AMENDMENT NO. A00001
1. The below questions were submitted to the Contracting Officer regarding this combined synopsis/solicitation notice and the answers are being provided for your information and use.
Q1: Under Selection Criteria, (2) Specialized Experience and Technical Competence (page
2) it states that the minimum of 5 projects is to include “technical capabilities in … laboratory requirements.” Can you help us to understand what laboratory requirements are anticipated for surveys and drawing updates of the facility?
A1: While this is NOT a specialized experience requirement for this solicitation, one of the buildings on the VA medical campus to be surveyed and documented is a Research Building composed of several labs, so prior experience with laboratory buildings will be useful. Also, as stated in the combines synopsis, prior specialized experience and technical competence in the type of work required (field verification and updating of architectural drawings, plumbing drawings, and mechanical duct system drawings) is the major capability required for this project. All other listed specialized experiences are noted as “where appropriate.”
Q2: Under Submittal Requirement, (c) Interested firms shall address … (page 3) it states, “Interested firms shall limit the Narrative Information to support all six (6) Evaluation Factors to ten (10) pages total (beyond the SF330s).” This is a bit confusing because Section H is part of the entire SF330 package. My guess is that the intent was that Section H is limited to 10 pages for addressing all 6 of the evaluation factors, but it would help to have your confirmation of it.
A2: The intent is to limit the number of additional pages to 10.
Q3: I am writing in reference to the SAM.gov notice C219—629-21-1-6004-0002 – CFM Deficiency – Facility Site Survey and Drawing Update AE Project 629-20-104 and to request a clarification.
The Council on Federal Procurement of Architectural and Engineering Services (COFPAES), www.cofpaes.org, is a national coalition of the major design, surveying, and mapping professional societies and trade associations. On behalf of COFPAES member organizations, we wish to bring to your attention that we have received inquiries from prospective offerors on this solicitation.
We commend the Department of Veterans Affairs for its utilization of the "Brooks Act" (40 USC 1101 et. seq. and FAR 36.6) procedures for this acquisition. However, a specific provision in the Synopsis/Solicitation has raised a question on which we believe clarification is desirable.
In the section on "Overview and Objectives: This Statement of Work (SOW) seeks Architectural-Engineering services for verifying and updating existing architectural, plumbing, and mechanical duct system facility drawings" there is the following: "(f) Pricing/Cost for all Services. Project Requirements: A/E shall provide all labor and resources required to achieve the following: Field Verify and Update Architectural Drawings, Plumbing Drawings, and Duct System Drawings".
This requirement will be part of the services and deliverables by the firm selected and with which a contract is negotiated and executed. The confusion is that some firms may interpret this as a requirement that "pricing/cost" data is required in proposals and SF 330 submittals.
In order to clarify the submittal requirements of firms wishing to be considered for the award of contract, and to assure that the integrity of the qualifications based selection (QBS) process is not compromised by premature submittal of pricing/cost data, we respectfully urge that a clarification be issued that pricing/cost data is NOT to be submitted at this stage of the acquisition.
A3: The submission of detailed pricing/cost data is not required at this stage of the solicitation. As such, the below two references are being removed from the Statement of Work as noted below:
Refer to Page 5, Section 1.5 Project Information, Remove: (f) Pricing/Cost for all Services.
1.5 Proposal Requirements: A/E proposal shall highlight prior work experience providing similar solutions to the VA and A/E’s ability to carry out field verification and documenting/drawing of architectural layouts, plumbing component diagrams, mechanical duct systems, and issuing same as updated record drawings using AutoCAD.
A/E’s proposal shall include the “Approach and Methods” the project team will employ to complete the site survey and record drawings in the proposal to the VA. The Proposer's anticipated approach to the project shall include: (a) A summary of the methodology to be used for the work as specified in this SOW; (b) A discussion of the methods of management and coordination that will be used to accomplish the work schedule for all tasks delineated;
(c) A depiction of the schedule for the work identifying all phasing requirements and the points of integrating other ongoing utility service coordination projects into the final record drawings submission; (d) An estimated level of effort by each discipline, firm and personnel for each task represented in hours to be spent on each task; (e) Plan for Communication and (f) Pricing/Cost for all Services (Remove).
Refer to page 8, Section 4 GENERAL REQUIREMENTS, 4.1 Remove “associated cost by task” from the A/E’s sub-task structure requirements.
4 GENERAL REQUIREMENTS
4.1 For every task, the A/E shall identify in writing all necessary subtasks (if any), associated costs by task, (Remove) and associated sub-milestone dates. The A/E’s subtask structure shall be reflected in the technical proposal and detailed work plan.
2. All other terms and conditions remain unchanged.
