seeking information from potential contractors on their ability to provide this service. THIS IS A SOURCES SOUGHT FOR REQUEST INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this Sources Sought in order to assist the MEDVAMC in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives.
7. Instructions and Response Guidelines: Sources Sought responses are due by May 31, 2023 at 15:00 am (CST) via email to derek.meyers@va.gov.
All Questions shall be submitted by May 26, 2023at 10:00 am (CST) via email to derek.meyers@va.gov.
Telephone requests or inquires will not be accepted.
Public Information will not be provided and shall be utilized to the full extent possible.
This a New Requirement.
The subject line shall read: 36C25623Q1099-RFI-Sources Sought- 1 Biopoint PI License for 1 CBOC Facility. NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(o).
Please provide the information you deem relevant in order to respond to the specific inquiries of the Sources Sought. Information provided will be used solely by MEDVAMC as "market research" and will not be released outside of the MEDVAMC Purchasing and Contract Team.
This Sources Sought notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this Sources Sought is preliminary as well as subject to modification and is in no way binding on the Government.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it is will be synopsized on Contracting Opportunities (https://beta.sam.gov/) website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this Sources Sought, or future RFP/RFQ.

2. Contract Title: Biopoint Patient Identification Barcoding Point of Care (BPOC) System
3. Background: Currently the Gulf Coast utilizes BioPoint Patient Identification and Printing system noted in FORCE 520-20-2-057-0186 NEW BioPoint BPOC (VA-20-00023870) Contracting UID 36C256-20-AP-1174 from 2020 with option years 2024. While The Joint Commission does not require barcoding the Institute for Safe Medication Practices have identified “Barcode Verification Best Practice” and recommends “maximize the use of barcode verification prior to medication and vaccine administration by expanding use beyond inpatient care areas.”
4. Scope. Expand automated Bar Code Medication Administration (BCMA) by Barcoding at the Point of Care (BPOC) service maintenance and upgrade services at the Department of Veteran Affairs (VA) Gulf Coast Veterans Health Care System (GCVHCS) from the Biloxi MS campus to the Pensacola Community-Based Outpatient Clinic (CBOC). The service provided shall be performed in such a manner as to assure the safety and welfare of patients, by mirroring the service contract at Biloxi and maintaining a single vendor and system to prevent compatibility issues or safety concerns. The system must provide uninterrupted service to an outpatient treatment center patient population.
The service provider must provide version upgrades including new features and enhanced functionality, upgrade installation assistance, upgrade installation documentation, and telephone customer support from 0700-1900 CST. Upgrades including new features and enhanced functionality to include any enhancements to the lists and views, custom warnings, and reports. Software application will interface with VISTA.
The service must match the current requirements provide at the Biloxi Campus:

5. Specifications/Characteristics:
The station requires a barcoding system providing bar coding medication administration and identification which integrates with Veterans Health Information Systems and Technology Architecture (VistA), and prints wristbands at the point of care. The system must mirror and integrate with the current service provided at Biloxi MS, campus of the GCVHCS, currently provided by BioPoint. Specifically the system will:
· Provide a software application designed specifically to enhance the level of patient safety
· Supply configurable wristband designs for each care area or facility need.
· Offer the ability to quickly match patients for clinical care and procedure tracking.
· Provide the ability to print full color patient photos directly on wristbands and labels.
· Provide the capability to sync existing photos Vista or other photo repositories.
· Must provide barcodes easily configured to meet medication tracking, therapy tracking, and data transfer into peripheral devices.
· Will ensure the identification quickly and easily identify the right patients for the right procedures and medications.
· Provide a service that creates a library of clinical warnings specific to your facility for printing on patient wristbands or labels.
· Will configure identifications that eliminate the need for multiple patient wristbands or indicators.
Minimum technical specs must be provided to meet the requirements of the GCVHCC
