No. Question Answer 1 Section 2.7. reads “This service will be of two types: the first is “scheduled trips” and second is “as-needed trips” as described below.”

Question: How many “as needed” trips are estimated annually and to which locations?

Unscheduled trips are those identified in Sections 4.7 thru 4.8.

2 3.8 Supply Delivery Only from Central Arkansas Veterans Healthcare System VA Medical Center (CAVHS) 4300 W.

7th St. Little Rock, AR 72205 to Mountain Home CBOC 405 Buttercup Dr. Mountain Home, AR 72653, on a scheduled basis.

Question: Please confirm that there will be no specimen pickup at Mt Home CBOC and that the supply delivery will only occur 6 times per month.

Correct. Trips to the Mountain Home CBOC will be for delivery/pick-up of expendable supply/equipment items only, in accordance with 4.7 thru 4.9.

3 4.5. At the time the specimens are delivered to CAVHS laboratory, any outgoing supplies or mail in the lab holding area that needs to be delivered to a CBOC will be picked up and delivered to the respective CBOC the next day. This will be Monday- Friday only. There will not be a pickup on Friday afternoon for Monday delivery. However, section 3.10 states;

“Items may not be retained overnight.”

Question: Since these two sections are a contradiction, which section is correct?

Section 3.10 has been changed to read “…over the weekend…”.

4 Section 4.8. indicates that the delivery of Expendable supplies be between 1000-1400 M-F however, section 3.9 reads: The expendable medical supplies shall be delivered during the normal operating hours. The courier may coordinate with the service and/or CBOC to streamline efficiency.

Question: Can the expendable supplies be delivered to certain CBOCs at 1500 to save an additional trip?

Supplies may be delivered as part of the regularly scheduled delivery/pick-up times. Pick-up and delivery times have been clarified in the Statement of Work, Revision 1.

5 Is dry ice required for any routes?

No

6 Can supplies be run with medical routes?

Yes

7 Are supplies run on regular scheduled days?

8 Do all routes originate and end at Little Rock CAVHS?

That is up to the contractor. However, all pick-up and delivery times must be met.

9a Who is the current contractor?

Crosstown Courier Service, Inc.

9b Can we get a copy of their bid?

Yes. But, you will have to submit a Freedom of Information Act (FOIA) request to the FOIA monitor of the Little Rock facility to allow for redaction of any proprietary information from the bid.

9c Are they SDVOB?

Yes

10 What was the cost for the final year contract?

$179,510.52 not including the four (4) month extension.

11 What is the current contract price?

$963,879.52 for the base and all options, including a four (4) month extension.

12 What was the cost of the final full option year of the previous contract?

See answer to question 10.

13 How many drivers/vehicles are currently used to service the current contract?

That information is not tracked/recorded by the Government.

14 What is the vehicle size currently servicing this location?

That information is not tracked/recorded by the Government.

15a Regarding page 47, paragraph 4.9.:

How many as-needed trips per CBOC per month will be anticipated?

As stated in paragraph 4.7

15b Will these trips be separate from the M-F scheduled trips?

15c If the requests may be made up to 18:00, does this mean that as-needed trips are to be picked up and delivered next-day, since 18:00 is after operating hours?

These are NOT separate trips. This is relating to expendable supplies and/or equipment the CBOCs may require be transported to the Little Rock facility as part of the regularly scheduled pick-up/delivery schedule, and the time and conditions by which they must be returned. This has been changed to 19:00 to match the schedule at 4.1.

15d If so, on what schedule/turnaround timeframe?

This is part of the normal pick-up/delivery schedule. This is NOT an extra trip.

16 Regarding specific employees’ information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss.

However, we will be forwarding our standard Training Certificates- Procedures for your reference, is this information acceptable?

It is acceptable but not required. This type of information will in no way be utilized in making an award decision.

Any other documentation submitted will be maintained in the contract file but will not be reviewed. Please ensure no personally identifiable information (PII) is submitted.

17 Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?

It is acceptable. However, it will not be reviewed. Because it will not be reviewed, there are no guarantees proprietary data, or personally identifiable information (PII) will be redacted if released under a Freedom of Information Act (FOIA) request.

Only those documents requested/required will be reviewed for redaction prior to release.
