VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 2 of 3 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with Federal Acquisition Regulation 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if it is determined the contract action deems only one source reasonably available such as brand name requirements. STERIS Corporation is the original equipment manufacturer of the AMSCO 7053 HP washer disinfector.

The Overton Brooks Veterans Affairs Medical Center currently has Steris washer disinfector equipment, but the current equipment does not meet the compacity needs to maintain washer disinfector efficiency. Replacing the existing equipment with an upgraded version will decrease the learning curve with the increasing need for facility disinfection and reprocessing. The upgraded product provides fifty percent more throughput compared to standard single chamber washers. It processes up to 300 trays in an eight-hour day. STERIS Corporation continues to be the leading provider of infection and prevention equipment. STERIS Corporation equipment provides automated decontamination and temperature monitoring to maintain sanitary compliance. Additionally, the department has Steris ultrasonic and therefore uses the same cleaners. Changing equipment would require the purchase of multiple cleaners increasing the inventory and the possibility of staff making a mistake and placing the wrong cleaning solution in the wrong machine. Also, staff are trained to utilize the cycles on STERIS Equipment. New equipment with different cycles, with staff unfamiliar could cause damage to Government owned equipment. Equipment could not be properly cleaned leading to infection control risk for our veterans. The Government currently has a service agreement with STERIS Corporation for New equipment would incur duplicate costs for service agreement and training. The Government also received training for months on the current STERIS equipment. Changing the contractor and replacing it with entirely different equipment would cause undue delay for months to train the entire staff on a new system. To prevent a duplication of cost and prevent undue delays related to training on new equipment from a different contractor, it is in the best interest of the Government to proceed with procuring STERIS Corporation s AMSCO 7053 HP washer disinfector equipment.
