Contractor Solicitation Questions and Responses – Master List Solicitation 36C25619Q0881
Integrated Pest Management Services for Integrated Pest Management Plan G.V (Sonny) Montgomery VA Medical Center
Jackson, MS
# PWS
Reference
Question Answer
1. N/A What is the previous award contract number and value for this scope of service?
The previous contract number is GS-21F- 0136W VA256-15-F-0181. This contract is currently ongoing and is currently in its last remaining option year (option year four). The award amount for the base year only was $108,930.00. It is important to note the following:
1. Contract GS-21F-0136W VA256-15-F-0181 encompassed the pest management requirements for two (2) facilities: Michael E.
DeBakey VAMC in Houston, TX and G.V.
(Sonny) Montgomery VAMC in Jackson, MS.
2. The performance period of the base year only was 10 months, NOT 12 months.
(However, all option years were 12 months).
Had the performance period of the base year been 12 months then the base year award amount probably would have been higher.
While specific numbers cannot be provided, approximately 64%-66% of the base year award value (i.e. 64%-66% of $108,930.00) covered Michael E. DeBakey VAMC in Houston, TX. The remaining 34%-36% of the base year award value (i.e. 34%-36% of $108,930.00) covered G.V. (Sonny) Montgomery VAMC in Jackson, MS. At the time of award, option year (1 thru 4) prices for both facilities were based on an approximate 20% increase from the base year amount for each respective facility. Throughout the performance period of this contract several cost/no modifications were done to exercise and fund option year renewals and to accommodate bed bug and call back hours (which led to an increase in the overall cost of the contract over time).
Option Year Four (4): Option year four (4) was not exercised for Michael E. DeBakey VAMC / Houston, TX because services were not needed. For the G.V. (Sonny) Montgomery VAMC in Jackson, MS the actual cost for option year four (4) increased by approximately 33% when compared to estimated cost for option year four (at the time of award). While past or present contracts can be analyzed for cost estimation purposes the value for this scope of service cannot always be accurately predicted and depends on the overall scope of service required in combination with the unique needs of the facility.
2. N/A Has the scope of service changed from previous award?
Yes. While similar, the scope of service for the current requirement is different from the scope of service for the previous/current contract. One major difference between the two requirements is the current solicitation requires that bed bugs (and the control/eradication of these bed bugs) be included as part of the contractor’s overall Integrated Pest Management (IPM) plan.
Another difference is the current solicitation allocates a separate line item for the Exterior and Interior Fly Program (independent from the IPM). There are other differences between the two requirements as need requirements for the facility have changed/evolved over time.
The Performance Work Statement and the Price/Cost Schedule (prices removed) from the current contract (GS-21F-0136W VA256- 15-F-0181) have been provided. It is recommended that potential bidders review the current solicitation and the documents from the current contract (described herein) to assess the differences/changes in scope.
Examining these documents “side by side” is strongly encouraged.
3. N/A How many Bed Bug services have been performed over the past 12 months?
Less than 12
4. N/A How many afterhours calls have occurred over the past 12 months?
Less than 12
5. No PWS Reference Given

6. No PWS Reference Given
Please confirm that the government requires installing of all new fly machines at start of contract.
The government cannot confirm that new fly machines are required to be installed at the start of the contract. Section 5.8 of the PWS never specified or stipulated an exact time/date as to when the new fly machines would need to be installed by the contractor.
The contractor will be responsible for installing new fly machines once the government removes the (old) fly machines.
However, it is not known when the government will remove the old fly machines.
(The contractor cannot install the new fly machines until the government removes the old fly machines).
7. No PWS Reference Given
Are we able to schedule a site visit?
Per page 2 of the solicitation “A Pre-Proposal Conference or Site Visit is not planned for this requirement.” In lieu of a site visit, the government has provided other forms of information in the solicitation. Please refer to the attachments that accompanied the solicitation when posted to FedBizOpps.
The attachment entitled “Table A – Coverage Areas for IPM” provides a detailed explanation of the entire facility which includes the 7 buildings covering the entire campus, the number of levels/stories in each building, the number of rooms on each level of each building, and the square footage of every room on every level in every building to include the total square footage of coverage area that is required for services at the facility. Detailed schematics were also provided for Bldg. I, the main building.
(The Main Building is the largest building at the facility). The document entitled “Aerial View G.V. (Sonny) Montgomery VAMC” provides a “bird’s eye view of the facility.
8. N/A Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
See Questions 1 & 2.
