Question 1. Per items A & C under General Requirements, are all parts and components to be provided by the OEM? No. Item A states to ensure all equipment is maintained to operate in a correct and safe manner as intended by the Original Equipment Manufacturer (OEM) only. A substitute may be used if meets OEM criteria.
Question 2. Are all repairs required to be completed on the VA premises? . No, some parts may have to be shipped to factory for repair
Question 3. Item L specifies that all personnel must be certified in the field of either/or radiator repair and generator repair. Do these certifications come from the OEMs ? VA requires mechanics and /or technicians installing all parts and components for this repair carry any certifications showing the parties in question are qualified in the appropriate fields of repair. This certification may come in form of a letter to COR stipulating said experience signed by contractor.
Question 4. Item M goes along with the aforementioned, but are there any specific state, Parish or municipal requirements for certifications that we should know of? Its specifically called out, so we as contractors must operate under the premise that there are some requirements which we're not aware of.
There are no state, parish. Or municipal laws in this regard.
SAFETY AND SECURITY
Question 5. Items F & G; parking on grass will not be an issue. However, potentially using a lift or crane may be necessary. Are these going to be accessible to the back of the building where the radiator is located? Setting up equipment is allowed to perform repair work. Parking contractor trucks to be off grass area where possible.
Question 6. Warranty. I see the warranty requirements changed from 30 days to one year. Is that for both the generator control panel and the radiators? In the event that the radiators are included in this requirement, we believe that a general design flaw exists that allows debris to enter into the radiator intake system(s) that will potentially allow for the recurrence of this similar problem in the future. Panel to have One (1) year warranty and the radiators to have One (1) year warranty for parts and labor. This warranty to cover repair for normal use and not due to intake of rock fragments.
