1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 16, located at 5075 Westheimer Rd., Ste. 750, Houston, TX 77056. Program Office: Michael E. DeBakey VA Medical Center (MEDVAMC) located at 2002 Holcombe Blvd; Houston, Texas 77030; purchase request # .

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Contractor shall furnish CT Perfusion/CTA(LVO)ICH/ASPECTS - to the MEDVAMC Neuro-Interventional Radiology Department, 2002 Holcombe Blvd, Houston, Texas 77030. The CT Perfusion/CTA(LVO)ICH/ASPECTS - is new software used for the timely diagnosis and emergency treatment of patients who are suffering from stroke. This software supports the brand-new acute stroke Neuro-Interventional program in place at the VAMC. Currently, no software for the timely diagnosis and emergency treatment of patients who are suffering from stroke is being used at MEDVACM and the absence of this software adversely affects patient care due to delays in recognition and potential consideration for emergency treatment of stroke. brand name only is being requested to standardize with existing software being utilized at other VAMC; such as Roudebush, Palo Alto, Kansas City, John D. Dingell, James A. Haley and Hunter Holmes McGuire VAMC.Estimated Amount of

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: MEDVAMC is requesting the CT Perfusion/CTA(LVO)ICH/ASPECTS - Software package from iSchemaView, Inc. performs automated image processing to identify acute stroke patients who may benefit from an emergency surgery to re-establish blood flow in the brain.

The main purpose of this software is to determine the amount of brain tissue affected by the stroke, including distinguishing the amount tissue that is potentially salvageable versus unsalvageable. The image processing results are generated within minutes with automated alerts, thereby reducing delays in treatment and improving patient outcomes. Per FAR 8.405-5(b) this brand name item is available on one or more schedule contracts and is an item peculiar to one manufacturer. In addition, this brand name product quirements, and lack the features, do not meet, or current needs.

4. Description of market research conducted and results or statement why it was not conducted:

Contract Specialist market research consisted of a Request for Information (RFI) 36C25622Q0409 published to System for Award Management (SAM) on 2/2/2023 with two responses by;

iSchevamview, Inc. (dba: RapidAI) the OEM who is a Small Business and TrillaMed, LLC. an authorized distributor of OEM-RapidAI who is a SDVOSB. A search of the GSA, FSS / GSA eLibrary / DSBS / FPDS / SAM; Gov-wide database revealed that the item requested is available through the OEM and their one authorized distributor, iSchevamview, Inc. (dba: RapidAI) the OEM who is a Small
