Questions and Answers
1. Solution specs requires screening for weapons remotely. This requirement is not typically seen in weapons detection due to latency in alerting security to an active threat. Has this technology been used in other federal facilities, or will your facility be the first to test this?
The technology exists and has been observed in several facilities, unknown if they were federal facilities.
2. . SOW requires "ability to screen up to 7,200 people/hr". The solution we offer has fielded over 1000 systems at hospitals, stadiums, and theme parks and is proven and reliable, but does not meet this specification. Will alternate solutions with different specs be considered?
Not at this time, 7200 would be a starting point.
3. Specs state "system sensitivity should have the ability to detect mass casualty weapon threats, IEDs, and other weapons as small as pocketknife". Does the product on which these specifications were based conform to approved standards such as the National Institute of Law Enforcement and Criminal Justice Standard 0601.02?
Yes, it meets and exceeds, not looking for a magnetometer system.
4. What is the acceptable "false alarm rate" for the system? What is the standard required for tracking "false alarms and nuisance alarms"? Is the a requirement to have the ability to adjust the sensitivity level of the system to adjust the false/nuisance alarm rate?
System will need to have 24/7 off site monitoring and monitoring operators will track false alerts. System should be able to learn and adjust to compensate and eliminate a number of false alerts.
5. Can you provide the specifics for the requested "small commercial IP camera" - weatherproof, resolution requirements, etc.
Specifications would be of a standard market IP camera.
6. "System should have cloud-based technology via Microsoft Azure requiring no client server software installation or access to client networks". Does the system require Microsoft Azure Government Cloud services or Commercial?

7. Is there a requirement to have alternate forms of communication from the remote monitoring location to the VA in the event that cloud service is interrupted?
Remote monitoring would have link via telephone and monitoring station in a dispatch area on site.
8. The SOW states the system will provide "early warning...on a real time basis". Real time is immediate, yet the SOW states remote monitoring through a cloud service which requires 2 round trips or 4 individual connections through the internet prior to the SOC being alerted. Please advise if you are seeking real-time or near-real time.
Real time, system should alert prior to an individual reaching an entrance to the building.
9. SOW states requirement for "high performance with minimal false alarms". Please define minimal alarms.
