This amendment addresses the following questions.
1. Are guards expected to work on the holidays for all or some locations?
Reference the Statement of Work, Section 6 for guard schedules.
2. The solicitation references that guards are not permitted to leave VA grounds for lunch.
Are lunch breaks billable?
Yes, per Section 5.5 of the revised SOW all guards must take their meal breaks and do so away from the official duty post. They may use official break rooms, designated outside break areas, or their personally owned vehicle (POV).
3. Is a supervisor needed for all locations or just on call (off-site)?
Per Section 9.2 of the SOW, the supervisor may be off-site if on-site personnel have appropriate means to maintain contact with them.
4. In reference to the following: “Exception: One NLR Day Shift Guard, posted at a back gate. This post an 8-hour shift, with weekends and holidays off.” Is this an additional guard to this location making it 2 guards?
Per the schedule in Section 6 of the SOW, this clarifies the NLR location requires 3 guards per 0600-1400 shift Monday-Friday and 2 on weekends and holidays.
5. When is the anticipated date of award?
Anticipated by the end of November
6. When is the anticipated start date?
Anticipated, 3JAN22
7. Who is the incumbent for the current contract, if any?
As a whole, this is a new requirement.
8. Does the VA execute their own background checks or does the vendor background check suffice?
Per Section 3.3 of the SOW, the contractor is responsible for all background checks.
9. Section B.1 of the RFQ, specifically CLIN 0008, states one unarmed security guards for the North Little Rock campus or at the John L. McClellan Medical Center in Little Rock in accordance with the Statement of Work. However, the SOW, Section 6 “Duty Schedules”, page 5-6, provides that there are multiple guards at each of these locations.
Further the quantity of officers, particularly during the day shift and swing shifts are different between the two sites. Can the VA please provide separate CLINS for these two sites so we can provide pricing for each that is based upon the specific quantity of guards required at each site?
Section B.1 has been revised to require a monthly unit price for all guards at each location and to separate line item 0008 into two line items (one for LR and one for NLR).
10. What is the period of performance for this effort? If the period of performance includes option years, how does VA prefer vendors provide pricing beyond the initial 12-month period?
This solicitation is for an indefinite-delivery, indefinite-quantity contract, with a 60 month ordering period. Orders may be issued with line items for a period of anywhere from one to twelve months of performance at a time. There are no options and there are no “years”. Per FAR clause 52.222-43 price adjustments may be requested when warranted by new wage determinations, in accordance with this clause. Also, if a contractor so chooses, they may include separate line items for separate ordering periods (I.e., items 0001-0008 for the ordering period of 1/3/2022-1/2/2023 and items 1001-1008 for the ordering period of 1/3/23-1/2/24, Etc.). Each order will be priced based on the price (items) in effect on the date the order is placed unless each item specifically identifies a period of performance specific to that item.
11. Can the VA confirm if vendors are to pay unarmed officers in accordance with the Guard I rate as listed on the wage determinations?
The VA does not dictate the rate of pay or labor classification other than to require all employees working under this contract must receive, as a minimum, those wages and fringe benefits identified in the applicable Department of Labor wage determination(s) attached to the solicitation/contract, for the position held. If the contractor has questions regarding properly classifying employees, they may contact the Department of Labor directly.
12. It is noted in the Evaluation Criteria, Section E.3, that Past Performance will be considered for responsibility purposes. Can the VA please advise if vendors should submit any past performance information with their offer? If yes, what information should be provided? If no, how does VA intend to evaluate past performance?
No past performance information is required to be submitted. The Government will utilize information available in the Contractor Performance Assessment Reporting System (CPARS) located at https://cpars.cpars.gov/, information available in SAM at https://sam.gov/ and/or information available in FPDS-NG at https://www.fpds.gov.
13. The State of Arkansas offers temporary reciprocity for security company licensing. Can vendors satisfy the licensing submission criteria by demonstrating they would be eligible to operate within the State of Arkansas utilizing this reciprocity?
All documentation to prove valid licenses are in place must be included with quote submission.
14. Will the VA consider a 7-day extension to the due date of this RFQ to allow vendors sufficient time to prepare an offer once the updated information requested by vendors is provided by VA?
The quote due date/time is extended per this amendment.
15. Is there only one price schedule because this is an IDIQ?
Yes
16. Should we anticipate wages that may increase in the next five years?
See the answer to question 10.
17. If it is the government's intention to charge a monthly price for each location/item number under the IDIQ contract type, can the government please provide the number of hours monthly or annually, per location/item number, in the section B.1 Price/Cost Schedule, that they would like pricing to be provided for?
Per Section B.1, Revision 1, the Government will pay a monthly rate, inclusive of all guards and shifts per specific location.
18. Under Submission Requirements, Item 4, Special Instructions it says all quotes must include items a.-j. Since item h. is the Price Schedule Section B.1, can you clarify if the Technical and Pricing can all be submitted under one (1) volume or should Pricing and Technical be submitted in separate volumes?
36C25622Q0057 0001 https://cpars.cpars.gov/ https://sam.gov/ https://www.fpds.gov/
One Volume is acceptable. However, Section B.1, Revision 1, must be completed and returned with each quote.
19. B.1 PRICE/COST SCHEDULE: Could the Government please confirm the “UNIT” identified in the “ITEM INFORMATION” table that is shown as “MO” represents one calendar month?
MO is one month (Example: from 2/15/22 through 3/14/22).
20. B.1 PRICE/COST SCHEDULE: We are assuming “MO” indicates a monthly unit price.
Months throughout the calendar year vary in number of days, number of holidays, and number of weekend days. Should we assume the monthly unit price submitted shall be the average monthly price over an entire twelve (12) month calendar year?
