1. OBJECTIVE

Architecture and engineering support services needed to support Engineering, operations, renovations, and new construction requirements to include, design services, procurement services, construction services, claims service, administration services, and technical specialty services.

2.0. SCOPE

The Contractor will assign a Senior Engineer who will coordinate all services to be performed for the facility.

Q1: The phrasing, in para 1.0. and 2.0. appear to conflict some. 1.0. indicates support services and 2.0. is indicative of a consultative Professional of Record (POR); licensed architect/engineer. One would be wage grade with regular hours and the other would-be specialty services on an as needed basis with higher rates. Could we get clarification?

A1. Services to be rendered by a professional engineer with consultation and reporting being provided by the engineer.

3.0 TASK AREAS

Q2: Over 80% of the work listed in the two task areas, with exception of some areas such as “As-Built Drawings”, is consistent with a Construction Project Manager. Could the “Senior Engineer” be a Construction Project Manager and outsource the POR work?

A2. No. The objective and need is not for a single construction project manager but for a senior level engineer with knowledge and understanding of multiple areas.

4.0. KEY PERSONNEL

Q3: Sometimes it reads like support services as needed and other times like a full-time employee, which is the case?

A3. Full time Q4: If so, would this be a 40hr week at the VA?

A4. Some flexibility but a majority of time would be required to be at facility Q5: What would those hours be and where would they work?

A5. 8AM- 4:30PM

Q6: Firm-Fixed Price require timesheets to support?

A6. Yes.

Q7: DBA and Related Acts apply?

A7. This acquisition is being considered a Service Contract, so the Davis Bacon Act and related acts do not apply. The McNamara-O’Hara Service Contract Act (SCA) is applicable.

5.0. POSTION QUALIFICATIONS

Q8: Qualifications are that of a Professional of Record, whose hourly rate would be much higher, but the wage grade sheet addresses CAD operators and engineer techs in this field. Would this level of qualification suffice?

A8. No. Professional of Record Q9: If we must have a licensed POR, could I get clarification if an architect is acceptable vice an engineer?

A9. No. An Engineer is required.
