10 Section II - Scope of Work; Letter J Water Based Systems - Question: Can you please provide a copy of the previous years inspection report so that our company can get essential information on sprinkler systems? The report is from another contractor and is not public knowledge.

Clarification questions:

Answer 6 - The SOW states to test IAW the current version of NFPA 72/25 and Joint Commission. As it relates to Tamper Switches and Waterflow Switches the current NFPA code/Joint Commission Standard states they are only to be tested Semi-Annually. There are a number of factors for code being changed a number of years ago. One of the main reason was that it has been found that introduction of fresh water is the primary cause of MIC which it was causes pipe corrosion. So testing more frequently is actually causing harm to the fire sprinkler system. It was also my understanding that if a VA wants to over test a system they need to get approval from the AHJ which is the VA Fire Protection Engineers from CEOSH. Can you confirm the frequency of inspections for the tampers/waterflows? Our answer for 6 remains the same “Government response 6: In accordance with SOW Section II.J.3.a) frequency must be Quarterly.” NOTE: Frequency is for inspections. Can you confirm that VA acknowledgement of the risk of additional flow switch testing? No; since, this is not applicable. Can the VA confirm the AHJ Approval of testing frequencies? No; since, this is not applicable.

Answer 7 - If the conduit & fire alarm system was compromised by water can VA confirm devices and wiring were replaced and system was blown out with compressor? Our answer for 7 remains the same “Government response 7: Contractor must be responsible for Building 18 “Parking Garage” fire alarm system; since, the fire alarm installation deficiencies have been corrected.” Water damage to devices can sometimes cause pre-mature device failure.

Answer 9 - So if our unit price was $12,000 we would invoice $1,000 monthly? If the total amount is $12,000 for a year, yes the $1,000 monthly is correct.
