SECTION E - SOLICITATION PROVISIONS
E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL
ITEMS
Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
INSTRUCTIONS TO OFFERORS:
This acquisition is being procured using Simplified Acquisition Procedures under the authority of FAR Part
13.5 procedures. This solicitation is set-aside for small business (SB); it includes all CLIN items being requested in this solicitation. The Government intends to solicit this requirement and award a subsequent contract without discussions or negotiations. The Government reserves the right to seek clarification and additional information for offers that are submitted from any eligible offeror. Offerors are encouraged to provide their best offer initially because the opportunity to enter into discussions or to provide a better offer at a later time will not be possible. Evaluation Factors are listed in their relative order of importance. The Government will award a contract on the basis of the Lowest Priced Technically Acceptable (LPTA) quote meeting or exceeding the acceptable standards for non-cost factors.
Submission of Quotes:
(1) The Government plans to make award without discussions. Therefore, your offer should contain the best terms from a price and technical standpoint.
(2) Quotes shall be received on or before July 24, 2019 by 10:00 a.m., Central Time. Note: Offers received after the due date and time shall not be considered. Any contractor submission or request for information received after the closing date and time of this solicitation (for any reason) are late and shall not be considered.
It is very unlikely that the solicitation close date will be extended so offerors are encouraged to respond on or before the close date/time with their best offer.
(3) Offerors shall submit quote, complete relevant experience form, and submit documentation to satisfy the specific requirements of the Performance Work Statement (PWS) via email to jeneice.mcclinton@va.gov .
(4) Questions: Questions shall be submitted to the Contract Specialist via e-mail to jeneice.mcclinton@va.gov .
Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation.
