Bogalusa, LA, CBOC RFP No. 36C25621R0041 Questions and Answers:

1. Incumbent Contractor. Is there an incumbent contractor for this requirement? If so, what is the name and DUNS number of the incumbent contractor?

Valor Healthcare - DUNS - 614770357

2. Incumbent Contract. Is there currently a contract for this service? If so, what is the contract number? What is the total value of the contract?

Contract # VA256-16-D-0004 - $6,103,421.00

3. FAR 52.212-1. Is the completed information from FAR 52.212-1 to be included in the “Business Proposal” or the “Technical Proposal”? (Ref: RFP Page 82) Business Proposal should include your proposed pricing, signed documents (SF 1449, SF 30(s), QASP) and subcontracting plan.

Technical Proposal should include all non-price criteria, socioeconomic program participation and past performance references.

Technical Proposal and Business Proposal (pricing) must be submitted separately via email to the CO toni.clendenen@va.gov. Title of email must include the RFP number 36C25621R0009 Bogalusa CBOC, Technical Proposal or Business Proposal.

4. D19 - Past Performance Questionnaire (PPQ). Do the 3 past performance references in the Technical Proposal need to match the same 3 references submitted on the PPQ forms?

They are the same. Section E, FAR 52.212-1 Addendum, Instructions to Offerors explains what is to be provided to the CO. Section D, Attachment D19 is the document that your references will be asked to complete and provide to the CO.

5. Technical Proposal. Is there a page limit? If so, please specify. (Ref: RFP Pages 86 and 87) Yes. Technical Proposal includes all non-price evaluation criteria as provided in FAR 52.212-2, Section E of the RFP and shall not exceed 30 pages. The Technical Proposal must be sent to the contracting officer (toni.clendenen@va.gov).

6. Business Proposal. Is there a page limit? If so, please specify. (Ref: RFP Page 87) Yes. The Business Proposal includes the proposed pricing and is included within Section B of the RFP. Contractor is to sign the SF 1449, complete all of the Line Items within the Price Schedule in Section B, sign all SF 30 Amendments, sign the QASP and provide the EFT information via email it to the contracting officer. The proposed Subcontracting Plan has a page limitation of no more than 10 pages and must be emailed to the contracting officer as part of the business proposal. Email to the CO toni.clendenen@va.gov

7. Financial Capacity. This is listed as a required submittal for the Business Proposal. However, there are no instructions on the type of “financial capacity” information the Government wants from offerors, e.g., balance sheets, profit & loss, etc.? Also, how many years must offerors submit financial capacity information, e.g., past 2 complete calendar years? (Ref: RFP Page 87) Removed from RFP.

8. Electronic Proposals. If there a size limit of the e-mail proposals, e.g, 10 megabytes?

No. However, the offeror is encouraged to confirm with the CO that submittal was received.

9. Proposal Evaluation Factors. The RFP states: “Technical and Past Performance are of equal importance. All sub-factors listed under Technical are of equal importance.” The RFP also states there are four evaluation factors to include: Factor 1. Technical Capability, Factor 2. Past Performance, Factor 3. Socioeconomic Status, and Factor 4. Price. Can the government clarify how Factors 3 and 4 are ranked relative to Factors 1 and 2, which is unclear? (Ref: FAR 52.212-2, RFP Page 102) Factors 1 and 2, Technical Capability and Past Performance when combined are more important than price.

Factor 3 Socioeconomic Program Participation – FAR 52.212-1, Addendum – Instructions to Offerors addresses what is required for the submittal and how it will be scored. Eligible SDVOSB (registered in VIP) small business offerors that provide the required information will receive full credit under this evaluation factor and be rated as most favorable. Eligible VOSB (registered in VIP) that provide the required information will receive partial credit under this evaluation factor and be rated as favorable under this factor. Non-Veteran small business concerns proposing to subcontract with a SDVOSB or VOSB (registered in VIP) will receive consideration under this factor. Any business concern that provides an incomplete response to the evaluation factor will be rated unacceptable. Socioeconomic status is of less importance than technical and past performance. Offeror is asked to identify and fill in which category they have listed in their Reps and Certs as defined by SBA (See page 95).

