B.2 SCOPE OF WORK
FIRE ALARM TESTING, INSPECTIONS, MAINTENANCE AND REPAIRS
(Gulf Coast Veterans Healthcare System (GCVHCS) Pensacola JACC, Eglin & Panama City CBOCs)
I. DESCRIPTION OF WORK:
a. Contractor shall provide all tools, parts, labor, transportation, and supervision, necessary to provide maintenance, repairs and perform annual testing and inspections (including telephone and on-site service and support for the below fire alarm system(s) as listed below.
b. Contractor shall provide, at a time designated by the COTR and agreed upon by the contractor, an annual Fire Alarm test. The test shall be performed in strict accordance with the latest versions of NFPA 25, 70, and 72. The contractor shall be given at least 30 days’ notice for the annual test. The date for the test shall occur in the fourth fiscal quarter (July, August, September). The contractor shall provide all forms, reports, test equipment, and consumables (approved canned smoke, etc.) necessary to perform a complete, code compliant assessment. Repair labor for any discrepancies noted during the fire alarm test shall be included. The VA will provide parts, necessary support, and oversight for the test. A device listing is provided for each facility.
c. In addition to annual testing services contractor shall provide for service, updates, programming, troubleshooting, in-house training, and repairs to the Simplex Systems (3 in total). Standard non-emergency service response shall typically be same day or within 24 hours. Contractor shall provide 24/7 emergency service including weekends and holidays with a response time of no more than two (2) hours. The VA will provide support as necessary from the Engineering and/or Safety Sections. Contractor shall contact M&O Supervisor, or Supervisory Engineer to coordinate all work on any part of the fire alarm system.
d. All work will be performed at the following locations:

Gulf Coast Veterans Healthcare System (GCVHCS) Eglin Community Based Outpatient Clinic 100 Veterans Way Eglin AFB, Florida 32542
Gulf Coast Veterans Healthcare System (GCVHCS) Panama City Community Based Outpatient Clinic 2600 Veterans Way Panama City Beach, Florida 32408
e. Maintenance and testing shall be performed mostly during normal business hours, 8:00 a.m. through 4:30 p.m., Monday through Friday, excluding federal government holidays.
f. The period of performance for this contract is from October 1 thru September 30.
II. SPECIFICATIONS:
a. Contractor shall provide the Contracting Officers Representative (COR), with an annual schedule for facility testing. The Contractor shall notify the (COR) at least fourteen (14) days in advance of plans to perform inspections and testing. The (COR) must give prior approval for the shutdown of the fire alarm system for any area or building being tested.
b. The test shall be performed in strict accordance with the latest versions of NFPA 25, 70, and 72 and using approved test methods manufacturer's specifications and must be performed as expertly and expeditiously as possible.
c. At no time will the main fire alarm panels be left unattended while the system is offline with the monitoring company. Contractor will provide monitoring of the alarm panel while testing is in progress.
d. Medical Center procedures are to be followed for the reporting of alarms while testing is in progress.
e. No building's system or zone of a system shall be completely shut down for more than one (1) working shift.
f. Device count could be subject to change with ongoing construction projects. The device count will be updated to contractor and Contracting Officer.
III. CONFORMANCE STANDARDS FOR TESTING:
a. Contractor will provide a complete inspection of the campus fire alarm system prior to the expiration of this agreement. This inspection will include all test and verification points with final inspection reports in accordance with NFPA guidelines.
b. Locate Point By Point and Test Each Device (Detectors, Smoke Dampers, Audiovisuals Devices, Speakers and Fire Alarm Pull Stations).
c. All smoke detectors shall be tested using only APPROVED methods and instruments. Verify and confirm HVAC shutdown with testing of duct detectors.
d. Verify off premises transmission equipment.
e. Elevator Recall and Shutdown
f. Printer Operations
g. Voice Alarm Clarity
h. Ground Fault and Trouble Testing (A device on each initiating and signaling zone shall be disconnected to determine proper supervision of wiring. These tests shall NOT be performed at the panel).
i. Fuses checked for proper rating.
j. All testing of devices shall be tested in a manner recognized by the manufacturer and governing authorities.
