Question Government Response
1. Two contractors asked if this was a new requirement or an existing or follow on contract with an incumbent contractor.
This procurement is a new requirement for the facility. There is no existing contract for these services with an incumbent contractor. However, Mayo Clinic Laboratories has assisted the facility with these types of services when needed.
2. Is the yearly volumes for this bid 22 tests? Yes, the yearly volume is 22 tests.
3. Is the facility in need of Encephalopathy Autoimmune Evaluation for serum or spinal fluid?
Serum
4. We have the following questions regarding FAR 52.232-36 Payment by Third Party
(MAY 2014):
The clause states that the Contractor "agrees to accept payments due under this contract, through payment by a third party in lieu of payment directly from the Government, in accordance with the terms of this clause. The third party and, if applicable, the particular Governmentwide commercial purchase card to be used are identified elsewhere in this contract."
However, the third party and purchase card are not identified in the solicitation. Please clarify.
Also, in section B.1 Contract Administration Data, item #2, both options have been checked. Please confirm which is the correct form of payment by the Government.
The Department of Veterans Affairs pays contractors for completed services under VA contracts but uses a third-party billing affiliate (Tungsten Network) to process payments to contractors from the VA. Technically, payments are being made from a third party however such payments originate from the Department of Veterans Affairs which must approve such payments before they are disbursed by the Tungsten Network (3rd party). For this reason, this clause was checked by default when the solicitation was created. It is mandatory that invoices for payment be submitted electronically IAW FAR 852.232-72 Electronic Submission of Payment Requests. For more information please refer to the links below.
