Combined Synopsis/Solicitation 36C25612Q1431 Questions and Responses – Elevator Maintenance and Repairs

1. In 1.4 Summary of Work; section B. Specific Services; Item 4: Monitoring Software This item specifies that the contractor must provide “Real-Time Monitoring Software for each unit to allow the contractor and the VA staff to continuously monitor elevator performance”. This service is possible, however it is my understanding that the equipment necessary for this service is not in currently in place. We can offer a solution for this with “LiftNet” or similar product. However, this would be at substantial additional cost. In addition, we would not be able to assemble a quote for Monitoring Software in the time available for this solicitation as it requires identifying a solution for each elevator in service. Given adequate time we would be willing to add this to our proposal but it is not something we can do as things stand today. Please advise on how we should proceed regarding this requirement.

Response: Real time- Monitoring Software is not currently installed. The contractor must provide for each unit.

2. In 2. Contractor Requirements, section G the solicitation references the Contract Manager will be on site daily and available five (5) days a week. We would like some clarification of the role of the “Contract Manager”. In our organization the role described falls within the responsibility of a Lead Elevator Technician, whereas conceptually we would consider a Contract Manager to more equivalent to a Project Manager. Our Lead Elevator Tech. would be responsible for all PMs, repair and maintenance activities but would not be responsible for contract oversight and project management.

Can you advise, is the Contract Manager expected to be a certified elevator mechanic or a project leader or manager?

Response: The Contract Manager listed in the Performance Work Statement is required to be a licensed elevator mechanic. This does not prevent the contractor from assigning a non-licensed Contract Manager to assist the licensed Contract Manager.

3. Since our other partners will likely not be able to attend, would it be possible to get a copy of the latest maintenance reports for these elevators to help give them insight into the facility?

Response: No. These reports are the property of VHA.

4. Will an attendee list be provided or published?

Response: No. The contractors who confirmed attendance are listed below.

Confirmed Attendance for the Site Visit:

Elevated Technologies Inc.

Venergy Group Elevated Repair Service, Inc.

TK Elevator Deep Reflection Inc.

KONE

Otis Salmon Group Inc.

5. Can you please provide a list of the equipment that is currently down and waiting on a signed proposal?

Response: Yes: The following list contains out of service equipment.

1. P-11 and P-12 OOS awaiting hydraulic hose replacement-requires proposal

2. T-5 and T6 operational, but requires a door mod- requires proposal

3. S-4 OOS due to building structure corrosion, not in elevator shaft but inside of a interior wall

4. P-13 2 reg-gen drive and 2 commutator chokes (manufacturer is honoring warranty) this is in process.

5. T-2 (a robot car) generator failure, equip is in shop being repaired no ETR

6. 1 and 2 elevators in parking garage OOS- no proposal or ETR

6. Can you please clarify the obsolescence language?

Response: The Government is not able to find the section you are referring to.

7. Can we get copies of the last Annual Inspection Reports and the last Five (5) Year Inspection Report for all the elevators?

Response: No.

8. How many units are currently “Out of Service”? Will they be placed back in service by the existing contractor before the new contract begins?

Response: No. Please refer to question five.

9. Page 40 of 114, Item b, 4 – Can you verify that the only units that require Monitoring Software are the three Fisher House Units, B110, B109, B108A, Building 125 (Admin Building), and The Parking Garage?

Response: Real time- Monitoring Software is not currently installed. The contractor must provide for each unit.

10. Page 41 of 114, B, 5 - Can you verify that the only units that require Digital Cycle Counters are Nine-

(9) units B100 Passenger elevators, Nine-(9) shall on B100 Service elevators and two-(2) units on B100 Freight Elevators?

Response: Please follow the Performance Work Statement, .1.4. Summary of Work, B. Specific Services, 5.

11. Page 47 of 114, Item 2, D – None of the manufacturers will certify another company’s mechanics to work on their equipment. Will certification by the International Union of Elevator Constructors (I.U.E.C.)

suffice?

Response: Yes. I.U.E.C. is the standard for the industry.

12. Page 50 of 114, Item 3, C, 1 – Can the contract Manager be one (1) of the on-site mechanics?

Response: Yes. As long as the on-site mechanic has the authority and certifications required in the Performance Work Statement.

13. Page 50 of 114, Item 3, C, 3 – The State of Texas does not license elevator mechanics. All of our mechanics are card carrying members of I.U.E.C, Local 31 in Houston, Tx. and all have completed the NEIEP Educational Program and have taken the test for their mechanics card. Will this be sufficient?

Response: YES: This is the industry standard.

14. Page 50 of 114, Item 3, C, 4 - The State of Texas does not license elevator mechanics. All of our mechanics are card carrying members of I.U.E.C, Local 31 in Houston, Tx. and all have completed the NEIEP Educational Program and have taken the test for their mechanics card. Will this be sufficient?

Response: Yes. I.U.E.C. is the standard for the industry

15. Page 51 of 114, Item 4, B & D – Will a letter from each of the manufacturers suffice as proof that we are an authorized reseller for the manufacturer?

Response: Proof of being an authorized reseller is not required. The Performance Work Statement was updated to remove this requirement.

16. The Q/A Period for this opportunity took place during the site visit last week Friday. However, while we were there, we noticed that the contract currently has two full time mechanics onsite to maintain the elevators. This is not listed in the specifications anywhere and will affect the price we submit. Could you please confirm that two, full time mechanics (80 hours per week total) are required for this opportunity?

Response: This requirement is a performance-based acquisition with a Performance Work Statement.

The contractor determines the amount of staff required to provide the service requested in the Performance Work Statement. The contractor must provide adequate personnel with the minimum qualifications in the Performance Work Statement to meet the standards listed in the Performance Work Statement.

17. In regards to Item 1.9 “Condition of Equipment” which states that will be accepted “as is” by the awarded contractor. Our concern is that we understand that at least one elevator requires major repair to fix an on-going issue with an oil leak that would involve a significant cost to repair it to a fully functional level.

We would agree to accepting elevators turned over to us with normal wear and tear conditions as the potential awardee. However, we would consider substantial, existing, on-going repair needs to exceed this expectation. In order, to bid this “as is” we would like to have a list of all outstanding repair issues.

Response: Please see the response to question five.

18. What is the current staffing at the VA?

Response: I cannot provide this information. This requirement is a performance-based acquisition with a Performance Work Statement. The contractor determines the amount of staff required to provide the service requested in the Performance Work Statement. The contractor must provide adequate personnel with the minimum qualifications in the Performance Work Statement to meet the standards listed in the Performance Work Statement.

19. What is the current monthly cost?

Response: I cannot provide this information. The last award for elevator maintenance was contract number VA256-16-C-0096 with an effective date of April 8, 2016. It was awarded to GreenEfficient Inc. for $4,877,224.45. The period of performance was a base period of 12 months with four 12-month option periods.

20. Is there additional spend?

Response: This information will not be provided.

21. Is it possible to grant us an extension to submit our bid?

Response: Please review amendment 0001 for the solicitation due date.