k. Upon completion of each inspection and/or testing, Contractor shall complete Report of Inspection and Testing, and provide documentation to the COR and M&O Supervisor at the Pensacola JACC.
l. Contractor will provide download / programming support to the VA staff for device adds, moves and changes performed by the VA Electrical Staff. This includes any service, updates, programming, troubleshooting, in-house training, and repairs.
m. Contractor will remove and re-install equipment furnished by the VA as needed, resulting from diagnosis and/or service.
n. Contractor will provide system software upgrades as they become available from the manufacturer.
o. The Contractor shall keep all equipment clean and well ventilated, inspect all system components and note any unusual performances, test-check operation of all equipment as part of the inspection.
p. Contractor shall program and perform minor adjustments as needed at the time of the inspection.
q. All devices and device covers shall be securely fastened upon completion of testing.
IV. MAINTENANCE SUPPORT:
a. As a manufacturer authorized representative of the installed systems (Simplex, Notifier, Silent Night), Contractor will provide maintenance support to the JACC Electrical Department as follows.
i. This agreement includes three hundred twenty (320) technician hours for phone or on-site support. Hours will be used on an as needed basis to provide required necessary support. Hours will be accounted by Contractor and report will be available upon request by the COR.
ii. Where physical device and wire-level diagnosis exceeds resources of the VA Electrical Shop, Contractor will assist per incident as requested drawing from the provided maintenance hours in this agreement.
b. Additional repair work to include materials, parts and labor may be added to this contract in a future contract modification if the agreement is bilateral between the VHA and the contractor. Also, if additional work not included under the definitions laid out in this document are required to satisfy the contractual requirements and performance criteria, the contractor shall provide the nature of the repair and a budgetary cost estimate in the format of a detailed cost line-item quote (including line items for labor, materials, and all other related costs) needed to complete repairs in an inspection summary report. Any additional charges and repair work claimed must be approved by the contracting officer before service commences. Any additional work performed by the contractor without the prior written approval of the CO will be performed by the contractor at no additional cost to the government.
c. Once it has been determined and agreed upon both by the VHA and the contractor that the additional services needed to affect repairs are not included in this contractual performance work statement, monetary funds will need to be requested and approved by means of a PO with a GPC if total repair expenses are less than $2500.00 or through means of a contract modification if total repair expenses are greater than $2500.00. The VATR does not have the authority to approve the work outside of the performance work statement and any work performed by the contractor in good faith outside of the performance work statement. Any work performed by the contractor without the approval of the contracting officer or an approved purchase through a credit card PO will be completed or resolved at the expense of the contractor and not the VHA.
d. The OEM approved contractor shall provide all equipment and materials needed to provide the services in this contract for Fire Alarm System related action items (i.e., tools, PPE, transportation, etc.). Parts may be repaired or replaced, as the contractor deems appropriate, so long as amount listed in CLINs cited in Price Schedule are not exceeded. No used parts will be used to repair this equipment. Contactor shall furnish the VATR with a written estimate of the cost to make necessary repairs. Contractor shall also provide a comparison quote to the VATR for what that item would have cost for commercial pricing so Government has basis for making price fair and reasonableness determination, or as alternative, Contractor shall provide a quote provided to another federal agency for similar item for determination purposes. If cost exceeds cost listed for applicable line item in Section B.2 (Price Schedule), the Contracting Officer shall issue a bilateral contract modification.
e. The contractor has ready access to unique and/or high mortality replacement repair parts. If the contractor supplies or acquires parts supplied parts shall be compatible with existing equipment. The contractor shall use only new or rebuilt parts, approved by the OEM, and shall not install used parts or those removed from another system without written COR approval.
V. LOCATION AND DESCRIPTION OF FIRE ALARM SYSTEMS:
a. GCVHCS Joint Ambulatory Care Clinic Pensacola
i. Duct- smoke detectors (18), heat detectors (6), smoke detectors (155), fire alarm pull stations (21), Speakers (354), Strobes (260), Speaker/strobe combination units (213), alarm control panels (2), auxiliary controls (30), door release devices (40), multiplex transponder (4), Alarm annunciator (1), elevator alternate recall (3), elevator primary recall (3), Range Hood (1), supervisory devices (Telephone dialer (1), Door Magnets (21) and Sprinkler Tamper Switches (28), water flow devices (13), power supply (6), Batteries (13), Monaco transmitters (1) and beam detectors (3 sets). This facility has 2 CPU systems Simplex 4100U is located on the 1st floor in the VA Police Office and Simplex 5120-9416 located on the 2nd floor located in room 2B160).

