Question
Answer
1
If the project is sales tax exempt can the government provide a sales tax exemption certificate?
N/A; not a construction project.
2
Where will the designated parking area be for workers accessing the construction site?
No Construction site, not a construction task or contract.
See page 6 of the RFQ: Parking shall be limited to established concrete or improved rock parking lots, Using Service POC will advise which parking lots to use.
3
Has the work area been checked for asbestos?
No asbestos on immediate temporary connection site.
4
What is the Governments’ policy if asbestos products are encountered during construction?
n/a
5
Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
VA does not have third party testers for this task.
6
Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
This is a firm fixed price supply buy.
7
There is space in the existing electrical panel for the new 3 phase 480 run to the boiler trailer?
Existing temporary connection capability is in place and will remain for this task.
8
All systems to be connected to the mobile boiler(fuel, electrical, steam, water, ect) are designated(marked and by distance) in the drawing provided to a point that has available space to tie into the existing facility system?
Yes
9
Is the mobile boiler being used to supplant a operational, existing system or replace a unit that is damaged or inoperable?
The unit is critical to supplement existing operations.
10
Is there a time limit(number of days) for the project as a whole?
See Delivery Schedule.
11
Is there a time limit for the installation of the new system once the unit arrives at the Pineville location?
See Delivery Schedule.
12
Will an time extension be granted if manufacturer issues cause delay in the arrival of the mobile unit as long as proof is provided that the unit was ordered in a timely manner for the agreed upon delivery?
This equipment is critical to the facility and is required 60 days ARO.
13
Please confirm project proposal is to be submitted digitally?
Quotes must be submitted electronically; See page 23 of the solicitation
14
Can the superintendent also serve as the SSO as long as proof of proper training can be provided?
This is not construction; All personnel in the contractors’ services will have certified or proper training on the tasks they perform as per page 6 of the RFQ.
15
In the document 36C25618U0231 36C25618U0231.docx; in the B.4 Price/Cost Schedule section; there is the following statement; Two (2) piston type pumps with stainless steel check valves, model #V-5-P15602, 0-6.2 gallons per hour pumping capacity, ? horsepower pump motors, Stainless steel strainer and suction piping… What is the required HP?
¼ hp
16
Can you advise if the equipment purchased will need to comply with the VA equipment specs covered by VA spec 235011?
See page 6 of the RFQ - All work is to be performed within all OSHA, EPA, ASME, VA, and Federal, State and local codes and regulations.
17
Can the VA give us details on the installation? What about existing pipe hangers, rollers, restraints, pipe anchors, etc.?
Contractor will need pipe support mainly from the ground level vs hangers.
The connections for all power supply and steam and condensate are in place already, as we’ve had several temp boilers on station.
18
Is contractor required to provide electrical connection?
We would like a turn key product with electrical connection and a start-up technician provided by the contractor.
Our electricians will be able to assist or instruct as to how our power is distributed
19
Does the VA have existing infrastructure that will support the rental boiler system or is there a requirement to provide the needed engineering?
We have had a leased portable boiler parked on our grounds on the front side (laundry side of the boiler plant) and that has proven
sufficient over the past rentals with some wood shoring under the tires of the trailer to help level
20
There were no specs released with this requirement and the VA specs are very different than standard commercial market construction/boiler plant equipment specs. Can the VA give direction on the specs for the equipment?
The required specs are listed on page 4-5 of the solicitation
21
The solicitation states a 60-day delivery, but for new equipment this will have to be built from scratch and a 60-day delivery cannot be met. With the approval process of the trailer, it will likely be 4 months at the earliest and possibly up to 6 months. This trailer cannot be built and delivered before the start of this heating season.
This equipment is critical to the facility and is required 60 days ARO.
22
Are ALL pipe runs are straight, no obstacles in the way, existing pipe hangers, supports, anchors?
yes
23
The solicitation states that vendors shall be OEM authorized, but the trailers don’t have a specific OEM. Instead, they are custom build using many different manufacturers parts and equipment. There is no OEM that builds these in-house. As such, there is no list of “approved vendors”. Warranties will be maintained and provided regardless. Is there a more specific requirement the VA is searching for? We can and will provide a warranty.
The vendor’s warranty will be sufficient. Please submit boiler manufacturer’s information with quote as requested in Instructions to Offerors.
24
Is electrical connection is within 20 feet?
+/- 25 ft
25
Are we physically modifying existing pipes, flanges, steel, electrical breakers, adding pipe hangers?
The contractor will be connecting to EXISTING TEMPORARY BOILER CONNECTION POINTS
26
Will there be a site visit for this requirement?
There will not be a site visit for this requirement.
