5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The John L. McClellan Memorial Veterans Hospital steam sterilizers are at end of life. Evolution Steam Sterilizer is an upgraded sterilizer from the facility’s current Steris Steam Sterilizer..
The Eugene J. Towbin Healthcare Center, currently has the Steris steam sterilizer in place. The Sterile Processing Service (SPS) staff at both facilities use the same equipment. The SPS staff rotate between the facilites and they are trained on the use of Steris steam sterilizer. The purchase of the same brand equipment will allow continuity of care and mitigation of patient risk due to different standard operating procedures (SOPs) between sterilizing equipment and/user error. This allows for standardization, ease of use, and efficiency for staff and the facilities. In addition, the sterilizers at the Eugene J. Towbin Healthcare Center were purchased three (3) years ago and have 12 years before they reach end of life. Therefore, to replace this equipment at this time would result in a duplication of cost of approximately $134,500.00.
With purchase of Evolution Steam Sterilizer the staff will have the ability to process more instruments with less chamber space. Steel chamber construction decreases the chance of corrosion. Even pressure distribution decrease possibility of wet-packs. Total chamber capacity of 500 pounds. All other equipment within SPS is STERIS. Consistency in technology increases quality control and quality assurance program. All STERIS items are compatible with our current instrument tracking system software.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A sources sought notice for this requirement was published on FBO and responses received from two contractors. This effort will be synopsized in FedBizOps utilizing a combined synopsis/solicitation.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The Contracting Office anticipates that the pricing will be fair and reasonable based upon a comparison of competitive offers that meet the name brand requirements.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: A search of VIP was conducted using NAICS 339113/keyword “steam sterilizer”, this search yielded seven (7) SDVOSBs. A source sought was issued via FBO. Two (2) responses were received from SDVOSBs. However, it was determined that only one of the SDVOSB identified is capable of providing the Evolution Steam Sterilizer. In addition, searches of GSA, SBA Dynamic Small Business Search (DSBS), FPDS, and Google were conducted. These searches produced multiple manufacturers and contractors, however, it has been determined that only two contractors (Steris Corporation-large business and 1st American Medical Distributors) are capable of meeting the needs of this requirement.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
The approval of the procurement of the Steris Evolution Steam Sterilizer will allow for continuity of care and reduce the risk to patient safety.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Steris Corporation 1st American Medical Distributors Alliant Healthcare
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed when the equipment has meet its life expectancy.
