About this file
This solicitation requests proposals for a BioPoint Patient ID wristband system. The Department of Veterans Affairs Veterans Health Administration is seeking a solution that can print a patient's full-color photo, color-coded medical alerts, barcode, and demographics on a wristband. The solution must integrate directly with the VA's VISTA medical records system and retrieve patient photos from the VIC photo repository. It must also be compatible with existing VA barcode medication administration and clinic order systems. The solicitation provides requirements for the wristband colors corresponding to specific medical alerts. Offerors must provide their proposed solutions, pricing, and any third-party equipment or services. Proposals are due by April 15, 2021. The award will be a firm-fixed-price contract to the responsible offeror providing the most advantageous solution.

General Requirements The requirements for this solution include patient photo as well as support of multiple risk symbols (allergies, DNR, Fall and Elopement Risk, etc.). These Patient risk identifiers must be printed directly on the wristband to eliminate the need for multiple wristbands, stickers, or plastic clips. This will lend to standardization throughout the health care system. Standardizing patient wristbands within the VA will enhance patient hand-off communications between facilities. The solution must be able to print full color patient photograph, color coded risk identifiers, barcode, and patient demographics on the wristband. The medical identification system should provide a flexible and customizable design to allow adaptation to comply with future evidence-based practices. The system must be able to function on a secure VISTA interface and will need to function properly with existing VA Barcode Point of Care (BPOC) solutions such as the barcode medication administration (BCMA) and Clinic Orders which are currently under development (BCMA in the Outpatient areas). The proposed solution must integrate directly to the VA national medical records database (Veterans Information Systems and Technology Architecture or VISTA) using a unidirectional interface for transmission of protected health information. The nursing unit or admission clerk must be able to pull up the patient record, set the alert flags, and print out a color, graphic, photo-enabled wristband on a local or networked standard color laser printer. This must be an integrated system to prevent errors by eliminating the need to rekey information from the VISTA system into a separate solution to print bands. The proposed solution must also use the national VIC system to retrieve the photo of the veteran to be printed on the band. This solution must use standardized colors for specific alerts in accordance with the American Hospital Association (www.ahaqualitycenter.org) and the Wyoming State Health Department. Specifically, the wristband solution must comply with universally accepted alerts for ALLERGY (red band with the word “Allergy” or letter “A” displayed in bold black letters), FALL RISK (yellow band with the words “Fall Risk”, “Fall”, or the letter “F” displayed in bold black letters), and DNR (purple band with or without “DNR” in bold white letters). In addition to these three universal symbols, an alert for Latex allergy is being standardized to a green band with the word “Latex” or “L” in bold black letters.
Software:
· Capable of providing color photos
· Capable of pulling veterans’ picture from the national VIC system
· Capable of using a local picture of the veteran and attaching it to the patient’s record in the wristband software
· Capable of providing color coding for alerts and allergies
· Auto populate Allergy Clinical warning documented in VISTA
· Print additional band with listing of Allergies if necessary
· Must be able to print scannable patient specific labels with all facility pertinent information for patient specimens as well as patient belongings
· VISTA compatible
· Provide Flexible sorting and filtering of all screen data
· Individual Facility configurable
· Location within site is configurable
· Flexible enough to support multiple designs and formats within one facility
· Multiple user configuration and or formatting for label / wristband combination
· Address Privacy issues and have the barcode represent the full SSN, but the text display should only include the last four digits of the SSN on the underside of band vs on face of band where it can be viewed by anyone
· Provide Issue date at time of printing
· Must meet standards of Nursing, Pharmacy, Laboratory and all accrediting agencies such as Joint Commission, American Association of Blood Banks, etc.
· Must provide patient and user output reports ie; warning flag report, Activity Summary, Usage Summary
· Must have audit trail capabilities
· Who printed wristbands?
· Who made changes to the wristband?
· Number of times the same wristband was printed
· Date / time wristbands are printed
· Ability to print missing patient’s poster to give to police
· Must be Windows 10 compatible
· On site and VPN access capability
· Support Application security and user group privilege configuration
· Must interface to standard laser printers via VA Network
· Easy to learn
Specific Mandatory Tasks and Associated Deliverables Shreveport VAMC is desiring the following salient characteristics to be automatically included with the individual wristband printers and accompanying software application:
Configurable Media Designs
· Ability to create facility specific wristband, label and visitor badge designs
· Combine full color patient photos, clinical warnings, and barcodes on a single design
· Conform to American Hospital Association (AHA) and other hospital or facility color standards

(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
