B.2 STATEMENT OF NEED
General SINGLE-BAND Radio Requirements
Radios must be capable of operating in the following frequency range:
VHF (136-174 MHz)
· Radio must have a programmable power output level which ranges between 1-6 Watts.
· Radio must support code-plug, firmware, flashport capability.
· Radio must have the capability to support analog/digital, 3600/P25, conventional, trunked and TDMA.
FIPS 140-2 Level 3 AES Encryption requirements
Radios must be capable of FIPS 140-2 (Level 3) AES Encryption to ensure that any radio that is lost or stolen is fully tamper protected from having encryption keys compromised.
COMSEC Issue: Due to the specific area of operation the radios will be used in, the risk of a lost or stolen radio are high. If a radio is lost or stolen, the ability to extract encryption key material from the compromised device presents a COMSEC risk, with repercussions on mission effectiveness and officer safety. It is imperative that all radios have encryption modules that both detect and respond to electronic or physical tampering, specifically by zeroizing keys if the cryptographic module is tampered with. To this end, it is required that all radios have encryption modules that are certified to FIPS 140-2, Level 3 standard. NTIA FIPS 140-2 (LEVEL 3) Certification to accompany vendor response.
Level 3 certification governs tamper detection and response requirements, and is not to be confused with Type 3, which defines the algorithm category in use.
Radios must include:
a) A tamper detection and response mechanism that detects an attack and provides an active response by preventing access to sensitive data.
b) Secured key fill to improve protection of keys through encryption.
c) Design assurance that ensures that deployment and radio operation measures are met to deliver proper security implementation.
d) Separate encryption module ports to provide greater security to the keys as they are loaded.
e) NTIA FIPS 140-2 (LEVEL 3) Certification document
Adaptive Audio Engine
CAVHS First Responder radios will be used in high noise environments, i.e. high winds, generators, sirens, etc. Radios must have directional dual-microphone noise cancelling features so that when users speak into either side of the radio advanced noise suppression algorithms allow the opposite mic to cancels out ambient noise. Motorola Radios APX6000.
ADAPTIVE DUAL-SIDED OPERATION
· Radio must provide superior voice quality when not using best practices. Radios must also be able to suppress background noise, regardless of the orientation of the radio relative to the voice source and accept voice input from any microphone without attenuating the user’s voice.
ADAPTIVE NOISE SUPPRESSION & EQUALIZATION/ADAPTIVE WIND-PORTING
· Radio must have the capability to listen to the ambient noise level & modify noise suppression
· Radio must accommodate equalization settings tuning for different loudness levels
· At lower volumes, radio speaker shall be able to deliver authentic voice
· At higher volumes, radio speaker shall be able to deliver intelligibility adaptive wind-porting.
The aforementioned requirements will allow radio users to clearly hear Transmit/Receive voice traffic in critical situations.
Integrated GPS Capability- Radios must be capable of internal GPS capability. Having this capability integrated into the radio limits the need for bulky external accessories that can increase total cost of ownership and inhibit communications in an emergency.
Voice Announcement: Radios shall be equipped to program voice announcement, which alerts the user to the exact channel the radio is on with a human voice announcement without looking at the radio. This will alert the user to channel changes on the radio, whether intentional or accidental.
Integrated Bluetooth Technology: Radios must have integrated Bluetooth technology with a minimum of 128 bit AES Encryption and near-field pairing so that users can pair Bluetooth equipment without compromising security. This provides capability for the CAVHS First Responders to use encrypted wireless solutions therefore eliminating the need for bulky wired accessories to provide wireless capability.
IP68/ DELTA-T SUBMERSION Environmental Certification: The radio must meet IP68 Environmental Certification and DELTA T Submersion standards to extreme ruggedness and submergibility. Coupled with the Rugged Endoskeleton this enhances ruggedness and reduces required repairs which contributes to the lowered total cost of ownership for CAVHS, therefore extending the radio lifecycle.
Display: Radios require a top display and color LCD body screen with intelligent lighting for easier viewing. Top display allows end users to view critical radio information without removing the radio from hip/case each time providing ease of use. Body LCD Screen must provide color viewing which allows users to see and navigate easier in low light or while wearing polarized lenses. LCD Screen must be made of High Tempered Glass that is scratch resistant and extremely rugged to withstand repeated abuse without requiring repairs as seen in screens not made of this material. This feature contributes to less repairs and lower total cost of ownership for the CAVHS.
Programmable Buttons- Radio requires 3 side programmable buttons and a Top mounted 3 position toggle switch for customizable programming of the radio to meet specifics needs of the CAVHS. Radio must have front navigational pad and additional programmable buttons so personnel can easily navigate to different Zones and Channels efficiently and effectively during exercises and real-world events.
Programmable Duress Button: Radios must have a programmable duress (Emergency) button which allows CAVHS Police to send a silent alarm when he or she is in trouble and needs assistance.
Advanced Digital Privacy (ADP) Hardware/ Software Encryption- Radios must come standard with ADP encryption to implement in specific geographical regions where interoperability with non-Federal agencies is necessary.
T-Grip Design: Radios must have a T-Grip top design to ensure the radio does not slip out of an end users hand (gloved or un-gloved) when the radio becomes wet.
REDUCED SUSTAINMENT COSTS
Automated Battery Conditioning/Chargers: Radio must use battery technology in the chargers that automatically keep track of battery health and maintenance through automatic reconditioning during each charge session in order to extend the life of battery. It must also ensure it is not over charged and indicate when a battery needs to be replaced. The Automated Charger should use a pulse technology so that batteries do not incur memory loss.
Endoskeleton: Radios must have MIL-STD-810G Certification and have a superior endoskeleton to ensure that it can withstand the roughest of conditions and use cases that the CAVHS First Responders will put their radios through on a day to day basis. The superior endoskeleton contributes to the extreme durability which extends the life of the radio and reduces required repairs. Improved total cost of ownership to the CAVHS.
Asset reuse: Radios must be able to utilize legacy radio (XTS5000) charging stations, with the use of a battery adapter, where required.:

SECTION E - SOLICITATION PROVISIONS
E.1 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors.
