Typewritten Text 06/05/2020

1. Please advise on if the compactors are VA owned, or would the vendor need to provide?

Response: Contractor will need to provide all compactors/containers

2. PG 8 of 69, Sections 2.2 & 2.3, Confirm that the requirement for a local Contract Manager (or

Alternate) is for a Prime Contractor Employee and not a Subcontractor employee. Yes, the

Contract Manager shall be for the Prime Contractor.

Response: Yes, the Contract Manager shall be for the Prime Contractor.

3. What is the rationale requiring roll off services within 6 hours of request (Per PG 6 of 69, 1.1.4)? PG 8 of 69, Section 2.1, Hours of Operation states “All work is to be performed between the hours of 5:00 AM and 12 NOON.” In this case, each service request would have to be made by a VA employee NLT 6AM in order to meet this requirement. Additionally, same day service is highly non-standard as driver routes are established the day prior. Requirements for same day service will result in radically higher costs as vendors will have to redirect drivers from established truck routes to service VA containers. Standard practice is service requests made for next day pickup.

Response: No rationale and all requests are submitted for next day service.

4. Can CLIN 0001 be broken up into SUB CLINs to account for each separate service requirement considering certain services are “as needed” (i.e., PG 6 of 69, 1.1.5, VA Owned

Portable Containers, required to cleaned on an as needed basis)? Yes, a CLIN will be added for the emptying of the receptacles on an as needed basis and a CLIN will be added for cleaning the receptacles on an as needed basis.

Response: Yes, CLINS have been updated to reflect the emptying and cleaning on an as needed basis for the VA Owned containers.

Please note: As a result of the line item updates, the contract table of contents/pages have also been impacted.

5. Does the VA currently have any construction/renovation projects in-progress or scheduled at any of the referenced facilities that may hamper contractor performance? (see Section 1.1.1. on

PG 5 of 69)

Response: All container locations are accessible.

6. What are the historical disposal tonnages for each of these containers brown out individually.

The current hauler is provided a weight ticket for each of these hauls so the information is readily available and should be provided to the Government on a monthly basis as part of the reporting requirements.

Response: The quarterly estimated average is 332,656 pounds and annual estimated average is 1,330,624 pounds.

7. Will the government please delete CLIN 0009 and 0015 as they are not needed since this type of container is not weighed and has the disposal cost built into the service cost found in

CLINs 0008 and 0014.

Response: No. If the line item does not apply, please notate with solicitation response with appropriate 0 cost.

8. Will the government please confirm that CLIN 0013 and 0014 are correct and that the government now wants the contractor to provide a 6 cubic yard Vertical Compactor because there is not one currently onsite and there does not seem to be electrical connections available at the current site to connect a 6 cubic yard Vertical Compactor to.

Response: The Line Items and Appendix A in the PWS have been updated for the

Panama City Beach Location. The container is for a 6 Yard dumpster and not a compactor.
