MICHAEL E. DEBAKEY VA MEDICAL CENTER

HOUSTON, TEXAS

Project Number: 580-14-101 Project Title: Upgrade HVAC System Animal Lab

1. Contractor shall provide all labor, supervision, transportation, materials, apparatus, tools, and equipment necessary to upgrade the heating, ventilation, and air conditioning (HVAC) system serving the basement animal lab as per described in this statement of work. All work shall be done in Building 109 at the Michael E DeBakey Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, Texas 77030.

2. General Requirements:

a. Contractor shall perform the work while animal lab still operational. The project will be divided into phases to allow continuous operation of the animal lab. Animal specimens in the lab are very sensitive to sound and vibrations which can affect the outcome of ongoing research investigations. Contractor is required to isolate working area in each phase from the rest of the animal lab with a 1-hour fire proof wall along with soundproofing insulation to minimize sound and vibrations dispersion. In addition, contractor is required to use low noise and low vibration tools during all project phases.

b. See attached AHU 3 Replacement Existing and New Schedules

3. Air Handling Unit Replacement

a. Current VA policy for air handling units (AHU) serving the animal lab requires redundancy. Animal Lab is currently serve by AHU-4 with AHU-3 as a back-up. Both units share outdoor air intake louvers. These louvers will serve as rigging access of the new AHU and equipment. Contractor shall provide a temporary screen barrier on AHU-4 during AHU-3 replacement.

b. Contractor shall remove existing AHU-3 through the intake louvers or as directed by the Contracting Officer Representative (COR). Removal shall include all associated materials; i.e.: pipe, valves, actuators, etc. AHUs and associated material shall be discarded per VA Master Specs http://www.cfm.va.gov/til/spec.asp.

c. Contractor shall provide a new AHU and shall be manufactured by Johnson Control or equal (units shall comply with VA master specs attached). Control components shall be Direct Digital Control (DDC) and manufactured by Johnson Controls or equal (shall be compatible with existing building control infrastructure). The new AHU and control components shall interface and communicate with existing Johnson Controls Metasys building control system. All existing control points shall be transferred to the new AHU. There will be additional control points that will need to be added and programed by contractor. The AHU unit will be programmed as a constant volume unit, but the installation of new variable frequency drives will be required to allow fine adjustment of the supply air.

d. Provide AHU with plenum fans wall as per specifications.

e. Contractor shall clean existing intake and outlet louvers and plenums.

f. Contractor shall prime intake plenum.

g. Contractor shall design, fabricate, and install new ductwork transitions to fit new AHU dimensions. Ductwork shall be in accordance of VA Master Specs and SMACNA standards.

h. Ductwork to be externally insulated in accordance with the VA Master Specs.

i. Contractor shall modify existing housekeeping pads to accept new AHU footprint.

j. AHU dimension shall be selected to allow rigging thru existing access on the penthouse. It is the contractor’s responsibility to properly rig AHU in place.

k. Contractor shall demo existing electrical connections to AHU.

l. Contractor shall provide new electrical connections to new AHU, depending on AHU selection electrical connection may need upsizing.

m. Contractor shall replace all existing control devices with DDC Johnson Controls equipment or equal. Devices shall be integrated to existing building automation system. They shall be programmed as needed to comply with control sequence.

n. Contractor shall remove and discard all existing pneumatic control devices and permanently cap pneumatic tubing back to source.

o. Replace all existing volume dampers and fire dampers of the AHU’s and exhaust fans. Dampers shall be in accordance with VA Master Specs and NFPA Life Safety Code.

p. Replace existing duct smoke detectors with new duct detectors and program them to existing Building Automation System (BAS). Provide necessary control programming to use these to shut supply and exhaust fans down as well as report alarms to the BAS. This work shall be performed by a certified fire alarm contractor.

q. Contractor shall provide digital and analog filter pressure differential gauges and shall be connected to BAS. Provide necessary programming to report this alarm to BAS for filter replacement.

r. Install new DDC Chilled Water and Hot Water Control Valves per VA Specs.

s. Provide new chilled water, heating water and condensate piping to new AHU’s per VA Specs. New pipe shall be installed downstream of new cut off valves.

t. Replace existing chilled water and hot water cut off valves per VA Specs. This may require freezing of the existing pipes.

u. Preparation for the installation, start-up and re-commissioning of the unit can be accomplished during normal working hours.

v. Contractor shall provide updated control sequence diagrams, drawings, specifications and operation manual for all equipment and control programming performed on the job. Shall be provided in three hard copies and one data CD.

w. Contractor shall provide programing to modify existing graphics, control sequence, control points, control blocks and any other programming needed for the unit to comply with control sequence operation. See attached.

x. Contractor shall provide a control point checklist and verify proper functioning of all new controls devices. This includes verifying proper functioning of all DDC control devices.

y. Contractor shall provide new air flows stations on the supply of ductwork per VA Specs and shall be compatible with BAS.

z. Contractor shall provide new air flows stations on the exhaust of ductwork per VA Specs and shall be compatible with BAS. This for all exhaust fans.

aa. Contractor shall provide and install new variable frequency drives for new AHU, VFD shall be ABB or equal compatible with existing BAS infrastructure. Drive shall be properly sized for the motors. Drive shall comply with VA Specifications and provide bypass capability.

ab. Contractor shall provide an air handling unit with high efficiency totally enclosed motors as per specifications.

ac. Contractor shall provide a new steam humidifier to be installed in the new AHU-3. The humidifier shall be a jacketed type designed to attain full dispersion of steam in the airstream.

i. Location: AHU preferred location of the humidifier is between the pre-heat and cooling coils. Duct-mounted steam humidifiers are permitted, where space conditions are limited and after-filters are not required on the downstream side of the cooling coil and supply air fan. Provide drainable stainless-steel duct sections 36 in [91 cm] in length on the upstream sides of duct-mounted humidifiers and 36 in [91 cm] in length downstream sides of duct-mounted humidifiers.

ii. Humidifier Controls: Provide a modulating steam control valve to control and maintain humidity. Locate the relative humidity sensor in the exhaust air duct to control set point. This will require installation of three humidity sensors for main exhaust fans. Provide a high-limit humidity sensor in the supply air duct to disable humidification if the discharge humidity exceeds 80% (adjustable). Ensure full integration of the humidifier controls with the BAS, including remote alarm capability.

iii. Contractor shall provide new steam line piping to serve humidifiers. Contractor shall tie into existing steam main piping. This may require a steam shutdown. If so, contractor shall coordinate with the COR before piping installation and at no additional cost.

iv. Contractor is responsible for determining a proper rigging route for demolition and installation of new AHU and all its components. This will include temporary relocation of utilities, louvers, windows and doors to allow rigging new equipment. Any damages to the property shall be corrected by contractor.

4. Exhaust Fan Replacement

a. Contractor shall demo and properly dispose of the existing exhaust fans EF3, EF4, EF5, EF6, EF7, EF9 and EF10 serving the animal lab.
