Questions and Answers for Solicitation # 36C25622R0046 Question #1:
It appears that the contract dates and Period of Performance (POP) dates in the solicitation did not get updated as the contract references a starting date of October 1, 2021, and ending September 30, 2026, in multiple places in the contract. As we are six months past the stated start date, I believe the start date should be October 1, 2022. As this is a base plus four-year contract, I believe the end date should be September 30, 2027. Thus, I believe the following amendments to the solicitation are needed.
On page 78 of the solicitation, it states that orders may be issued from October 1, 2021, through September 30, 2026. Page 129 states that orders may be issued from October 1, 2021, through September 30, 2026. Page 131 states contractor shall not be required to make delivers after September 30, 2026. Although these pages have less impact on my ability to correctly bid, they should probably be amended for clarity.
However, the Price Schedule pages must be amended to reflect the correct contract dates because they currently request bids for delivery of items in the past and do not include delivery dates for 2025-2026. Items 0001 - 0010 on Page 58 - 60 have POP Begin Dates of 10-01-2021 and POP End Dates of 9-30-2022. The items for each of the next sequences are for each successive year (Items 1001 - 1010 are for 2022-2023; Items 2001 - 2010 are for 2023-2024; Items 3001 - 3010 are for 2024-2025; and Items 4001 - 4010 are for 2025-2026).
Although I presume that in my bid, I should adjust the POP Begin and End dates so that the first year is 10-01-2022 - 09-30-2023, I believe the solicitation needs to be corrected for the bids to be legal. Therefore, please confirm that I am correct regarding the dates of the contract and the dates for use in the Price/Cost Schedule. Also advise if you intend to issue an amendment to correct these dates so that I can reference that amendment in my bid documents.
Answer#1:
I will address the issues and make the necessary adjustments.
Thanks a lot.
Question #2:
Do you want the proposal mailed or emailed, as I wasn’t sure when reading the instructions?
Answer #2: Emailed Question#3:
On page 39 section F. the contract is saying that upon award an ATP is required for delivery, setup, fitting, and education of high complex mobility, but on the clin for rate of Complex Power Chairs is state’s only (manufacture trained) by a certified technician? We are a little confused, as in the past we were told that an ATP is clinical person and would turn a contract from a service contract to a clinical, so we are just wanting some clarification if possible?
Answer#3 The paragraph states: “Additionally, Contractor shall have an individual certified technician by the Rehab Engineer and Assistive Technology Society of North America (RESNA) professional certification or the capability for certification if awarded this contract. This certification is required to ensure compliance for set-up, delivery, Veteran fitting, and education of highly technical custom manual and power mobility devices (subcontractor) and shall be submitted with the solicitation package.”
The CLIN states for Complex Power Chairs, all visits must be performed by a Certified Technician, which is the RESNA certification. Also, the technician must be trained by the manufacturer on delivery and set-up of the Complex Power Chairs. This ensures the technician has the knowledge to set-up the Complex Power Chair and ensure the Veteran has proper knowledge on how to use the Complex Power Chair.
