The G.V. (Sonny) Montgomery VA Medical Center located at 1500 E. Woodrow Wilson Drive, Jackson, MS 39216-5199 is seeking a contractor to provide: STAT Special Laboratory Services. Contractor will be required to provide specialized therapeutic drug monitoring and other miscellaneous laboratory testing. Contractor must be located within proximity to the Jackson VA Medical Center. The NAICS code for this procurement is 621511-Medical Laboratories. The size standard is $32.5 million.

This sources sought notice is not a Request for Quote (RFQ) or Request for Proposal (RFP) and no solicitation is being issued at this time.
This Sources Sought Notice is for market research and planning purposes only.
Interested and capable contractors shall respond by e-mail only to: Sharon Griffey, Contract Specialist sharon.griffey@va.gov. Responses are due no later than Friday, August 21, 2020 by 11:59 pm Eastern Standard Time (EST).
If/when this requirement is solicited there will only be a limited time window to address contractor solicitation questions. It is recommended that interested, eligible contractors (who are examining this notice and who have questions) submit these questions along with their response to this notice. The submission of questions by contractors is encouraged as it will allow the government to further define and clarify this procurement if there is ambiguity. Please do not submit a price quote/price proposal as this request is for market research and informational purposes only.
STATEMENT OF WORK
STAT Special Laboratory Services G.V. (Sonny) Montgomery Veterans Affairs Medical Center
GENERAL: Department of Veterans Affairs, VISN 16, Network Contracting Activity, G.V. (Sonny) Montgomery VA Medical Center, Pathology Department, is seeking Emergent Special Lab Testing Services. Specialized therapeutic drug monitoring and other miscellaneous laboratory testing that is compatible with current testing methodologies is required. Contractor must be located within proximity to Jackson VAMC and be able provide timely results, thus allowing our physicians to give quicker, more precise diagnoses.
DESCRIPTION OF SERVICES: The contractor shall provide reference laboratory services to the Jackson VAMC, Pathology Department. The contractor will be located local (e.g., within 15 minutes from the physical address of the Jackson VAMC) in order to provide STAT results. The services will be provided 24/hours a day/ 7 days a week. Turnaround time for stat requests will be provided within one hour of sample submission. The contractor must have Clinical Laboratory Improvement Acts (CLIA) and College of American Pathologists (CAP) accreditation, will provide the Jackson VAMC with copies of CLIA and CAP certifications, and maintain good standing status throughout this contract.
DELIVERABLES: The contractor shall provide all resources necessary to accomplish the deliverables described in this Statement of Work (SOW). Specialized tests include pathologist consultation when indicated (e.g., SPE interpretation) and other miscellaneous laboratory tests.
1. Specialized testing includes but is not limited to, free light chains (Kappa/ lambda light chains), acetaminophen, salicylate, lithium, cortisol and sickle prep
2. STAT lab results provided 24 hours a day/7 day a week
3. STAT results turnaround time provided within one hour of sample submission
4. Provide CLIA and CAP accreditation via certification
PERIOD OF PERFORMANCE:
This contract period of performance is effective October 1, 2020 through September 30, 2021, with four (4) option renewal periods.

QUALITY ASSURANCE:
Various methods will be used by the Jackson VAMC, Pathology staff to monitor quality assurance. Three elements will be monitored:
1. Quality of the services
2. Business relations
3. Turnaround time
CONFIDENTIALITY AND NON-DISCLOSURE:
The Contractor shall agree: All deliverables, associated with veterans individually identifiable health records/information, deemed relevant by VA and generated by the Contractor in the performance of this task, are the property of the United States Government. All individually identifiable health records/information shall be treated with the strictest confidentiality. Access to records shall be limited to essential personnel only.
The Contractor shall comply with:
The Privacy Act of 1974 (5 U.S.C. § 552a);
38 USC 7332, Confidentiality of certain medical records;
38 USC 5701, Confidential Nature of Claims;
HIPAA, Health Insurance Portability and Accountability Act;
and VA Directive 6500, “Managing Information Security Risk:
VA Information Security Program,” September 20, 2012
The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable because a complete analysis of all costs will be performed utilizing comparative analysis in the solicitation and prior to award of contract.