The unit price reflected will be the price for one month of service at that location based on the requirements outlined in the SOW. There will be NO monthly price variation for numbers of days in a month, number of workdays, number of holidays, or number of weekends. If a CBOC facility is closed on a regularly scheduled day to be open, there will be a reduction in price for that month of 1/30th of the regular monthly price for that location.
21. E.3 52.212-2: Identifies “Certification” as an evaluation factor “All quotes must include copies of state certifications.” – Could the Government please provide more specifics on which certifications are required and if they are required to be submitted with the proposal or after award?
A valid Arkansas State Security Company Class A,B,C or G License is required with proposal.
22. E.3 52.212-2: Identifies Past Performance as an evaluation criteria. How does the Government want past performance to be demonstrated? Does the Government want project descriptions or some other means of past performance demonstration?
Refer to the answer to question 12 above.
23. STATEMENT OF WORK 1.1: Identifies a need to provide 10 (ten) uniformed and unarmed level I security guards at Fort Roots Campus. This scope item appears to be in conflict with the B.1 PRICE/COST SCHEDULE – ITEM NUMBER 0008 which calls out “One Unarmed Security Guard…” Could the Government please provide a clarification.
Section B.1 has been revised to require a monthly unit price for all guards at each location and to separate line item 0008 into two line items (one for LR and one for NLR).
24. STATEMENT OF WORK 5.1: States the “Contractor shall furnish all transportation, management…” Could the Government please clarify what security activities will require “transportation” and what is an acceptable form of transportation (i.e., vehicle, golf cart, Segway, etc.)?
“Transportation” refers to any transportation required in performance of the contract.
The SOW requires no transportation. Any other transportation required by the contractor is the responsibility of the contractor.
25. STATEMENT OF WORK 5.10.4: States “Complete a daily log of all checks and events that occur during their shift.” Could the Government please provide clarification as to the form for the logs to be completed? For example, will these be handwritten forms, or will they be entered into a computer? If the latter, will the Contractor be responsible for providing the computer and in what format (i.e., Word, Excel, PDF, etc.) will the daily logs be provided?
Logs may be handwritten or computer generated for each site. If handwritten, all entries must be legible. The government will not provide any IT related equipment (I.e., Computers, printers, Etc.) nor will the government provide any type of network or internet connectivity.
26. STATEMENT OF WORK 5.10.7: States “Guards must complete an incident report….”
Could the Government please provide clarification as to the form in which the incident report will be completed? For example, will these be handwritten reports or will they be entered into a computer? If the latter, will the Contractor be responsible for providing the computer and in what format (i.e., Word, Excel, PDF, etc.) will the incident reports be provided?
Handwritten or computer generated (see response to question 26 regarding IT equipment and connectivity). Format will be provided during training.
27. Is there a union with this contract? If so, can the government provide the CBA?
No current union, no current CBA.
28. What length of time will be provided for transition (or contract start-up)?
Must be able to start on site services on 3JAN22.
29. Special Instructions #4 Submission Requirements: Is a technical proposal volume required with submission? If so, can the government provide specifications (i.e., page limit, exclusions from page limit, formatting restrictions, required contents, etc.)?
Limit Technical documents to 15 pages with License valid and legible on the email submission. No technical volume is required with the proposal.
30. Special Instructions #4 Submission Requirements & SOW 2.2: RFP Section E.3 Evaluation lists Past Performance as a third evaluation factor. However, past performance is not listed in the special instructions as a submittal requirement.
a. Should past performance be submitted with the response?
b. If so, how many past performances can be included?
c. If so, what specific information does the government want provided for each reference?
Refer to the answer to question 12.
31. Special Instructions #4 Submission Requirements: RFP Section E.3 Evaluation lists Certification as a second evaluation factor and states that "all quotes must include copies of state certifications." However, state certifications is not listed in the special instructions as a submittal requirement. What state certifications need to be submitted?
Please refer to the answer to question 22.
32. SOW 1.3: Can the government provide a complete Period of Performance for the contract (i.e., base, option years, ending dates)?
Please refer to the answer to question 10.
33. SOW 4.2.5: "Be tested as … COVID-19-free…" Will documentation of a COVID vaccination be acceptable to meet this requirement? Or, will guards have to take a COVID test regardless of vaccination?
All personnel must be in compliance with Section 14 of the SOW to perform work under this contract.
34. SOW 4.2.7: Other than an initial and for-cause drug screening, should a drug test be conducted any other time (i.e., random, annually)?
Contractor may require more testing as they wish.
35. SOW 5.4.3, 5.5, 6.1: Since guards are required to take breaks off post, will the contractor have to provide a relief for the 30 minute break? Or, would a VA employee/police be available to provide relief, especially at the CBOCs where guards are working alone?
During the day shift there are two guards, therefore they will not take breaks at the same time and will relieve each other. VA Police will cover when they take their breaks when it’s just 1 guard. At the CBOCs, the guard will advise the Nurse Manager when they take breaks.
36. SOW 5.10.1 and 5.10.2: Since the guard will be patrolling the patient waiting areas, exterior of the clinic, parking lot, and treatment areas hourly, will it be permissible for the guard to leave their post unattended during this time?
Procedures to leave post for patrol will be covered during training. Locations with multiple guards need to alternate guards to not be on patrol at the same time. CBOCS will have a patrol procedure to allow one posted guard to comply with all necessary requirements.
37. SOW 7.0: Juneteenth was not included in the list of holidays. Will the CAVHS be honoring this holiday?
Refer to Statement of Work Section 7.
