Questions to RFQ 36C25623Q1009

1. Shuttle services are to run 7:00am-5:00pm. Can you provide a schedule showing how many shuttles should be running throughout the day and at what times?

One Bus shuttle and two electric cart shuttles operating throughout all service hours. Occasional variations may be requested with advance notice based upon operational needs.

2. Is there an incumbent providing service on this contract currently or is this a new need?

There is an incumbent. However, the current contract expires 09/30/2023; therefore, this is a new requirement.

3. If there's an incumbent, can the government please provide me with the most recent contract award number? The current contract number is 36C25619P0018.

4. Is there a maximum value set for this contract? No.

5. How much time will be allocated from contract award to fully operational for the successful bidder? Approximately 60 days.

6. Will the sub-contractor's past performance be considered as equivalent to that of an offeror? No.

7. Is there is a current contract, if so, what is the dollar value? Who is the contractor?

Current contract number is 36C25619P0018; total dollar value is $962,302.72. The incumbent is Navigator International.

8. Will the valet drivers be allowed to wear shorts in the summer months? Yes, but must be business casual shorts, not athletic, swim, or other attire deemed unprofessional for the services performed.

9. Is the valet staging area the main entrance or the smaller entrance to the left of the main entrance. The primary valet staging area is the main entrance; however, this may change as construction may require.

10. What are the current traffic flow issues causing the congestion prior to entering the queue (circle at the hospital entrance)? No current issues outside of employee rush hours traffic.

11. What is the VA procedure when the valet lots are full? Overflow valet spaces will be identified as necessary.

Questions to RFQ 36C25623Q1009 (Cont’d)

12. Please list the type of vehicles outside of the valet cars that will be using valet entrance circle. There should only be valet cars within the valet circle. However, when Valet moves to the Bldg. 3 Main Entrance, there will likely be an occasional drop off due to unawareness of the move. This move will only be temporary due to the ER remodel.

13. Paragragh 2 Requirements states, “The contractor shall have a staff member who is trained to operate physical disabled vehicles, equipped with physical disabled driving devices when physically disabled drivers are requesting valet parking.” Typically, if the vehicle cannot be driven with foot pedals and a steering wheel with a driver seat, valet does not park the vehicle. There are too many different systems to have someone trained on everyone. We will modify the Statement of Work according but will likely include that workers must be willing to accept specific disabled vehicle operation training when offered by VA staff employees.

14. What are the current problems/issues with the valet parking? Periodic repair and maintenance delays on government supplied vehicles.

15. Where do the golf carts patrol (i.e., parking lots and garage)? Parking lots and 1st level of garage parking.

16. Will the vans be driven on public streets or are they restricted to the VA campus?

The vans are to be driven on the VA campus only.

17. Does VA provide the fuel for the vans? Yes.

18. Will VA be responsible for maintenance on the provided vehicles? Yes.

19. Will the valet parking area be separated from self-parking? Yes.

20. If parking spaces in the valet area are not numbered, may the contractor number the spaces? No, but numbering may be requested from the facility engineering department.

21. Paragraph 1 Scope states, Van drivers requires a “S” (School Bus Endorsement) along with a “P” (Passenger Endorsement)”. In Mississippi this is a CDL license. The requirements for Passenger Endorsement are for any vehicle carrying 15 passengers plus the driver or over 26,000 pounds. This is not a state requirement and makes requitement and retention very difficult.

According to the Mississippi Department of Public Safety, all contract employees who will be operating a 9 to 15 seat passenger bus (including driver) are required to maintain a current Mississippi driver’s license along with a “P” (Passenger Endorsement) license. A “S” (School Bus Endorsement) is not required for this requirement.

22. Are both cart and van drivers considered Wage & Hour class 31290 - Shuttle Bus Driver? Yes, the cart may be up to six passengers; therefore, cart services may be considered the same as Shuttle Bus Driver Occupation Code 31290.

23. Where are the designated valet parking spaces located? Surface lot in front of the parking garage.

24. Will you provide a map indicating the exact location of the valet parking spaces? Area in red square on picture.

25. How many parking spaces are set aside for valet parking only? Approximately 40.

26. If the valet parking spaces move, what other locations could be used? A portion of the parking garage can be blocked off if necessary.

27. What other vehicles use the designated valet lane? Customer vehicles dropping off and picking up patients.

28. Are two shuttle carts to be operated continuously 7am-5pm, Mon-Fri? If not, please provide a schedule. Yes.

29. Under what circumstances is a shuttle bus/van required to operate? At all times during required service hours.

30. Is it required to operate two shuttle buses/vans simultaneously? Two electric shuttle carts and one bus will be operated simultaneously throughout service hours

31. How many days/week and hours/day have the shuttle buses/vans been operated for each of the past 12 months? Please include when one bus/van was in use and when two buses/vans were in use. Five days per week except holidays and 10 hours per day.

32. How many hours per week will one shuttle bus/van need to operate? 50 hours.

33. How many hours per week will two shuttle buses/vans need to operate? Requirement is for a minimum of one Bus/Van and two electric shuttle carts each to operate 50 hours per week.

34. The previous contract required two shuttle buses/vans to operate continuously 10 hours a day, Mon-Fri. Has that continued to be true for the entire contract? No.
