B.2 SCOPE OF WORK
Furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with sampling and testing for certain water quality criteria in the Reverse Osmosis (RO) System for Sterile Processing & Storage Service (SPS) and HVAC Condenser System Loop. Water sampling locations are at the Joint Ambulatory Care Clinic (JACC), Pensacola, Florida.
The work required is listed as follows:
1. Contractor shall test certain water quality criterion defined in detail below for SPS and HVAC shop at the Joint Ambulatory Care Center (JACC), Pensacola, FL.
2. The period of performance for this service contract will be 2024 fiscal year and four consecutive option years to follow.
3. All samples will be collected, preserved, and stored in strict accordance with American Public Health Association (APHA) Method 9060: Samples
3.1. Other minimum requirements for critical water sampling and testing include the following:
3.1.1. Using sterile gloves, suspend sample port or head of the faucet in alcohol solution for 1 minute. Remove port from solution and allow residual alcohol to remain on/in fixture and evaporate for about 5-10 minutes before flushing and taking water sample.
4. All HPC tests will be completed in strict accordance with APHA Method 9215: Standard Methods for the Examination of Water and Wastewater
5. All samples will be analyzed and compared to the following criteria

6. Sterile Processing Service (SPS)
6.1. SPS requires 1 sample after the RO storage tank in the penthouse (critical) and 1 sample out of the SPS Reprocessing sink (critical).
6.2. Test results will be forwarded to the Contracting Officer Representative (COR) within 15 working days of sampling. Test results shall be sent to the COR via electronic mail with a pdf attachment within the specified period of time.
6.3. A minimum requirement of 2 water samples at locations previously mentioned will be taken monthly for Heterotrophic Plate Count (HPC), total organic carbon, pH, conductivity, color, turbidity, total dissolved solids. The contractor will also conduct a field analysis during these sampling visits which will test for and provide in a report the water temperature, chlorine, hardness (colorimetric test strip) and pH (colorimetric test strip).
6.4. A minimum requirement of 2 water samples at locations previously mentioned will be taken quarterly for hardness (total), chloride, copper (dissolved), iron (dissolved), LAL/endotoxin, and manganese.
6.5. An optional 6 trips and 6 samples annually must be included for retesting in the event of a failed test or other invalid test as a result due to shipping problems, lab errors, contaminated sample, etc.
6.6. The total for SPS testing including optional trips and samples is 22 trips/ year and 38 samples/year
7. Legionella
7.1. Contractor shall perform quarterly Legionella testing for cooling towers at the JACC as required by VHA Directive 1061. The testing requirements below outline the requirements for the testing of cooling towers for Legionella at the GCVHCS.
7.1.1. Legionella testing shall at a minimum include sampling of two (2) cooling tower sumps, one (1) condenser return stream, and one (1) condenser supply stream. To be totaled as four (4) legionella tests and one (1) sampling trip per quarter.
7.1.2. An optional 2 trips and 2 samples annually must be included for retesting in the event of a failed test or other invalid test as a result due to shipping problems, lab errors, contaminated sample, etc.
7.1.3. The total for Legionella testing including optional trips and samples is 6 trips/year and 18 samples/year
7.1.4. Sampling of each cooling tower for Legionella by culture methodology must be performed within 7 days of startup and every 90 days during periods when the cooling tower is operational or operational-ready (i.e., cleaned, disinfected, full of water and ready for operation).
7.1.5. The number of water samples is dependent on the size and configuration of the cooling tower. At a minimum, samples must be collected from each basin/sump, and the supply to and return from the chiller(s). If the chillers are on a common header, only one sample is required.
7.1.6. At the time that cooling tower water samples are collected for legionella detection, also collect the following information for each sample: pH, biocide level and temperature
7.1.7. All cooling tower water samples must be analyzed using a Legionella culture method.
7.1.8. For routine testing in accordance with VHA Directive 1061, sampling at each outlet is for the purpose of determining the presence of Legionella, as well as understanding water temperature, level of residual biocide and pH in water at/to the outlet. The following order should be used for collection of samples to determine those parameters:
7.1.8.1. Take the Legionella sample first. Collect the water sample immediately after opening the outlet without flushing water first.
7.1.8.2. After taking the sample for Legionella testing, collect the next immediate water sample (i.e. no flushing) to take the biocide residual reading.
7.1.8.3. After taking the sample for the biocide reading, run the water for 60 seconds. Collect a water sample to measure water temperature and pH.
7.1.8.4. At least 250 ml shall be collected for each first draw water sample from outlets.
7.1.8.5. Do not use the same water sample collected for Legionella detection for taking physical and chemical measurements
8. Cooling Tower HPC
8.1. Contractor shall perform Cooling Tower HPC testing every two (2) weeks for two (2) cooling tower sumps and one (1) condenser return stream. Tests shall take place while the systems are in operation unless there is a control issue or risk analysis dictates more frequent testing.
8.1.1. Cooling Tower HPCs shall at a minimum include one (1) sampling trip for each two-week period. To be totaled as three (3) HPC tests and one (1) sampling trip per each two-week period.
8.1.2. An optional 12 trips and 12 samples annually must be included for retesting in the event of a failed test or other invalid test as a result due to shipping problems, lab errors, contaminated sample, etc.
