Questions to RFQ 36C25620Q0950
1. Can the attachments referenced on page 39, after section D be provided?
The attachments referenced in Section D, have been uploaded to the original solicitation and are uploaded again in the amendment.
2. Knowing that the contractor assumes full responsibility for any damage or loss, will the contractor provided transportation be allowed to be parked at or near the 790 Veterans Way, Pensacola location?
The contractor may park only to pick up and drop off items in the designated loading and unloading area at the JACC and PC CBOC. The contractor will not be allowed to park overnight.
3. The price/cost schedule on page 18 indicates that the invoicing should be priced as a daily event. The instructions on page 41 states pricing should be a flat monthly rate. Can you please clarify which is required?
The invoice should be prepared based on daily pickups. However, the vendor must invoice monthly. In other words, do not invoice daily or weekly.
4. As an emerging small business, can we cite that we do not have relevant or recent past performance as a company and receive an acceptable or neutral rating?
The government cannot take a position of advising an offeror on what it should or should not include in their quotes. In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative analysis evaluation to determine which vendor provides the best value to the government in terms of high technical capability and past performance, while also providing a competitive price.
5. Is this a new requirement?
This requirement is currently being performed with another requirement. However, the new requirement will be strictly for Dental/SPS services.
6. If no, can you provide the incumbent contract number?
As mentioned in questions 5. above, the requirement is being performed with another requirement. The incumbent information for the current contract number is VA256-16-P-0021, C E & G Transports Services, Inc.
7. Could you please tell me if this a new requirement, or if there is a current or previous contractor who has performed similar services?
Please see response to questions 5 and 6 above.
Questions to RFQ 36C25620Q0950 (Cont’d)
8. If available, can you please send along the incumbent contract or task order number?
Please see response to question 6 above.
9. What kind of vehicle is required, or what is the average size of the contents needed to be transported?
The suggested vehicle sizes are Minivans, SUVs, or similar mid-sized or larger vehicles, in order to sufficiently perform the required courier services.
10. Is this a new requirement or a recompete of an existing contract?
Please see response to questions 5 and 6 above.
11. If there is a previous contract, what is the previous contract value?
The overall total of the previous award was $233,520.00. Please note, this service was combined with another service. See response in questions 5 and 6 above.
12. If there is a previous contract, does the Workforce Displacement Act apply?
Yes. The Workforce Displacement Act does not apply.
13. What was the total award for the final year of the current contract?
Only the overall total of the previous award price can be provided. As mentioned in question 11 above, the total was $233,520.00.
14. What was the cost of the final full option year of the previous contract?
Please see response to question 13 above.
15. How many drivers/vehicles are currently used to service the current contract?
One driver is currently providing the requested service(s).
16. What is the vehicle size currently servicing this location?
Please see question 9 above.
17. What is the size, weight, and average daily quantity of items transported to/from JACC for each trip?
Approximately one to four bins of items are taken each day. The size of each bin is approximately 19” X 17” X 12”. Clean items are transported in grey bins and soiled RME are transferred in red bins.
JACC, FL – SPS sterilized RME and cleaned empty red bins only.
Panama City, FL – SPS soiled RME and clean empty grey bins only.
18. What is the daily item load volume?
The estimated daily item load volume is approximately 50 - 100 lbs. total. NOTE: These approximate weights will not be in the vehicle simultaneously as the driver will be dropping items off and picking up items.
19. Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training (HIPAA) Certificates-Procedures for your reference.
This appears to be a comment, not a question.
20. Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response?
The government cannot take a position of advising an offeror on what it should or should not include in their quotes.
21. Do you require proof of delivery? If so, how do you expect it to be delivered? Do you have a proprietary application for POD? We have a HIPPA compliant secure site where you can query your PODs.
a. If not, how do you require the contractor to provide delivery information to you?
Proof of delivery would be the hand-off to SPS.
22. What are your invoicing standards? Is there a preferred invoice format? If/Where can it be delivered online?
Invoicing is to be completed on a monthly basis (in arrears), submitted electronically through the OB10 Tungsten system. All information will be provided to the awardee of the contract.
23. Our databases are housed behind a Microsoft Azure firewall network and are compliant to FIPS NIST and all other Federal Regulations.
This appears to be a comment, not a question.
24. Price/Cost Schedule includes “Quantity” of 252 annually. Can you please confirm this is accurate for the first year and all “Option Years” of the contract?
Yes, the “quantity” of 252 DY is annually for base year and option years of the contract.
25. What was the previous award amount?
Please see question 11 above.
26. Who is the incumbent contractor?
Please see question 6 above.
27. Have there been any changes from the previous contract to the solicitation posted?
Please see questions 5 and 6 above.
28. Any potential for added locations, etc.?
No, not at this time.
29. Will there be any potential for Weekend or Emergency pick/delivery?
At this time, it cannot be confirmed whether weekend or emergency runs will be required or not.
30. Is the contract invoicing 30 days in arears? What is the specific time frame to ensure compliance?
Please see question 22 above.
31. Are invoices submitted through Tungsten online portal?