Factor 4 - Price is not a weighted evaluation factor. The Business Proposal (pricing) will be analyzed by the CO separately and a determination made as to whether the offered price is fair and reasonable. Award will be made to the offeror whose proposal is determined to be the best value to the government, based upon the evaluation of the price and all other non-price criteria.

10. References. Are the “References” listed on RFP page 88 associated with attachment D.19 – Past Performance Questionnaire (PPQ)? If so, what type of information should be included in the Business Proposal associated with submitting the PPQs?

Yes. See page 93 for minimum requirements. Section E, FAR 52.212-1 Addendum, Instructions to Offerors explains what is to be provided to the CO. Section D, Attachment D19 is the document that your references will be asked to complete and provide to the CO. PPQs must be submitted by the reference, not the offeror.

11. Pre-Proposal Conference. Given the complexity of the requirement, will the Government consider holding a pre-proposal conference?

No. The Government’s requirement is spelled out in the PWS, Technical Evaluation Criteria and Instructions to Offerors.

12. Personal Protective Equipment (PPE). Will the Government provide the contractor with PPE, e.g., N-95 masks, gloves, etc., as protection against the COVID-19 pandemic?

No. The selected contractor will be responsible for providing its own PPE to its employees.

13. Sub-Factor E – Key Personnel/Quality Staffing. The PWS does not provide a list of required Key Personnel. However, the RFP requests this information without being specific. Can the Government provide a specific list of the key personnel for which they want resumes submitted? (Ref: RFP Pages 92 and 93)

The RFP specifically lists what is required under Section 2. Staffing and Qualifications and in the Instructions to Offerors, Subfactor E.

14. Factor 3. Socio-Economic Program Participation. If the offeror is a non-SDVOSB or non-VOSB firm, can the Government clarify if having a SDVOSB and/or VOSB subcontractor / teaming partner is a mandatory requirement for offerors? Will not having a SDVOSB or VOSB firm as a subcontractor / teaming partner make the proposal non-responsive? (Ref: RFP Page 95).

No.

15. Amendment 1. Can you please provide an active link to download the document on the www.SAM.gov Website? SAM.gov | Home is not a (https) secure site.

SAM.gov | Contract Opportunities

16. Patient Volume. Given offerors must comply with the VA PACT model, can the Government provide a history of patient / workload volume for the last 2 years (2019 and 2020), preferably broken out by month. (Ref: Sub-Factor B, RFP Page 91)

We were unable to find any details on the specific parameters on how much is allowed for psychiatry care in the clinic versus telepsychiatry services. Is there a minimum requirement for on-site face to face provided by the Psychiatrist versus care done remotely?

ANSWER: There is no minimum for onsite vs telework however, we recommend that the provider be face-to-face whenever possible. Each location is required to have same day access for Mental Health (walk-ins.) This is much easier to provide face-to-face as well as some meds that can only be prescribed by an initial face-to-face appt. Question: This section is not included in the RFP. Can Government indicated delivery method (hard copy binders or email submission), number of copies (if binder submission) and all other packaging/formatting information to ensure a compliant submission. Please note: due to the ongoing Public Health Emergency due to the Pandemic, we respectfully request an email submission.

Answer – Technical and Business Proposal is to be submitted via email only to the CO, toni.clendenen@va.gov. No hard copies will be accepted.

65. Please confirm that prior to release of the RFP, the government determined there were not two or more Small Disable Veteran Owned Businesses capable of providing this service.

Confirmed based upon market research conducted.

66. Please provide the date of any sources sought notice for this contract, and number of SDVOSB’s that responded.

06/24/2020 36C25620Q0829 Sources Sought Notice. Two SDVOSBs responded.

67. At least three SDVOSB’s have now been awarded CBOC contracts that are larger, more complex, and in more difficult staffing locations. Please explain VA’s justification in not setting this contract aside for SDVOSBs. These determinations seem bias and are subjective.

Market research conducted did not find two or more SDVOSBs with capability to provide the services. RFP posted full and open to maximize competition.
