About this file
This scope of work document outlines the requirements for a federal construction contract to connect chiller support equipment to emergency power at the Southeast Louisiana Veterans Healthcare System facility in New Orleans. The project involves installing an electrical substation, two transfer switches, conduit, conductors and related infrastructure to place the existing chilled water system on its own electrical substation and enable transfer to emergency power. Key requirements include modifying an existing steel structure to support the new electrical equipment, installing the substation and transfer switches, running bus duct and wiring, and integrating the new systems into the facility's existing Building Automation and SCADA controls. The work is to be completed over 360 calendar days according to a phasing plan with some work potentially taking place after hours or on weekends. The contract is awarded through the Department of Veterans Affairs.

Project Number: 629-18-119
Project Title: Connect Chiller Support Equipment To Emergency Power
SCOPE OF WORK
1. GENERAL
1.1. The contractor shall provide all supervision, labor, material, tools, and equipment to provide the following: provide and install an electrical substation, two transfer switches, and all related conduit and conductors, communications, and controls to place the existing chilled water system on its own electrical substation.
1.2. This work will be done in phases. Each phase will be completed before starting the next phase.
1.3. Part of the work (approximately 20%) may need to be completed after normal work hours and over weekends.
1.4. Contractor shall possess previous experience working with high voltage (13.2kV) gear.
2. SUMMARY OF GOALS AND OBJECTIVES
2.1. All electrical equipment, conduit, and conductors will be installed in one building, the Central Energy Plant (CEP). The project is to provide and install an electrical substation, 13.2kV/480V, on the roof of the Central Energy Plant, two (2) automatic transfer switches
(ATS) in the Emergency Electrical Room, and all necessary bus duct/conduit/conductors to enable the transfer of emergency power to two distribution panels in the Normal Electric
Room. This will enable the chilled water system to come up on generator power all at once, not piecemeal.
3. EXISTING CONDITIONS
3.1. The roof of the CEP has a steel framed structure in place that was originally designed to support a load bank. This structure will need to be modified and have decking placed on it.
The electrical substation will be installed on this structure.
3.2. The Emergency Electrical Room, 3N126, has space on each end where a total of two (2)
ATS’s will be installed.
4. SCOPE OF DEMOLITION
4.1. The existing steel framed structure on the roof will need portions of beams removed to allow for clearance.
4.2. Two sets of conduit and conductors will be removed from USS07 feeders and rerouted to distribution panels in the Normal Electric Room, 3N124A.
5. SCOPE OF NEW CONSTRUCTION
5.1. The new work is primarily that of providing and installing electrical equipment, conduit/bus duct, conductors, and programming/tie in of the new equipment to the Building Automation System (BAS).
5.1.1. The existing steel framed structure on the roof will need beams added for support. A platform will be constructed consisting of metal decking and two sets of stairs.
5.1.1.1. Due to oxidation/corrosion, all nuts and bolts will be replaced with hot dipped galvanized (ASTM F2329).
5.1.1.2. The new electrical substation will sit on this platform.
5.1.1.3. A crane will need to be set in place between the CEP and the adjacent parking garage to lift the steel beams and the substation equipment.
5.1.2. Two (2) four-inch concrete pads with chamfered edges will be poured in the
Emergency Electric Room, 3N126. An ATS will be installed on each pad.
5.1.3. Bus duct will be run from the new substation located on the roof to the ATS’s.
5.1.4. Bus duct will be run from the distribution panels to the ATS’s.
5.1.5. Conduit and 15 kV conductors will be run from the substation on the roof to the
Emergency Electrical Switch Gear Room on the 2nd floor.
5.1.6. Supervisory Control and Data Acquisition/Building Information Modeling (SCADA/BIM) conduit and wiring will be run from and to the following:
5.1.6.1. Substation on the roof to a new control cabinet in the Generator Control Room, 2N126.
5.1.6.2. ATS’s to the new control cabinet in 2N126.
5.1.7. The contractor will work with the existing SCADA and BIM vendors to completely integrate the new equipment.
5.1.7.1. SCADA vendor – Bluepillar
