No. Question Answer 1 Is there an incumbent? If Yes
• What is the name of the vendor?
• What is the final year contract amount?
• Has there been any changes to solicitation requirement compared to existing contract?
Yes. A copy of the existing contract is available by request (basic contract and 15 modifications).
The combination of these documents should answer these specific questions.
2 Trip number 9 under SOW Section 4.7.9., The instruction states that this task is from VHSO to Little Rock VAMC and return between the time period from 5PM - 8:30PM. The distance is approximately 200 miles one way. Could you clarify trip number 9's requirement and workable timeframe.
Contractor is to pick up from Fayetteville no later than 5:00pm and deliver to Little Rock no later than 8:30pm. This allows 3 ½ hours to travel from Fayetteville to Little Rock (193 miles).
There is no specific return time specified.
3 How many drivers are currently working under the current contract?
The Government does not record the number of drivers being used.
4 Could you confirm that this is only 1 year contract without additional option years.
That is NOT correct. This is for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 60-month ordering period.
5 Are the trips 1-9 a fixed schedule on a weekly basis? If Not
• What is the probability of working on Trip 1 thru 9 (100%) on a daily basis?
• Are you able to provide record of average volume of service on an annual basis from prior year?
No, all trips are Monday-Friday unless otherwise specified in Section 4.7.
• Trips are per Section 4.7
• No, this information is not recorded by the Government.
6 Could you confirm that this solicitation is an IDIQ contract?
Yes, this solicitation is for an IDIQ contract.
7 Are the contract requirements based on "On Call" system?
“On Call” is not a term used anywhere in this solicitation.
No. Question Answer 8 Reference the SOW, Section 4.7.6.
How are we to leave Springfield no earlier than 2:30 and make it to VHSO no later than 4:30 when this is at least a 2 hour and 15-minute drive in the best of conditions? This is not considering any delays for traffic and/or weather conditions.
There is flexibility in the return time from Springfield. Labs and Pharmacy operate 24/7. Per 4.7.6.3. if arriving after hours, mail may be taken to the Administrative Officer on Duty (AOD) in the Emergency Room.
9 Per Section 7.3 of the SOW, how is a contractor supposed to control humidity in a vehicle?
Properly operating vehicle air conditioning and heating systems should maintain acceptable humidity levels. For any special requirements, appropriate equipment will be provided by the Government.
10 Per SOW Section 10.1.2, if an unvaccinated person tests negative before the route on Monday, are they good for 3 days of entering the V.A.
and will need to retest to finish the week?
As stated in section 10 of the SOW, an unvaccinated person shall show negative COVID-19 test results dated within three calendar days prior to desired entry date.
This is regardless of prior entry dates and/or prior test dates.
11 What was the cost of the final full option year of the previous contract?
$275,879.05
12 How many drivers/vehicles are currently used to service the current contract?
number of drivers or vehicles used.
13 What is the vehicle size currently servicing this location?
size of vehicle being used.
14 Will on-call STAT services be needed for this contract, and if so to which locations and at what annual trip frequency for each location?
The terms “on-call” and “STAT” are used nowhere in this contract.
No. Question Answer 15 Will there be option years or just a
Period of Performance of 1/15/2022 through 1/14/2027?
This is for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 60-month ordering period. Orders may be placed for up to 12-month periods of performance at any time during the 60-month ordering period.
16 How often is Dry Ice required? Will we be given advance notice when dry ice is required?
Daily
17 Regarding specific employees’ information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss.
However, we will be forwarding our standard Training Certificates- Procedures for your reference, is this information acceptable?
Each quote must include those documents specifically identified on the page entitled “SPECIAL INSTRUCTIONS” as well as documentation necessary to evaluate quotes in accordance with section E.6 (FAR clause 52.212-2).
Performance is to begin no later than 2/1/2022 and will not be delayed to allow time for the sourcing of personnel and/or equipment.
18 Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?
Please see the answer to question 17.
19 Since driver's will be identified upon an award, are examples of the training provided acceptable with the proposal?
Please see the answer to question 17.
No. Question Answer 20 Section 2.6 reads: The contractor shall identify patient names on samples and match to paperwork provided.
Question: Would we be required to verify the name for each specimen to a manifest at pickup location?
This requirement has been removed per revision 1 of the SOW. The contractor should not have access to any patient information.
21 Section 2.2 indicates that the driver will be transporting Dirty RME. However, there is no mention of delivery to SPS or special transportation/handling requirements for soiled instruments that are required at other VA facilities.
Please provide additional information concerning transportation of clean and soiled RME.
Although this is part of the drivers’ general training requirements, there is no requirement for transport of RME.