8.1.3. The total for Cooling Tower HPC testing including optional trips and samples is 38 trips/year and 90 samples/year
8.1.4. For routine HPC testing the following sampling requirements must be met
8.1.4.1. Analyte: Total Bacteria (HPC)
8.1.4.2. Method: Dip Slides
8.1.4.2.1. HPC testing is time sensitive. The sample must be processed at a certified lab as soon as possible after it is collected. Samples held for longer than 24 hours are to be considered invalid.
8.1.4.2.2. Dip slides must be processed in strict adherence to manufacturer’s protocols
8.1.4.3. Sample Size: 100ml
8.1.4.4. The chart below shall be used to determine corrective actions for bacteriological indicator results

9. Sampling trips for SPS, Legionella, and Cooling Tower HPCs can be completed concurrently if they are in accordance with APHA methods and testing frequencies mentioned previously.
10. Contractor shall coordinate the sampling with VA personnel a minimum of one week prior to sampling. No water sampling shall occur until VA has given prior approval to start work. Contractor will be required to be escorted while sampling is in process.
11. The period of performance for this service contract will be one year beginning in FY24.
12. The test locations at each building will be determined by the COR.
13. Test results will be forwarded to the Contracting Officer Representative (COR) within 15 working days of sampling. Test results shall be sent to the COR via electronic mail with a pdf attachment within the specified period.
14. Contractor shall coordinate the site sampling locations with VA. No water sampling shall occur until VA has given prior approval to start work. Contractor will be required to be always escorted while sampling is in process. All water samples shall be collected per CDC guidelines.
15. Legionella samples shall be tested at laboratories testing laboratory with experience in microbial testing of potable water. Laboratories that process water samples for microbiological testing must:
15.1. Be accredited by a recognized regional, national, or international accrediting body as follows:
15.1.1. In accordance with a laboratory accreditation standard (e.g., ISO/IEC 17025: 2017, General Requirements for the Competence of Testing and Calibration Laboratories). Examples of such accrediting bodies include the National Environmental Laboratory Accreditation Program (NELAP); the American Association for Laboratory Accreditation (A2LA); and the Environmental Microbiology Laboratory Accreditation Program (EMLAP).
15.1.2. Include Legionella testing method(s) that will be used on facility water samples in the laboratory’s scope of accreditation, as documented on the laboratory’s accreditation certificate.
15.2. Demonstrate proficiency by the Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) program.
15.3. Be able to determine if the Legionella detected by culture in environmental samples is the species Legionella pneumophila and, if so, if it is L. pneumophila serogroup 1.
16. HPC samples shall be tested at environmental-accredited laboratories for HPC testing (e.g. NELAP, AALA).
17. Contractor shall complete Legionella Sample Collection Spreadsheet provided by the government each quarter for the Legionella sampling test results. Spreadsheet contains 29 different data entries for each of the 4 sample locations. The information to be entered in the spreadsheet consists of VISN, station number, FY, QTR, building number, Sample ID, Sample date, reason for sample, floor, room, occupancy, sample source, sample type, sample volume, water temp, biocide type, biocide level, pH, name taking sample, date sample sent to lab, date of test results received, legionella detected, lab name, lab sample ID, sample stored for future molecular typing, storage end date, notes (optional).
18. VHA new equipment requiring testing or requirements change
18.1 Additional samples may be added to this list in a future contract modification if the agreement is bilateral between the VHA and the contractor. Also, if additional sampling not included under the definitions laid out in this document are required to satisfy VHA requirements, then the contractor shall provide the new testing requirements and a budgetary cost estimate in the format of a detailed cost line-item quote (including line items for labor, materials, and all other related costs) needed to complete increased testing. Any additional charges and testing claimed must be approved by the contracting officer before service commences. Any additional work performed by the contractor without the prior written approval of the CO will be performed by the contractor at no additional cost to the government.
18.2 Once it has been determined and agreed upon both by VHA and the contractor that additional services are needed to comply with requirements are not included in this contractual performance work statement, monetary funds will need to be requested and approved by means of a PO with a government purchase card (GPC) if total testing expenses are less than $2500.00 or through means of a contract modification if total testing expenses are greater than $2500.00. The VATR does not have the authority to approve the work outside of the performance work statement and any work performed by the contractor in good faith outside of the performance work statement. Any work performed by the contractor without the approval of the contracting officer or an approved purchase through a credit card PO will be completed or resolved at the expense of the contractor and not the VHA.
Water Sampling Schedule
1. Water sampling and test results shall be submitted to the Pensacola VA quarterly and in accordance with VHA Directive 1061.
2. HPC test results shall be submitted to the Pensacola VA bi-weekly and in accordance with Engineering Standard ES-2019-001.
3. Work will be performed during the hours of 7:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal Holidays. Some work outside of normal hours of operations may be necessary and must be coordinated with the Project COR.
SPECIAL CONSIDERATIONS BY THE CONTRACTOR:
1. All Legionella sampling and testing shall be done in accordance with VHA Directive 1061.
2. All HPC sampling and testing shall be done in accordance with Engineering Standard ES-2019-001.
3. The contractor will be responsible for cleanliness of the building area both interior and exterior.
SAFETY CONSIDERATIONS:
1. Contractor’s employees shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work.
2. Contractor will not be allowed to use Government tools, materials, and/or labor for this project.
All work is to be performed in strict compliance with the “Scope of Work”.