VI. EXCLUSIONS
a. Damage by others. Contractor in applications where results of diagnosis proves damage caused by others, Contractor reserves the right to invoice other parties for time expended by Contractor.
b. Diagnosis and repair under this agreement excludes issues created in or created by any contract project performed by others and systems not a part of the existing campus system at the time of this signing.
c. The provision of any equipment, components and/or cable needed while performing this agreement is excluded and will be provided by the VA or upon request provided and invoiced by Contractor.
d. Sales Tax when/if applicable.
e. 120 VAC electrical circuits for control equipment.
f. LAN/WAN infrastructures.
g. Equipment and devices interfaced to any of the maintained systems within this contract are excluded from service or responsibility of contractor in any way. These devices and connections may include but not limited to fans, elevators, AHU controls, fire pumps, generators, and fence material. Contractor will service and maintain up to the device that is a part of a maintained system, any connections, wiring or service beyond that device to the interfaced equipment is excluded.
h. Damper control functions, restoration of Air Handling Unit Operation once Fire Alarm relay has been restored.
i. Labor for repairs caused by fire, water, lightning, accident, vandalism, tampering or any other act beyond the control of contractor.
j. Central station monitoring and associated fees (price quotes available) Sprinkler water flow, valve tamper or pressure switches and related installation.
k. Battery replacement.
VII. HOURS OF COVERAGE:
a. Normal business hours of coverage are Monday through Friday from 7:00 am to 4:30pm excluding Federal holidays. All service/repairs will be performed during normal hours of coverage unless requested or approved by the COR.
b. Standard nonemergency service response shall typically be same day or within 24 hours.
c. Emergency service available 24/7 including weekends and holidays with a response time of no more than two (2) hours is included in this maintenance support agreement. Any fire protection systems discovered at the time of inspection or added to the above premises after the date of this agreement shall be inspected by Seller and Customer shall pay an additional price commensurate with the usual charges made by Seller and thereafter such systems will be added to the scope of this Agreement at a mutually agreed upon price.
VIII. DOCUMENTATION/REPORTS:
a. The documentation shall include detailed descriptions of the scheduled and unscheduled maintenance procedures performed, including replaced parts and prices, required to maintain the equipment in accordance with conformance standards. Such documentation on shall meet the guidelines as set forth in the above listed Conformance Standards. In addition, each ESR shall at a minimum document the following data legibly and in complete detail:
Name of Contractor Name of FSE who performed services Contractor Service ESR Number/Log Number Date, Time (starting and ending), Equipment Downtime and Hours on Site for service call.
VAGCVHCS PO#(s) covering the call, if outside normal working hours Description of Problem Reported by COTR/User.

NOTE: ANY ADDITIONAL CHARGES CLAIMED MUST BE APPROVED BY THE COTR IN
ADVANCE BEFORE THE SERVICE IS COMPLETED AND A SEPARATE PURCHASE ORDER ISSUED.
b. Annual inspections shall be performed during the fourth quarter of the fiscal year, coordinated with COR and M&O Supervisor. Inspections will be scheduled at least two weeks in advance.
c. Work performed outside the normal hours of coverage as approved by the COR shall not result in additional charges. Work performed outside normal hours of coverage at the request of the FSE shall be considered service during normal hours of coverage.
IX. COMPETENCIES
a. Prior to commencement of work on this contract, the contract awardee shall provide the VAGCVHCS with a copy of the current calibration certification of all test equipment that is to be used by the contractor on VAGCVHCS' equipment, not later than ten (10) calendar days after contract award.
b. Contractor will provide diagnosis of software and programming related issues on systems in use on the date of signing of this agreement.
c. Each respondent must have an established business, with an office and full-time staff. The staff includes a "fully qualified" FSE and a "fully qualified" FSE who will serve as the backup.
