About this file

This document contains a solicitation for grease trap cleaning services and the agency's responses to questions from offerors. The Department of Veterans Affairs Network Contracting Office 16 is seeking these services for the Southeast Louisiana Veterans Health Care System in New Orleans, Louisiana. The requirement is set aside for Service-Disabled Veteran Owned Small Businesses. Offerors must be registered in SAM and VetBiz or Vet 4212 systems to be considered for award. The solicitation number is 36C25620Q0317. The agency confirmed details about badging requirements, limitations on subcontracting, manhole and interceptor cleaning standards, facility drawings, equipment access and transport, and hydrojetting responsibilities. It also acknowledged that the exterior grease tanks are approximately 6,500 gallons, not the 4,000 gallons stated in documentation.

Beth A. Cook Contracting Officer

1. Will the Government provide comprehensive written badging requirements for the project if badging is required?

Response: Yes

2. Since this is a maintenance and service contract, can the VA please confirm this solicitation is subject to the standard FAR “Prime contractor’s limitation on subcontracting” requirements, including where the contractor must self-perform 50% of all work completed as a part of this contract?

Response: Yes, the deviation clause of 852.219-74, Limitations on Subcontracting – Monitoring and Compliance is listed with the contract clauses (page 38). The 852.219-74 further references 852-219-10 in which lists out the Agreement in Section D (page 37).

3. Please clarify that “manholes” reference on pg.19 of the solicitation is referencing the two (2) exterior grease tanks?

Response: Yes, 4 manholes. Two per tank.

4. The SWBNO’s F.O.G Ordinance 16.5 calls for “…Cleaning/pumping shall include the complete removal of all contents, including floatable materials, wastewater, sludge and solids …” Can the VA please confirm this is the standard for cleaning of these interceptors?

Response: Yes

5. Please confirm that the “annual certified inspection” on pg. 16 of the solicitation is referencing the interceptor inspection required by the SWBNO’s F.O.G Ordinance 16.5, which must be completed by an inspector certified with the SWBNO?

Response: Yes

6. Based on the walkthrough and a review of the drawings provided, the following is a breakdown of the total # of floor drains and cleanouts that tie into the grease trap interceptors in the canteen area:

a. Floor drains - 25

b. Cleanouts - 11 Can the VA please confirm these approximate counts are correct?

Response: Confirmed

7. There were no drawings provided to determine the # of cleanouts and floor drains that tie into the grease trap interceptors in the 4th floor interstitial area. Does the VA a count of these drains or a drawing showing their approximate location?

Response: Drawings available on site.

8. Are there any exterior ports that can access or clean any interior interceptors from outside the building?

Response: No

9. If a cart pump is required to fully excavate the 4th floor inpatient kitchen interceptor (1,200 gal) can the contractor use the nearest service elevator (approx. 200ft from interceptor) by the N. Rochablave loading dock?

Response: Yes

10. Are any of the doorways our crew will have to pass through when transporting the portable cart pump to the kitchen interceptor on the 4th floor smaller than 48 inches?

Response: None. All doors have double openings.

11. Is the contractor responsible for hydro jetting all four (4) cleanouts for each of the exterior grease tanks (manholes) prior to every cleaning?

Response: Yes

12. In the case of a contract for supplies or products (other than from a nonmanufacturer of such supplies), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated.

Response: The 852.219-74 clause further references 852-219-10 in which lists out the Agreement in Section D (page 37).

13. Previous experience with emergency service cleaning for the exterior grease tanks at this has determined these tanks are approximately 6,500 gallons. The current solicitation references them as 4,000 gallon tanks. Can the VA please confirm and amend the solicitation documentation?

Response: The exact number of gallons is unknown without going inside the tank. However, the statement above is agreed considering historical grease trap contracts demonstrate that 2 trucks have been used to empty them.
