A.1 Amendment to Provide Responses to Questions, Update SOW and Pricing Schedule A.1 Question and Answers

i. Question #1: Lead Time As mentioned on Page 6, (The repair work will include the removal and replacement of several components of existing equipment). Some of these components currently have lead times that are beyond the period of performance of 120 days. Due to the current nature of global supply chain issues, we are experiencing- How flexible is the VA regarding the period of performance due to these issues?

i. Answer #1: Contractor shall communicate with COR if delays occur.

ii. Question #2: Scope If we find additional repairs outside the listed scope of action and those repairs are needed to bring the chiller to an operational condition- What is the course of action for these repairs not specifically stated in the scope of work and how shall they be billed?

If the chillers are brought back online but additional equipment not associated with the chiller, (examples: pumps, cooling tower) are found to need additional repairs or replacement- What is the course of action if these types of items are found and inhibit the chiller from being operational in defiance of the listed scope of performance? As stated in 2-10-3, page 11.

ii. Answer #2: A not to Exceed CLIN is added for unforeseen, the contractor shall submit a separate quote to the COR prior to repairs and approval by the Contracting Officer.

iii. Question #3: Veteran-Owned Business A VOB must participate within this contract to be considered?

iii. Answer #3: This requirement is unrestricted

A.2 PERFORMANCE WORK STATEMENT (PWS)

Performance Work Statement (PWS) Repairs for York Chillers 6, 8 and 9 in Building 104a and Building 109 Chillers 1 and 2

1.0 General

1.1 Introduction: The mission of the VHA is to honor America’s Veterans by providing exceptional health care that improves their health and well-being. The mission of Facilities Management Service Line (FMSL) is to provide and maintain uninterrupted services to the Michael E. DeBakey VA Medical Center’s (MEDVAMC) buildings and infrastructure that support the physical plant to ensure optimal, quality healthcare to our Veteran patients. The objective of this acquisition is to repair four (4) non-functional York YK chillers and bring them back to fully operational status.

1.2 Objective: The campus chiller system shall maintain a sufficient output capacity to provide space cooling and dehumidification for the main hospital and support buildings under a wide variety of weather conditions. Two (2) 1250 ton and two (2) 450 ton York YK chillers (four total) are not functioning at this time and need to be repaired before high heat and humidity conditions occur this summer.

1.3 Scope of Work: Four York chillers are not functioning at this time and need to be repaired and brought back to fully operational status. Two 1250 ton York YK-E chillers are located in Building 104a and two 450 ton York YK-F chillers are located in Building 109. The chillers operate independently and all four chillers are controlled through a BAS. The repair work will include removal and replacement of several components of the existing equipment. These components include but not limited to: seals, gaskets, refrigerant, oil, filters, resistors, electronics boards, electronics components, valves, O-rings, and a control arm. All replacement parts will be new. New refrigerant charges, new oil changes, all necessary calibrations, adjustments, and testing are also included. All new components must be compatible with the OEM equipment. The work will need to be done in phases to allow continued operation of sufficient equipment to provide medical center cooling requirements. All phasing and repairs will be coordinated with VA Operations staff and the COR. Consult with VA personnel for exact items and locations.

1.4 Background: These four chillers are part of a system of 12 chillers that provide cold water for Buildings 100, 109, and 110. They need to be repaired to fully operational status to increase the campus chiller system cooling capacity to an adequate level for the high loads typical of summer weather conditions.

1.5 Type of Contract Contemplated: The Government anticipates award of firm fixed price contract.

1.6 Period of Performance: All work shall be completed within 120 days from the effective date of award. Contractor shall plan as necessary to ensure all parts and equipment are readily available to maintain this schedule and meet phasing/repair requirements.
