Questions and Answers #1
1. The Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) Network Contracting
Office (NCO) 16 received questions in response to Request for Quotation (RFQ)
36C25619Q0890.
2. Please see below for the list of received questions and NCO 16’s respective answers.
A. Question #1: As this will be an IDIQ award, will there be a monthly minimum order quantity in the schedule?
B. Answer #1: The following minimum guarantee/minimum quantity and maximum quantity are specified for the resulting contract:
Minimum Guarantee/Minimum Quantity (all ordering periods): $10,000.00
Maximum Quantity (all ordering periods): $1,200,000.00
C. Question #2: One flight crew, once their duty day has started, can be on duty a maximum of 14 hours and can fly a maximum of 10 hours. There are some exception to this rule that are directly applicable to organ procurement flights, but I was wondering what your coverage requirements would be. Do you need coverage 24/7/365? If we only have one crew on station in Houston and they fly a procurement trip, at the conclusion they must enter a rest period for a minimum of 10 hours. We would be unable to provide service while they are in the rest period unless we have a second crew on station.
D. Answer #2: Continuous coverage is required. As there is a time limit for the retrieval of donated organs in order to maintain viability, whenever an organ becomes available the contractor is required to respond and be in flight within ninety (90) minutes of notification.
It is anticipated that travel may be required outside of normal business hours.
E. Question #3: What is the intended effective date of this contract?
F. Answer #3: The contract is anticipated to have an effective date between the fourth quarter of Fiscal Year 2019 and the first quarter of Fiscal Year 2020.
G. Question #4: Are there any requirements on the “light jet (fixed wing)” such as number of seats or storage capacity?
H. Answer #4: The light jet (fixed wing) is required to have seating for a minimum of eight
(8) passengers. The surgical team typically brings one or two rolling coolers and a duffel back for storage.
I. Question #5: Please provide the number of flights and routing for FY18 and/or current

However, the number of flights can fluctuate at any time.
K. Question #6: Who is responsible for coordination (and cost) of the medical team and/or organs between the airports and medical facilities?
L. Answer #6: LifeGift is the government-mandated Organ Procurement Organization for our region and they are responsible for coordination between the air charter company and medical facilities.
M. Question #7: Which airport in Houston – HOU or IAH?
N. Answer #7: William P. Hobby Airport (HOU)
O. Question #8: Many airports assess “after hours” fees which cannot be determined until the time of the flight. Will the VA reimburse for unforeseen costs which cannot be estimated due to the unpredictable flight schedule?
P. Answer #8: No. The contractor’s price per nautical mile is to be all inclusive. Per
Performance Work Statement (PWS) 6.3, [t]ravel may be required outside of normal business hours, to include a provision for 24-hour emergency call-out services at no extra charge.
Q. Question #9: What is the process if the contracted vendor does not have an aircraft available within the specified time requirement? Can flights be outsources to pre-approved vendors?
R. Answer #9: As there is a time limit for the retrieval of donated organs in order to maintain viability, whenever an organ becomes available the contractor is required to respond and be in flight within ninety (90) minutes of notification. How the requirement is fulfilled (i.e., with the contractor’s own crew/aircraft, or a subcontractor’s) is a business decision for the contractor. MEDVAMC would not object to the contractor subcontracting flights so long as the subcontracted provider/s meet the requirements of the PWS.
Regardless of how the contractor determines to meet the charter flight requirement, reimbursement will be at the fixed rate per nautical mile stated in the contract.
