2. Description of Action: This acquisition is conducted under the authority of the

36C25619D0043-36C25619N1235. Paramount Construction Group is a Service Disable Veteran Owned Small Business. (SDVOSB).
Order against: FSS Contract Number: 36C25619D0043
Name of Proposed Contractor:
Paramount Construction Group, LLC
Street Address: 234 West School Street Suite B City, State, Zip: Ridgeland, MS 39157 Phone: 601-427-5454 x202
3. Description of Supplies or Services:
The estimated value of the proposed action is $84,000.00
The contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, parts, and related services, in accordance with the SOW, drawings, and specifications to be a complete and working Hematology Hood Exhaust Air System (HHES) capacity, The installation of this exhaust is urgent as the SLVHCS site currently conducts COVID testing. The SLVHCS is quickly approaching maximum processing capacity. The replacement of this exhaust will allow the facility to bring online additional biological safety cabinets which currently cannot certify or meet exhausting requirements due to the exhaust fan being under sized. These cabinets cannot be relocated in other locations in the lab due to the potential for cross contamination, VHAPM Part 808.405‐6 Limiting Sources Page 2 of 3
Revision 02 Eff Date: 02/21/2020 increased exposure opportunities to staff and lack of infrastructure to receive the equipment.
4. Authority:
Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405-6(a)(1)(i)(C)); or
Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).
5. Rationale/explanation to support cited authority:
The installation of the exhaust panel is urgent as the SLVHCS site currently conducts COVID testing. The SLVHCS is quickly approaching maximum processing capacity. The replacement of the exhaust panel will allow the facility to bring online additional biological safety cabinets which currently cannot certify or meet exhausting requirements due to the exhaust fan being under sized.
These cabinets cannot be relocated in other locations in the lab due to the potential for cross contamination, increased exposure opportunities to staff and lack of infrastructure to receive the equipment.
Due to the urgent need for this procurement, this contractor is currently on site working on another project, which provides accessibility. The preferred specified products can be shipped within 5 days to the site.

Revision 02 Eff Date: 02/21/2020
6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
