Robert Oravetz 1515 Poydras Street., STE 1100 New Orleans, LA 70112 christopher.oravetz@va.gov christopher.oravetz@va.gov Notice Type: Special Notice
Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS), (New Orleans VA Medical Center) intends to award a sole-source firm fixed price contract to Audubon Machinery Corporation, (DUNS 926368408), 84 Wurlitzer Drive, North Tonawanda, NY 14120-3042 for the following services: Final installation of Audubon Machinery Corporation (brand) veterinary cart washers for the Dixie Research Building located at Southeast Louisiana Veterans Healthcare System (New Orleans VA Medical Center), 2400 Canal Street, New Orleans, LA 70119 and 2). Technical Training. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The performance period of this contract will be for a base year (not to exceed) twelve (12) months however it is expected that services will be completed in less than twelve (12) months. The total estimated cost of this acquisition is $7,690.00. The North American Industry Classification System (NAICS) code is 333999 with a size standard of 500 employees. (There is no dollar size standard for this NAICS). The expected award date for this contract is on or about April 1st, 2019.
Scope of Required Services: Final installation services include (but are not limited to) the following: Labor, material, equipment and supplies necessary to make all final connections/set up so the carts become operational (for use in the facility). Needed services also include technical training for facility managers and clinical engineers on the proper use/maintenance of equipment once final installation is complete and the equipment is operational.
The procurement is a follow-on action which will be used for the purchase of the following services: 1). Final installation of Audubon Machinery Corporation (brand) veterinary cart washers for the Dixie Research Building located at Southeast Louisiana Veterans Healthcare System (New Orleans VA Medical Center), 2400 Canal Street, New Orleans, LA 70119. and 2). Technical Training. Audubon Machinery Corporation (brand) (Veterinary) Cart Washers were purchased for use by the Research Department and were obtained from Audubon Machinery Corporation, the manufacturer. While preliminary installation has already been completed, it was later discovered that onsite assistance and technical expertise was needed to complete/facilitate the final installation/setup of the equipment. Technical training for facility managers and clinical staff is also needed and was not included during the initial purchase of the equipment. The incumbent contractor, Audubon Machinery Corporation (manufacturer) can best execute these additional services because they were involved in the previous actions/processes that were associated with the initial procurement. For the proposed follow-on action Audubon Machinery Corporation possesses a unique familiarity with the facility, its personnel, the additional services required, and the streamlined processes that are necessary to successfully execute the services/deliverables which are needed. Audubon Machinery Corporation is also in the best position to provide the needed technical guidance, assistance, and training that is required for the following reasons: 1). They are the manufacturers of the equipment and know best how their equipment should be installed, set up, operated, and maintained (i.e. Subject Matter Experts (SME’s)). When compared to the incumbent contractor, non-incumbent contractors cannot offer the same skill set, knowledge, familiarity, and cohesion for this specific, follow-on action. The utilization of alternate, non-incumbent contractors (in any socioeconomic category) would introduce a “learning curve” into this acquisition which could be disadvantageous to the facility (i.e. delays, increased lead time, and/or additional acquisition costs).
This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm’s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered.
